on the provision of scholarships and allowances to students who, after graduating from boarding school for workers, study at higher education institutions
The Ministry of Education of the Czech Socialist Republic provides, in agreement with the Ministry of Finance of the Czech Socialist Republic and the Ministry of Labour and Social Affairs of the Czech Socialist Republic and with other participating central bodies pursuant to § 98 paragraph 2 of Act No. 39 / 1980 Coll., on Higher Education:
Preliminary provisions
Universities provide students who, after graduating from boarding school for working1) study in proper daily study at universities in the field of the Ministry of Education of the Czech Socialist Republic (hereinafter referred to as the Ministry of Education), scholarships and contributions.
Types and amounts of scholarships and allowances
(1) The amount of the scholarship is 1200 CZK per month.
(2) Students who take care of their own or adopted unprovided children (2) shall, at their request, increase the scholarship referred to in paragraph 1 by an amount of 800 CZK per month per child and 600 CZK per month per child. If both spouses - graduate high school graduates for workers - study in higher education, only one of them will receive a scholarship.
(3) If a student pays child maintenance allowance for an uninsured child, the scholarship shall be increased by the amount of the court-appointed maintenance allowance, up to a maximum of the amount referred to in paragraph 2; this increase shall not be made if the student pays child support to a student, a graduate of a boarding school for workers who takes care of an uninsured child.
(4) If a student's spouse does not have his own income for reasons of preparation for a future occupation or care for a dependent child or for health reasons, the student's scholarship referred to in paragraph 1 shall be increased by the amount of 400 CZK per month. The scholarship shall not be increased if both spouses receive the scholarship referred to in paragraph 1.
(5) In addition to the scholarship referred to in paragraph 1, students shall be granted a contribution to textbooks and teaching aids of the sum of 400 Kns and a social contribution of 1000 Kcs starting each year. Students who are authorised by the Dean to enter a senior year, (3) those contributions shall not be granted until the conditions for advancing to the senior year have been fulfilled. No contributions shall be granted in a repeated year.
(6) If the conditions are met, students shall also be awarded a benefit grant and a preferential grant under the special regulations.4)
(7) After completion of a university degree, students shall be granted a one-off grant of 2000 Kčs if they have completed their studies at a university within three months of the end of the first term appointed by the Dean for the performance of the state final examination or state rigorous examination.
Basic conditions for the provision of scholarships and allowances
(1) The scholarship and its increase under § 2 (1) to (4) are granted for 12 months in the school year throughout the course of the course, including repeated years.
(2) The increase in the scholarship referred to in Article 2 (2) to (4) shall be granted to students at their request from the first day of the month in which the application was submitted.
(3) The scholarship and its increase will be granted for a month in which the student has ceased to be a student if he does not have income from work, membership or service at this time.
(4) Students are required to report to the Dean without delay any changes which might affect the provision of an increased scholarship under § 2 (2) to (4).
(5) If an increase to the scholarship provided for in § 2 (2) to (4) is granted unduly as a result of false or incomplete information provided by the student, or if the student does not notify a change in the facts relevant for its provision, the period of payment or the amount thereof, he shall be obliged to repay the amounts unduly received.
Payment of scholarships and allowances
The scholarship and contributions referred to in § 2 (1) to (6) shall be paid by the Dean at the dates specified by the Dean after the observations of the Faculty Organisation of the Socialist Youth Association.
Provisions common, transitional and final
(1) Scholarships and allowances under this Order are not subject to payroll tax. 5)
(2) If a student is prevented or ordered to be quarantined for sickness or accident, he shall be granted scholarships, including an increase in his / her spouse and any uninsured child, for a period of two months from the first day of the calendar month following the start of incapacity for work. If the illness lasts longer, a benefit scholarship is paid to the student if he meets the conditions for providing it. The student is obliged to report immediately to the Dean the start and termination of his / her incapacity, the student also entering and leaving maternity leave.
(3) Students sent to study in higher education abroad do not receive a scholarship under § 2 (1) and (6); an increase in the scholarship referred to in Article 2 (2) to (4) shall be granted to their family members.
(4) Students who have been re-admitted to university under the new admission procedure shall not receive a scholarship and allowances under this Decree; their social circumstances shall be assessed in accordance with specific regulations.4)
(5) Scholarships and allowances under this Order are also granted to graduate high schools for workers who are first admitted to university in 1980 / 1981.
(6) The powers which belong to the Dean in this decree lie with the rector in universities which do not apply to faculty; the responsibilities of the Dean shall be exercised by the Rectorate.
The Decree of the Ministry of Education of the Czech Socialist Republic of 21 September 1978 No 25 723 / 78-403.6 is hereby repealed)
This Decree shall take effect on 1 September 1980.
