on the provision of scholarships and grants to university students
The Ministry of Education of the Czech Socialist Republic provides in agreement with the Ministry of Finance of the Czech Socialist Republic, the Ministry of Labour and Social Affairs of the Czech Socialist Republic and with other participating central bodies pursuant to § 98 paragraph 2 of Act No. 39 / 1980 Coll., on Higher Education:
General provisions
This decree applies to students who study in full daily study at universities in the field of the Ministry of Education of the Czech Socialist Republic (hereinafter referred to as the Ministry of Education).
STATISTICS GRANTED FROM THE ENVIRONMENT OF THE STATE BUDGET
Types of scholarships
Universities provide social, beneficial, exceptional, preferential and scholarship to Josef Haken.
Social scholarship
(1) A social scholarship is granted to students at their request and according to their social circumstances.
(2) An application for a social scholarship is submitted by a student of the Dean on a prescribed form issued by the Ministry of Education until the beginning of the school year. An application for a social scholarship shall be accompanied by the documents necessary to demonstrate the information provided in the application.
(3) A social scholarship has been granted since the beginning of the school year. If a student applies for a social scholarship during the school year, it shall be granted from the first day of the month in which the application was submitted.
(4) It is crucial to identify social conditions
(a) for childless students who are free, widowed, divorced or for other serious reasons lonely and for childless married students whose spouse is not employed, the amount of the average net monthly income corresponding to one member of the student's parents' household or one member of the student's parent's household and his spouse's (hereinafter referred to as "parents"). If a student is not a member of either of the parents' household, the alimony provided for by the court to the two parents,
(b) for students whose spouse is employed, the average net monthly income per member of their household; if the student's spouse performs basic military service, the amount of the allowance;
(c) in the case of students who are childcare and whose spouse is not employed, in the case of students who are single, divorced, widowed or for other serious reasons alone with dependent children, and in the case of students who are both orphaned, or in the case of students who receive a allowance to meet the needs of a child in foster care, only the student's own income shall, in total, exceed 800 CZK per month.
(5) Students, including students studying under an individual study plan, are granted a social scholarship for 11 months in the school year. A social scholarship for 12 months in the school year and for the entire duration of their studies shall be provided to the students' mothers and lonely students who care for their own or adopted unprovided child.
(6) In a repeated year, only students' mothers and single students who care for their own or adopted unprovided children receive a social scholarship.
Facts relevant for determining the amount of the social scholarship
(1) The average net monthly income shall be the monthly average of the monetary or payable income, reduced by the payroll tax, or, where appropriate, by any other tax to which such income is subject, obtained by:
(a) both parents of a student and student; or
(b) one of the parents of a student, his spouse and student; or
(c) spouse of student and student.
(2) The average net monthly income shall be calculated on the basis of the income of the persons referred to in paragraph 1 for the preceding calendar year, provided that there has been no permanent change in the basic salary or basic remuneration or that there has not been a working, member, professional or other legal relationship (hereinafter referred to as "employment relationship ') between one of the parents or the spouse of a student or student.
(3) Where there has been a permanent change in the basic salary or basic remuneration for the persons referred to in paragraph 1 during the preceding or current calendar year, the average net monthly basic salary (remuneration) shall be taken as the basis from the date of the change in basic salary (remuneration) plus the average net monthly income obtained from the other components of the salary (remuneration) in the preceding calendar year. The income from the work of pensioners and the change in other income referred to in points (c) to (f) of paragraph 5 shall also be assessed.
(4) Where, during the preceding or current calendar year, one of the parents or the spouse of a student or student has entered into an employment relationship, the average net monthly income shall be calculated from the date of its conclusion; if the employment has ended at that time, the average net monthly income shall be calculated from the end of the employment. The income from the work of pensioners and the change in other income referred to in points (c) to (f) of paragraph 5 shall also be assessed.
