DECLARATION
of 1 March 2005
on the details of the operation of the Balance Centre
The Ministry of Industry and Trade (hereinafter referred to as "the Ministry '), pursuant to Article II (17) of Act No. 670 / 2004 Coll., amending Act No. 458 / 2000 Coll., on the Terms and Conditions of Business and on the Enforcement of Government Administration in the Energy Sector and on the Amendment of Certain Laws (Energy Act), as amended, provides for the implementation of Sections 62 (3) (a) and 64 (6) of the Energy Act:
Subject matter
This decree provides for balance sheet creation, capacity monitoring and the content of data transmitted and received within the gas system.
Balance sheet creation
(1) In the area of expected gas supply and consumption balances, the Balance Centre
(a) take over annual balances on the expected gas production, gas transport, gas distribution, gas supply, gas storage and gas trade from manufacturers, transmission system operators, distribution system operators, gas storage operators and gas traders, broken down
1. from manufacturers the expected total production and supply of gas to the transmission or distribution system or underground gas storage tank,
2. from the transmission system operator, the expected quantity of gas transported for supply to final customers in the Czech Republic and for international transport at the points of entry into and exit from the transmission system and other gas consumed,
3. from distribution system operators, the estimated total quantity of gas distributed from the distribution system, connected customers or other distribution system;
4. from operators of underground gas storage tanks, the state of stocks at the start of extraction and extraction and the maximum output of extraction and extraction by underground gas storage,
5. from gas traders, the assumption of the purchase and supply of gas in individual distribution systems, the expected supply from gas imports to the Czech Republic and the export of gas from the Czech Republic, divided into individual sources and points of entry into and exit from systems,
6. from traders in coke-oven gas, light-gas, degas, generator gas, biogas, propane, butane and their mixtures, except for motor vehicle propulsion applications, the estimated annual supply and purchase balances to be made through the transmission or distribution system,
(b) transmit the processed forecast gas and other gas balances to the Ministry, the Energy Regulatory Authority and the Czech Statistical Office according to the data set out in Annex 1;
(c) publish the forecast aggregate annual gas balances in a manner that allows remote access in accordance with the model set out in Annex 2.
(2) In the field of gas supply and consumption assessment, the Balance Centre
(a) receives monthly data on actual gas production, gas transport, gas distribution, gas supply, gas storage and gas trade from manufacturers, transmission system operators, distribution system operators, gas storage operators and gas traders, broken down
1. from manufacturers, actual aggregate daily, monthly and annual total production and deliveries to individual systems; the monthly evaluation shall be carried out on forms the models of which appear in Annexes 3 and 4;
2. from the transmission system operator, the actual aggregate daily, monthly and annual quantities of gas for supply to final customers in the Czech Republic and for international transport at the points of entry into and exit from the transmission system, changes in accumulation and other quantities of gas consumed; the evaluation shall be carried out on forms the models of which appear in Annexes 5 and 6;
3. from distribution system operators, actual monthly deliveries to the distribution system from the transmission system and from other distribution systems, or from abroad and from the distribution system to individual categories of customers (wholesale, intermediate, retail, household) broken down by region, own consumption, losses and changes in accumulation over the period from the first to the last day of the month, quantities of gas distributed to other systems and abroad, and actual aggregate daily quantities of gas distributed to the distribution system communicated daily; an evaluation of the quantity of gas distributed by category of collection with at least 90 000 customers or with less than 90 000 customers shall be carried out on a form the model of which is given in Annex 7;
4. from underground storage operators the amount and changes of capacity, performance and state of operational stocks of individual underground gas storage units in the distribution for the supply of final customers in the Czech Republic and for abroad; a monthly evaluation of the gas stored on underground gas storage tanks shall be carried out using a form the model of which is set out in Annex 8;
5. from gas traders, monthly and annual purchases and deliveries of gas to final gas customers from the transmission system, distribution systems and underground gas storage facilities, monthly and annual deliveries from natural gas imports to the Czech Republic by source and point of entry and export of natural gas from the Czech Republic by source and point of exit, and data on the provision of the security standard required for emergency supplies; the gas trade assessment shall be carried out on forms the models of which are set out in Annexes 9 and 10;
(b) take and evaluate the resulting data on the hourly supply and consumption of natural gas from the transmission system operator for the compilation of gas system control hourly deductions;
(c) process data on actual gas transport, gas distribution, gas production, gas supply, gas collection and gas storage at dates of the day, month, quarter and year;
(d) processing statistics on imports of natural gas from abroad and exports of natural gas abroad during the period of month, quarter and year;
(e) receives data on the actual supply of coke oven gas, lamp gas, degas, generator gas, biogas, propane, butane and their mixtures, except for use for motor vehicle propulsion, from the relevant traders within months and year;
(f) monitor regular meteorological information;
(g) transmit a monthly evaluation of the transport, distribution, production, supply, consumption, storage, import and export of natural gas and other gases to the Ministry, the Energy Regulatory Authority and the Czech Statistical Office, as specified in Annex 1;
(h) publish a comprehensive evaluation of the gas system's supply and consumption in a way that allows remote access in accordance with the model set out in Annex 2;
(i) process monthly and annual balances on compliance with the security standard of supply.
Capacity monitoring
(1) The balancing centre monitors information about transmission, distribution and storage capacities of individual parts of the gas system of the Czech Republic.
(2) Monitoring shall be carried out by means of technical parameters data, which are technical, agreed and free capacity of system points, the total change in system accumulation, the maximum daily consumption of systems, the length of high-pressure and high-pressure pipelines, broken down by these two categories and by the diameters of the pipelines, the performance of individual transmission stations with their minimum input pressures, the overall scheme of the system with the drawing of all transmission stations and large-pressure and high-pressure pipelines, and the dependence of day-to-day output on the state of operational supplies of individual underground gas storage units.
(3) The results of the monitoring shall be transmitted to the Ministry and the Energy Regulatory Authority at their request.
Data from direct pipeline operators
Direct pipeline operators shall transmit to the Bilance Centre data on the total estimated annual quantity of gas delivered and data on the expected maximum daily quantity of gas. The data shall be transmitted by 15 November of the relevant calendar year for the following calendar year. A summary of the processing of these data shall be transmitted by the Bilance Centre to the Ministry.
Information on eligible customers
The Balance Centre shall take over, process and transmit the following information on eligible customers:
(a) on the monthly supply of gas in cases where authorised customers provide them themselves, including imports of gas from abroad, which they transmit to the Ministry after summary processing;
(b) regular information from eligible customers with an annual consumption of at least 4,200 MWh (400,000 m3) who have changed gas traders; the notification of the amendment shall be made using a form the model of which is set out in Annex 11;
(c) regular information from gas traders on the number of customers with annual gas consumption below 4,200 MWh (400,000 m3), broken down by categories of customers who have changed gas traders; a statement of changes shall be made using a form the model of which is set out in Annex 12,
(d) it shall process, on the basis of the information provided in Annexes 11 and 12, the statistics on eligible customers who have changed the gas dealer after 31 December 2004 and shall transmit them to the Ministry, the Energy Regulatory Authority and the Czech Statistical Office.
Repeal
The following shall be deleted:
1. Decree No. 166 / 2001 Coll., laying down the details of the activities of the Central Gas Dispatch.
2. Decree No. 443 / 2002 Coll., amending Decree No. 166 / 2001 Coll., laying down the details of the activities of the Central Gas Dispatch.
Efficacy
This Decree shall take effect on 1 April 2005.
