on the establishment and use of a uniform classification of performance
The Federal Statistical Office provides, pursuant to § 35 (2) of Act No. 21 / 1971 Coll., on a single system of socio-economic information:
Single performance classification
(1) For the purposes of the planned management of the national economy and society, and for monitoring their development, as well as for expressing balance sheet links and the proportion between production and consumption, and for using computer technology in the management of the national economy and in customer-based supply relations, a single performance classification (hereinafter referred to as the "performance classification ') shall be established.
(2) For the purposes of this decree, the act shall mean an activity of an economic nature or other activity which depends on the exercise of a function or competence, excluding activities aimed at creating new material goods. *)
(3) The classification of performance shall be issued by the Federal Statistical Office as a separate publication. * *) The basis of classification shall be the fields of performance (1st classification level), as annexed to this decree.
Scope of the performance classification
(1) The classification of performance is mandatory for all fields and circuits of the organisation's information system, * * *) for obtaining socio-economic information for sets of organisations and persons using statistical survey and examination methods †) and in particular for planning and financing and for documentation on customer supply relations.
(2) The classification of performance is also used as a basis for issuing special-purpose performance nomenclature (e.g. tariff, fee and other tariffs, etc.); these nomenclature shall have a direct linkage to the classification of the performance. The purpose nomenclature of external relations performance between organisations may be issued by the competent authorities only in justified cases and after prior approval by the Federal Statistical Office, by which the method of their use must also be approved.
Field code lists
(1) The central authorities of both federations and Republics †) shall, as appropriate, draw up, in agreement with the Federal Statistical Office and after consultation with the other central authorities involved or with the main customers, for a particular field of performance falling within their competence, a more detailed classification in the form of a performance code list (hereinafter referred to as the "code list"), which forms part of the performance classification. The Central Authorities may, subject to the approval of the Federal Statistical Office, also entrust to a subordinate authority of the Central Article of the proceedings or to one of the subordinate organisations (Gestor of the Dialogue) by creating and maintaining the trade code lists in their current state.
(2) In the field of code lists, the classification of performance is continued up to the level of detail required from the point of view of relations between organisations, in particular for full identification of performance in customer relations.
(3) In accordance with § 35 (2) of Act No. 21 / 1971 Coll. The Federal Statistical Office, after consulting the relevant central authority, shall take the measures notified in the Collection of Laws.
Use of the classification of performance in the organisation information system
(1) All socialist and other organisations (hereinafter referred to as "organisations") carrying out activities included in the performance classification shall, in their information system, monitor in particular indicators on the results of their activities, including value indicators, and indicators on wages and other costs, or other indicators, as determined by the Federal Statistical Office.
(2) Organisations entering customer-supplier relations indicate, in orders, in economic contracts, in delivery notes, in invoices and in other documents of performance which are the subject of these relationships, the numerical characteristics of the performance classification and, where sectoral code lists are issued for a more detailed classification of performance in the relevant fields, also according to these code lists.
Use of performance classification in statistical surveys
The use of the classification of performance when carrying out the statistical surveys relating to performance shall be governed by specific directives or guidelines of the Federal Statistical Office or the Central Statistical Authority of the Republic on a case-by-case basis.
Notification obligation
If new, not yet classified performance is the subject of customer-related relations, supplier or importing organisations are required to notify these cases normally to the Federal Statistical Office or to the relevant Gestor of the trade code list (§ 3 (1)) and to submit proposals for classifying these performances into the performance classification (branch code list), after prior consultation with other suppliers of the same performance, or with the main customers.
Implementation of amendments and additions to the performance classification
(1) The necessary partial changes and additions to the performance classification are carried out by the Federal Statistical Office by the measures notified in the Collection of Laws and announced at the latest in parallel with the issue of guidelines by the State Planning Commission for the preparation of draft implementation plans *) and with effect from the beginning of the following year. Proposers of changes to the classification of performance are therefore obliged to send their proposals to the Federal Statistical Office no later than the end of February of the current year.
(2) The provisions of paragraph 1 shall apply mutatis mutandis to the declaration of amendments and additions to the sectoral code lists.
Authorisation of exemptions
Exemptions from the provisions of Sections 2 and 4 may be authorised by the Federal Statistical Office on a proposal from the competent central authority in justified cases.
Final provisions
The date of entry into force of this Decree is the date of repeal of the Directives of the Central Commission for People's Control and Statistics of 31 July 1965 No 38 048 / 1965 on the introduction and use of uniform classification of works of a production nature and uniform classification of performance included in the value of the social product, * *) in the performance section and Part B of the Annex thereto.
Efficacy
This Decree shall enter into force on 1 January 1974, with the exception of Article 6, which shall take effect on 1 July 1973.