(5) The revenue underlying the survey of the average net monthly income shall include:
(a) income from employment or other income which is:
1. wages,
2. remuneration for ancillary activities;
3. stabilisation fees for years worked and stabilisation recruitment fees and allowances,
4. share of economic results,
5. Annual remuneration for managers,
6. in-kind benefits and other similar benefits which are due to the worker even in his absence at work,
7. additional remuneration of members of production cooperatives,
8. Reimbursement of wages paid to workers for the period during which they did not work and compensation for leave outstanding,
9. scientific aspirant scholarships;
(b) income from the work of a member of the single agricultural cooperative,
1. basic remuneration, including allowances and allowances for such basic remuneration;
2. premium,
3. the performance and exceptional remuneration paid for the results of the work of the members of the cooperative and included in the costs of the cooperative,
4. the premiums and fees for which the cooperative was granted special-purpose subsidies;
5. in-kind benefits and other benefits, if the income in question belongs to a member of the cooperative even at the time of incapacity for work;
6. share of economic results,
7. Annual remuneration of managers,
8. stabilisation fees for years worked and stabilisation recruitment fees,
9. Reimbursement of remuneration paid to members of the cooperative for the period during which they were not working and compensation for unused leave;
(c) revenue from activities carried out under work agreements outside the employment relationship:
1. pay for work paid by the organisation to persons who are not in employment but who are working for it on the basis of non-employment employment agreements (employment agreements and employment agreements),
2. income from the operation of music in sets of folk musicians,
3. the remuneration of experts and interpreters appointed by the competent authority in the proceedings for expert and interpretation,
4. remuneration paid to persons in connection with solving the tasks of scientific and technical development, thematic tasks, rewards for inventions, discoveries, improvements, designs, designs, proposals for new ways of prevention, diagnosis and treatment of animals and for new ways of protecting plants against pests;
5. Exceptional one-off remuneration paid to workers on the occasion of award of honours (in the amount subject to taxation),
6. exceptional one-off remuneration paid to workers for specific results in the evaluation of the socialist competition organised and evaluated according to internal principles issued in accordance with the guidelines of the Government of the Czechoslovak Socialist Republic and the Central Council of Trade Unions, the Central Council of Cooperatives and the Central Committee of the Association of Cooperative Farmers and, where appropriate, other central bodies at the same level, to develop the workers' initiative;
7. remuneration for work carried out in connection with membership of organisations or collective bodies, whether or not paid in cash or credited to members' shares;
(d) income subject to public income tax; 1)
(e) income subject to tax on the income of citizens from agricultural production; 2)
(f) income of citizens subject to tax on income from literary and artistic activities; 3)
(g) sick leave, support for the care of a member of the family; (4) compensation in pregnancy and maternity, maternity allowance; 5), 6)
(h) pensions benefits (5), except for the benefits referred to in paragraph 6;
(i) the provision allowance; 5)
(j) maintenance (maintenance allowance) from other persons designated by a court decision or provided by an agreement approved by the court;
(k) deductions to cover maintenance for the benefit of children carried out on the basis of the remuneration of persons in prison or in custody; 7)
(l) the income of the student from his employment and the invalidity or partial invalidity pension, if, in total, he exceeds 800 Kns per month.
(6) The income underlying the average net monthly income is not included
(a) child allowance and supplement;
(b) education and training supplement;
(c) raising pensions and education for helplessness;
(d) orphan's pension;
(e) the amount by which the pension has increased under the statutory measure of the Bureau of the Federal Assembly No 76 / 1979 Coll., on the increase of pensions, and the amount by which the pension has increased under the statutory measure of the Bureau of the Federal Assembly No 7 / 1982 Coll., on the increase of pensions and on certain amendments to the Social Security Act.
(f) cash allowances and social assistance in kind;
(g) foster remuneration and allowance for the child's needs in foster care, 8)
(h) aid at the time of birth of the child;
(i) maternity allowance;
(j) death grants;
(k) cash remuneration for voluntary care workers;
(l) cash remuneration provided for living and working years, 9)
(m) cash benefits from contract insurance;
(n) the remuneration of a student for work under work agreements outside the employment relationship, the remuneration resulting from the employment relationship under the framework employment agreement or civil assistance agreements;
(o) scholarships provided to students in full-time studies at secondary and higher education institutions;
(p) the income of the student from the employment relationship and the pension benefit referred to in paragraph 5 (h) up to a total of 800 CZK per month.
(7) The average net monthly income shall be deducted from the amount of maintenance determined by the court to one of the parents of the student or student or, where applicable, his spouse or provided by agreement approved by the court or provided voluntarily.
(8) The net monthly income per member of the household shall be determined by dividing the net average monthly income of the parents and student or student's spouse by the number of household members.
(9) In calculating the average net monthly income per household member, the following shall be considered members of the household:
(a) parents referred to in Article 3 (4) (a) and their own or adopted non-dependent children (6) (hereinafter referred to as "dependent children") where the average net monthly income is collected from the student's parents;
(b) a student, his or her spouse and their dependent children, if the average net monthly income is collected from the student's spouse.
