on the establishment and use of a uniform classification of the national economy sector
The Federal Statistical Office provides, pursuant to § 35 (2) of Act No. 21 / 1971 Coll., on a single system of socio-economic information:
§ 1
Uniform classification of the national economy sector
(1) For the purpose of developing scientific methods for the planned management of the national economy and society, for monitoring their development in terms of objective relations and proportions independent of the organisational forms concerned, and for the purposes of international economic comparisons, a single classification of the national economy sector (hereinafter referred to as the sectoral classification) shall be established.
(2) The sectoral classification is a basic classification of all activities carried out by socialist and other organisations (hereinafter referred to as "organisations') as well as the economic activities of individuals.
(3) The sectoral classification shall be issued by the Federal Statistical Office as a separate publication. *)
§ 2
Scope of the sectoral classification
(1) The sectoral classification is binding on all sectors and circuits of the organisation's information system * *) and on obtaining socio-economic information for sets of organisations and persons using statistical survey and survey methods * * *), as well as on developing scientific methods of planning and financing and on customer relations documentation.
(2) The sectoral classification is governed by all central authorities of both federations and Republics, *) the central management body * *) as well as individual organisations in all cases where sectoral classification is provided for the organisation of socio-economic information.
§ 3
Use of sectoral classification in statistical surveys
(1) The methodology for the statistical surveys carried out in the sectoral structure (in particular the classification of entities by the method of predominant activity or other method) is adapted in each case by specific directives or guidelines of the Federal Statistical Office or by the central statistical authority of the Republic.
(2) For the purposes of basic sectoral classification of organisations, the sectoral competence of individual organisations shall be determined by the Federal Statistical Office and expressed in the single code list of organisations in CSSR. * * *)
§ 4
Continuity of special-purpose nomenclature to sectoral classification
The purpose nomenclature, †) relating to the sectoral classification and intended for external contact between organisations, may be issued by the competent authorities in substance only if they ensure that they are directly linked to the sectoral classification and that their issue and use are approved in advance by the Federal Statistical Office.
§ 5
Relations with sectoral classifications of international bodies
When publishing sector-specific socio-economic information used to compare with information issued by international organisations and countries using the classification of the national economy of the RVHP Member States or the international type-classification of the UN Statistical Office, the conversion keys identified in the sectoral classification shall be used. The use of another transfer key for these purposes is subject to prior approval by the Federal Statistical Office.
§ 6
Implementation of amendments and additions to the sectoral classification
The necessary partial changes and additions to the sectoral classification shall be made by the Federal Statistical Office in accordance with the periods of the medium-term state plan † †) by the measures notified in the Collection of Laws.
§ 7
Common and final provisions
(1) The type classification of the national economy sector and the classification of industrial sectors, drawn up pursuant to Government Resolution 2176 / 1955, is hereby deleted. † † †)
(2) If the Federal Statistical Office does not grant an exemption for a transitional period, all other sectoral classifications, including sectoral special-purpose classifications, shall also cease to apply on the date of entry into force of this Decree, provided that they are used in external contact between organisations. The request for authorisation of an exemption shall be submitted to the Federal Statistical Office by 31 March 1973, through the central authority in question.
§ 8
Efficacy
This Decree shall take effect on 1 January 1974, with the exception of the provisions of Paragraph 3 (2), whose later effectiveness shall be determined by a special measure of the Federal Statistical Office notified in the Collection of Laws.
