Decree of the Ministry of Agriculture and Nutrition of the Czech Socialist Republic on the business veterinary service

DECLARATION
Ministry of Agriculture and Nutrition of the Czech Socialist Republic
of 23 December 1987
on farm veterinary service
The Ministry of Agriculture and Nutrition of the Czech Socialist Republic, in agreement with the Federal Ministry of Agriculture and Nutrition pursuant to § 3 (4) of Act No. 87 / 1987 Coll., on Veterinary Care, provides:
§ 1
(1) The farm veterinary service may be established in an organisation in which the conditions for:
(a) the exercise of all professional veterinary activities to the extent and under the conditions laid down in this Decree;
(b) a more efficient and cost-effective exercise of these activities by the organisation's own staff, taking into account in particular the degree of concentration and specialisation of livestock production, its scope and organisational arrangements.
(2) An organisation may establish a farm veterinary service only under a contract with the district or municipal veterinary administration (hereinafter referred to as the district veterinary administration) to establish that service and cooperate with each other.
§ 2
(1) The contract referred to in Article 1 (2) must contain:
(a) identification of the date on which the professional veterinary activities of the organisations begin;
(b) rules on the relations between them
1. the tasks the performance of which presupposes the synergy of farm veterinary services with veterinary surgeons of the county veterinary administration - specialists and specialised organisations of the state veterinary service,
2. with professional practice, education and further training of veterinary surgeons and veterinary technicians of corporate veterinary services,
3. the professional veterinary activity of the State Veterinary Service for the organisation, supply of the organisation of medicinal products, veterinary medicinal products and needs and, where appropriate, representation of veterinary surgeons and veterinary technicians of the farm veterinary services by veterinary staff of the district veterinary administration,
(c) the manner and conditions of termination of the contract.
(2) In order for the contract to be effective under Article 1 (2), its approval should be subject to the authorities superior to its participants.
(3) When ordering emergency veterinary measures, the organisation shall, upon request, release the district veterinary administration of the veterinary surgeon and veterinary technician for the performance of the tasks of the district veterinary administration associated with the control of the disease or other animal diseases, for the period necessary.
§ 3
(1) The performance of the farm veterinary service consists of:
(a) on the part of veterinary prevention, zoohypgiene and animal nutrition
1. in carrying out animal health control in cooperation with the district veterinary administration,
2. in the implementation of veterinary prophylactic and diagnostic operations related to the prevention of diseases and other animal mass diseases, according to the plan and instructions of the district veterinary administration, unless they are reimbursed by the State Veterinary Administration of the Czech Socialist Republic for health or other serious reasons for carrying out such operations to the veterinary authorities,
3. in determining the animal health conditions for the movement of animals between the premises of the organisation, if not the movement to which the veterinary certificate is required, 1)
4. the sampling and the guarantee of their veterinary examination;
5. in the classification of approved medicated feed preparations and other additives containing biologically active substances in animal nutrition; However, the classification of products and additives leaving residues adversely affecting their health in animal products is only possible with the agreement of the district veterinary administration;
(b) on the section of breeding and reproduction of animals
1. the carrying out of veterinary professional tasks in childbirth and monitoring the health status of breeding animals after childbirth,
2. in the treatment of animals with fertility problems, in the monitoring of the carrying out of insemination and its results and, where appropriate, in medically justified cases, in the performance of insemination,
3. carrying out professional veterinary tasks related to the management of reproduction and, where appropriate, the application of biotechnology methods of reproduction (in particular the preparation of donors and recipients and the transfer of zygot) and checks on the inheritance of the health of breeders and breeders, in cooperation with the county veterinary administration;
(c) on the part of veterinary medical activity
1. in carrying out veterinary medicinal operations;
2. in deciding on the further use of animals after treatment, on the disposal of non-standard animals and, in cases of delayed slaughter of sick animals,
3. carrying out simple surgery on healthy animals.
(2) Medicines leaving residues in animal products adversely affecting their health may be used in farm veterinary services only with the approval of the district veterinary administration.
§ 4
(1) In carrying out the duties of the organisation imposed on it by the veterinary legislation, the farm veterinary service
(a) monitor compliance with the veterinary requirements for animal husbandry, in particular for its protection against diseases and other mass diseases, the environment and the treatment of animals;
(b) apply health and dietary aspects to veterinary production, harvesting, preservation, storage and use of feed;
(c) monitor compliance with:
1. veterinary care requirements for the production, processing, treatment, storage and transport of animal products;
2. the principles for the hygiene of dairy cows' glands and the treatment of milking establishments, as well as the principles for the hygiene of milk collection and the preparation and sampling for its evaluation, exclude milk not complying with the health requirements from market use and, in cooperation with the district veterinary administration, process a set of measures to improve the hygiene of primary production and the quality of milk.
(2) When suspected of a disease or other animal mass disease, the farm veterinary service shall, until the arrival of the veterinarian, manage the performance of the organisation's obligations under veterinary legislation and, where appropriate, the contingency plan for protective and control measures in the event of very dangerous diseases in animals. 2)
(3) The farm veterinary service shall organise, in accordance with the instructions of the district veterinary administration, the performance of the organisation's obligations arising from the emergency veterinary measures mandated.3)
§ 5
(1) In carrying out the tasks of the business veterinary service, organisations shall be governed by the professional rules and procedures applicable to the activities of the veterinary authorities and specialised organisations of the state veterinary service.
(2) Professional veterinary activities in the performance of the tasks referred to in paragraph 1 may be carried out only by staff of the organisation who are competent to carry out such activities (4) (veterinary surgeons and veterinary technicians) and have completed the professional experience organised in an agreement with the county veterinary administration. Veterinary technicians shall perform their tasks under the professional guidance of veterinary surgeons of the company veterinary service.
(3) Veterinary services are authorised for veterinary medicinal products used in veterinary care. However, if the medicinal products remain in the county or county reserve, they may be issued to veterinary practitioners for corporate veterinary services only with the approval of the district veterinary administration.
§ 6
(1) The organisation shall:
(a) permanently establish material technical and organisational conditions for the performance of the tasks of the farm veterinary service, in particular to equip its workplaces properly and to establish separate premises for appropriate and secure storage of medicines, veterinary products and needs;
(b) to properly store, efficiently and economically use medicinal products, veterinary products and needs;
(c) to take care, in agreement with the district veterinary administration, of the continuing training of veterinary surgeons and veterinary technicians of farm veterinary services to the extent and under the conditions intended for veterinary staff of veterinary authorities.
(2) The planned need for medicines, veterinary medicinal products, tools, aids and needs and the way in which they are secured will be agreed by the organisation with the district veterinary administration.
(3) The organisation shall keep a record, in accordance with the instructions of the district veterinary administration, of the veterinary operations carried out, of the occurrence of diseases and other mass diseases, genetic diseases and animal defects and of the consumption of medicinal products, veterinary products and needs.
(4) The organisation shall regularly evaluate the performance of the veterinary care tasks and take measures to address deficiencies in this section.
§ 7
This Decree shall take effect on 1 January 1988.