(10) An applicant for a scholarship shall be counted as two members of the household if:
(a) care for a single family, divorced, widowed or for other serious reasons a single parent;
(b) both parents are pensioners and, in addition to the pension, do not have a regular income except income from short-term employment which does not exceed 180 working days or working time, not exceeding 1200 hours in the calendar year;
(c) the scholarship applicant is married.
(11) The student is obliged to report to the Dean without delay any changes that might affect the grant or the amount of the social scholarship. If there is a change in the facts relevant to the provision or the amount of the social scholarship, the change in the social scholarship shall take place from the first day of the month in which the change occurred. If the change goes against the student, it will take place from the first day of the following month.
(12) If a social scholarship is granted as a result of false or incomplete information provided by a student or if the student does not notify a change in the facts relevant to his or her award, period of delivery or amount, he / she shall be obliged to repay the amounts unduly received.

Social scholarship provided to students and single students with dependent children
(1) The social scholarship provided under Section 5 shall be increased by 350 CZK per child per month and by 200 CZK per month for each additional child for students who are caring for their own or adopted child. Similarly, it shall be done in the case of single, widowed, divorced or for other serious reasons of lonely students if they have their own or adopted unprovided child in personal care, which is dependent on them by nutrition.
(2) If students are not entitled to a social scholarship under Section 5, they shall be granted a social scholarship of 350 CZK per month per child and this amount shall be increased by 200 CZK per month per child. Similarly, it shall be done in the case of single, widowed, divorced or for other serious reasons of lonely students if they have their own or adopted unprovided child in personal care, which is dependent on them by nutrition.
(3) A social scholarship as referred to in paragraphs 1 and 2 shall be granted retroactively if a student who is born has been entitled to a social scholarship within three months of the date of birth, except for the students of the first years to whom the social scholarship is granted not earlier than the beginning of the school year; a social scholarship shall be granted on non-compliance with this deadline from the first day of the month in which the student claimed entitlement.
(4) A student who is born at the time of her studies at a university shall be granted a social scholarship equal to the amount to which she is entitled after the birth of the child referred to in paragraphs 1 and 2, retroactively, starting on the first day of the calendar month in which the beginning of the fourth week before the birth falls; a scholarship so awarded shall be granted if the conditions laid down in paragraphs 1 and 2 are fulfilled throughout the course of the course of study.
(5) A student who is born within four weeks of completion of her studies at a university shall be granted a social scholarship at the rate to which she would be entitled after the birth of the child referred to in paragraphs 1 and 2, retroactively, starting on the first day of the calendar month in which the fourth week before the birth falls. The grant of such a grant shall be granted for the month in which the study was completed.
(6) A student who is born a dead child or whose child dies within six weeks of childbirth shall be granted the social scholarship referred to in paragraphs 1 and 2 for a calendar month in which the end of the sixth week from the date of birth falls.
(7) A student who has ceased to care for a born child and has therefore been entrusted with a measure of the competent authority (court, national committee) to family or constitutional care replacing the care of parents, as well as a student whose child is in institutional care for reasons other than health, the payment of the social scholarship referred to in paragraphs 1 and 2 shall be suspended from the first day of the calendar month following the month in which the decision became final; for the purposes of granting a social scholarship pursuant to § 3 and 5, a student is seen as having no child.
Beneficial scholarship
(1) A benefit scholarship shall be granted for 11 months from the beginning of the second year of study at a university to students who, in the previous year, studied the same or a related course of study at work, did not repeat the previous year, had an average benefit up to 2.0 and fulfilled the study obligations laid down in the previous year's curriculum by the end of the school year. Students who have completed their study obligations of the previous year after its completion shall be granted a benefit scholarship only from 1 January; the grant of a benefit grant before 1 January exceptionally permits the Dean.
(2) Students who study under an individual study plan for a period not exceeding the length of a full day study, established by the Government of the Czechoslovak Socialist Republic, (11) shall be granted a benefit scholarship if they fulfil the conditions set out in paragraph 1 and the study obligations determined by the individual study plan of the previous year by the end of the school year. The final results of the examinations and the classification of credits from study subjects included in the individual study plan shall be taken into account in the average benefit. If the Dean determines the extension of the study to students in accordance with the individual study plan, 11) they may be awarded a benefit scholarship for the duration of the study determined by the individual study plan.
(3) Students transferring from universities abroad to universities in the Czech Socialist Republic will receive a benefit scholarship according to notarized examinations (12) carried out at universities abroad.
