GOVERNMENT REGULATION
of 26 June 2012
amending Government Regulation No 288 / 2002 Coll., laying down rules on the grant of grants to support libraries, as amended by Government Regulation No 235 / 2005 Coll.
The Government mandates pursuant to § 15 (3) of Act No. 257 / 2001 Coll., on libraries and conditions for the operation of public library and information services (Library Act):
Government Regulation No 288 / 2002 Coll., laying down rules on the grant of grants to support libraries, as amended by Government Regulation No 235 / 2005 Coll., is amended as follows:
1. In Paragraph 1 (1), the words "activities and 'are deleted.
2. In Article 3, "31 October 'is replaced by" 30 September', "budget 'is replaced by" calendar', "press' and" remote access information system 'are replaced by "Internet' and" budget 'are replaced by "calendar'.
footnote 4 is deleted.
3. in Article 4 (1) (a) and (b), the word "person" shall be inserted after the word "number."
4. In Article 4 (1) (f), the words "and fax number, where appropriate 'are replaced by the words" a'.
5. in Article 4 (1) (g):
"(g) a description of the project to which the subsidy is requested, including the date and place of implementation;"
6. In Paragraph 4 (2), at the end of the introductory part of the provision, the word "at least 'shall be added.
7. in Article 4 (2) (a):
"(a) the detailed budget of the project, including the amount of the financial contribution of the library operator;"
8. in Paragraph 4 (2), point (b) is deleted;
Point (c) shall be renumbered (b).
9. In Article 4 (3), the words "January calendar 'are replaced by the words" December of the calendar year preceding the calendar year'.
10. in Article 5 (1) of the introductory part of the provision, the word "selection" shall be replaced by "professional."
11. in Article 5 (2), the word "selection" is replaced by "professional."
12. in the first sentence of Article 6 (1), the words "30 April" shall be replaced by the words "31 March," the words "budget" shall be replaced by the words "calendar" and in the second sentence the words "selection" shall be replaced by "experts."
13. in Article 7 (b), the words "single information gates" are replaced by the words "central portal."
14. in § 8 (a):
"(a) the creation of cooperative systems based on information and communication technologies,"
15. in Article 8 (b), the words "remote access information system" are replaced by the words "Internet."
16. in Article 9 (a) and 11 (a), the words "historical library funds" are replaced by the words "library funds."
17. in Paragraph 9 (b), "microfilming" is replaced by "reformatting."
18. in Paragraph 9 (c), the words "digital libraries and archives" are replaced by the words "digital libraries and archives."
19. in Article 9 (d):
"(d) the making available of catalogues in electronic form,"
20. in Paragraph 10, point (c) is deleted;
Point (d) shall be renumbered (c).
21. in Paragraph 11 (c), the words "natural disasters and disasters" are replaced by the words "emergencies."
22. in Article 12 (c), the word "classical" shall be deleted;
23. in Paragraph 13, at the end of point (c), the dot is replaced by a comma and the following point (d) is added:
"(d) Community activities of libraries and the provision of services for groups at risk of social exclusion."
24. in Paragraph 20 (1):
"(1) No subsidy can be granted if the library operator, as determined by the Ministry
(a) has not properly, in a timely manner and in accordance with the decision to grant the grant of the payment of the subsidy to support libraries in the previous calendar year; or
(b) has not properly, in good time and in accordance with the decision to grant the subsidy to the State Budget for the support of libraries provided in the previous calendar year or part thereof which he has not used or which he has used in contravention of the legislation or decision to grant the subsidy. ";
Transitional provision
The selection procedure for library support announced by the Ministry before the date of entry into force of this Regulation shall be completed in accordance with existing legislation.
Efficacy
This Regulation shall take effect on the 15th day following its publication.