(4) A student does not apply for a benefit scholarship.
(5) A successful scholarship is provided regardless of whether the student receives another scholarship.
Amount of the benefit scholarship
(1) A benefit scholarship is granted at the rate of:
(a) in preferred study disciplines10)

(2) Students whose study on an individual study plan has been reduced compared to the length of a full day study established by the Government of the Czechoslovak Socialist Republic (11) receive a one-off benefit grant of 300 KCs for each month of the school year for which the study has been shortened.
(3) Students who have graduated with honours, engaged in public activities, participated in socially useful work and participated in scientific, research, professional (artistic) activities at a university, receive a reward which is of the nature of a one-off benefit scholarship
(a) 2000 CZK to students awarded the Minister of Education,
(b) 1500 CZK to students awarded the Rector Prize;
c) 1000 Czech students awarded a degree with distinction.
(4) Only one of the remuneration referred to in paragraph 3 may be granted to students.
Average student benefit
Final results are included in the average benefit
(a) tests and classified credits, 13)
(b) tests and classified credits counted from previous studies, 13)
(c) differential examinations and classified credits determined by the Dean in cases where the student has transferred to the previous year or continued to study after the completion of the study, 13)
(d) differential examinations and classified credits determined by the Dean in cases where the student was readmitted to study after leaving the study or leaving the study, 13)
(e) notarized examinations conducted at a foreign university. 12)
Exceptional scholarship
(1) Exceptional Scholarship 14) may be provided by the Dean to students at their request or on their own initiative,
(a) on social grounds;
(b) for beneficial reasons.
(2) For social reasons, exceptional scholarships may be granted to students for whom State assistance is justified by their social circumstances; In particular, it shall be for students in respect of whom the conditions for the award of a social scholarship pursuant to Article 5 and the social situation of other persons who have a maintenance obligation in respect of a student fully justify the award of such a scholarship, of disabled students and of students to whom parents or husbands do not, for serious reasons, fulfil a demonstrably maintenance obligation. This scholarship may also be granted to students who repeat the year for serious health or family reasons or in other cases of special consideration.
(3) For benefit reasons, exceptional scholarships may be granted in particular to students in the second half of their studies if they fulfil the conditions for the award of the highest benefit grant provided for in § 8 and also in previous years they fulfil the conditions for the award of the benefit grant. The participation of students in socially useful work is also taken into account.
(4) Exceptional scholarships for social and benefit reasons may be provided in parallel with social and benefit scholarships; the duration of the grant shall be determined by the Dean.
(5) The amount of the exceptional scholarship for social reasons must not exceed the upper limit of the monthly social scholarship referred to in § 5, the upper limit of the monthly benefit scholarship referred to in § 8.
(6) Students who successfully study, engage in public activities, participate in socially useful work and engage in scientific, research and professional (artistic) activities at a university, the Dean may, in the award of praise, provide a reward which is of the nature of a one-off exceptional scholarship of 500 Kcs, unless they have received a remuneration in kind.
Preferential scholarship
(1) A Preferential Scholarship of 1000 CZK is awarded for the successful completion of each year of full-time study in the preferred field of study (10) to students who:
(a) in the completed year, the average benefit was up to 2,5;
(b) have completed the study obligations specified in the curriculum by the end of the school year; if the student has completed the study duties for the previous year after the beginning of the school year, the Dean may grant the grant of a preferential scholarship only with the approval of the Rector, if the university does not participate in the faculty, with the approval of the Ministry of Education,
(c) they are enrolled in the following year of the preferred field of study or have successfully completed their studies at university by performing the state final examination within the first or second period determined by the Dean for the performance of the state final examination or the state rigorous examination.
(2) The final results of examinations and classified credits, as in Section 9, and the result of defending the thesis and the results of examinations from individual subjects of the state final examination or state rigorously tested, shall be included in the average benefit.
(3) Students studying under an individual study plan shall be granted a preferential scholarship for a period not exceeding the duration of a full day's study, as determined by the Government of the Czechoslovak Socialist Republic, (11) under the conditions set out in paragraph 1. The final results of the examinations and the classification of credits from study subjects included in the individual study plan shall be taken into account in the average benefit. If a study extension is determined in accordance with the individual study plan, 11) they may be granted a preferential scholarship for the duration of the study determined by the individual study plan.
(4) The Preferential Scholarship shall be granted upon fulfilment of the conditions referred to in paragraph 1, irrespective of whether the student is granted another scholarship.
(5) A student does not apply for a preferential scholarship.
Scholarship of Josef Haken
(1) Each year, the universities provide, to the memory of the former President of the Communist Party of Czechoslovakia, a fighter for the victory of the working class and for the progressive Czechoslovak school, Josef Haken, on the anniversary of his death, on 3 May, a single scholarship of Josef Haken of 1000 Kčs.
(2) The scholarship of Josef Haken will be provided to the best students of the last year of the teaching field, if they have achieved a study benefit of 1.0, are engaged in public activities and are constantly involved in socially useful work.
(3) The student does not apply for the Josef Haken scholarship.
Payment of scholarships
Scholarships are paid by the Dean at the dates determined by the Dean after a statement by the Faculty Association of Youth Socialists.
STATISTICS AND ENVIRONMENTAL ENVIRONMENTAL ENVIRONMENTAL ENVIRONMENTAL ENVIRONMENT
Council, Regional and Business Scholarships and Contributions
(1) Central authorities, regional national committees, state economic organisations, cooperative and social organisations (hereinafter referred to as "organisations") may provide scholarships and grants in order to obtain qualified staff for places in areas where they are lacking, in accordance with the national economic development plan. The central authorities provide department scholarships, regional national committees provide regional scholarships, state economic, cooperative and social organisations provide corporate scholarships.
(2) Scholarships and allowances referred to in paragraph 1 shall be granted to students who undertake, after completion of their studies, to enter into and remain in employment for at least five years with an organisation designated by the Scholarship Provider and to return a scholarship or a corresponding part thereof if they fail to fulfil their obligations in whole or in part. The basic (replacement) military service and other maternity leave shall not be counted until the period worked.
(3) The Ministry, Regional and Business Scholarship is mainly provided to students of the last two years of study.
(4) The student shall immediately submit the agreement or a copy thereof to the Dean.
Amount of scholarships and allowances
(1) The Ministry, Regional and Business Scholarship is provided in the preferred fields of study (10) at the rate of 1000 KJs per month, in other fields of study of 800 KJs per month. These scholarships shall be provided for 12 months in the school year. Students who study according to individual study plans are awarded a scholarship for the duration of the study, determined by the individual study plan.
(2) The organisations referred to in Paragraph 14 (1) may grant the following contributions to students:
(a) a contribution to textbooks, teaching aids and cultural needs of 400 CZK per year;
(b) the reimbursement of the proven fare for the carriage of public bulk vehicles on taking up school and at the end of the school year as well as the reimbursement of the proven fare for visiting the family during the school year; for married students, the fare shall be paid no more than once a month and for single students no more than once every three months. When a train is driven, the fare of the second class of the passenger train is paid and, at a distance of over 100 km, the express fee is paid. Students are required to apply a discount on the fare to which they are entitled; the reimbursement of the fare is granted only up to the amount of the fare at a discount. Expenditure on local means of transport is not covered by the organisation,
(c) a contribution to a spouse who cannot be employed of 500 Kns per month; where the spouse receives sickness, maternity allowance, family care aid, invalidity or partial invalidity pension, provision allowance or scholarship for social reasons, the allowance shall be reduced by the amounts thus paid;
(d) an allowance for each child who is not provided for 100 Kčs per month; if both spouses are studying, only one of them shall receive an allowance for an uninsured child;
(e) a one-off social assistance of up to 1000 CZK per school year in cases of special consideration.
(3) Scholarships and allowances may also be granted to students who repeat the year for serious health or family reasons or in other cases of special consideration.
A student's obligation to return a scholarship and contributions or part thereof
The obligation to pay the scholarship and contributions under the agreement concluded with the student shall cease if the organisation has refused to enter into an employment relationship with it or if the employment relationship has ended.
(a) a statement by the organisation, unless it is a statement for a particularly gross breach of professional discipline or for reasons for which the employment relationship may be terminated immediately;
(b) a statement given by the worker where, under the medical opinion or decision of the national health authority, he is unable to carry out his work or has been entitled to an invalidity pension or organisation in breach of an essential obligation which he or she, under a contract of employment or a collective agreement or legislation, or is unable to fulfil this obligation as a result of organisational changes or where his professional qualifications have not been used during the last 12 months;
(c) immediate termination of employment by a worker;
(d) for other reasons of particular consideration, where required by the social interest, in accordance with conditions laid down by the competent central authority.
