of 10 November 1965
on the State Commission on Finance, Prices and Wages, the State Commission on Technology, the State Commission on Economic and Scientific and Technical Cooperation and the State Commission on Management and Organisation
The National Assembly of the Czechoslovak Socialist Republic decided on this law:
State Commission on Finance, Prices and Wages
The State Finance, Price and Payroll Commission is the central authority of the government.
(1) In the area of finance and credit, the State Commission on Finance, Prices and Wages is discussing proposals
(a) concepts and principles of financial, credit and foreign exchange policy;
(b) the State budget, the credit and the treasury plan;
(c) the State Accounts;
(d) essential financial and credit measures;
(e) measures establishing or amending long-term economic management instruments;
giving opinions to the government.
(2) To the extent laid down by the Government, the State Commission on Finance, Prices and Wages gives guidelines and guidelines to central authorities and regional national committees to ensure uniform management of financial, credit and foreign exchange policy.
In the area of prizes, the State Commission on Finance, Prices and Wages
(a) develop proposals for a concept of price policy development;
(b) issue measures to improve the price system;
(c) drawing up proposals and, where appropriate, to the extent defined by the Government, setting the level of prices, the most important price relationships and their changes;
(d) determine the principles for determining and amending the essential components of prices;
(e) issue legislation on the competence of economic management bodies and socialist organisations in the production, control and statistics of prices and on the way in which prices are produced, control and statistics.
In the area of wages and employment relations, the State Commission on Finance, Prices and Wages
(a) drafting proposals for the concept of wage policy development;
(b) issue principles of wage policy measures with the approval of the Government;
(c) approve wage systems;
(d) establish framework principles for wage forms and make recommendations for their application;
(e) establish the methodology and guidelines for the rationalisation and standardisation of work;
(f) issue legislation providing for:
- social guarantee of wages and measures in the event of undesirable wage developments,
- wage tariffs, types and amounts of wage supplements and the principles of their application,
- the competence of economic management bodies and socialist organisations in the labour pay sector,
(g) to the extent laid down by the Government, in an agreement with the Central Council of Trade Unions, it shall issue legislation on compensation to workers for the expenditure relating to the performance of the work, the compensation and contribution to recruitment and the non-employment remuneration.
The State Commission on Finance, Prices and Wages gives the Government opinions on proposals for major measures in the fields of employment, social security and sickness insurance.
(1) The State Commission on Finance, Prices and Wages consists of the President, who is a member of the Government, and other members appointed and dismissed by the Government.
(2) The work of the State Commission on Finance, Prices and Wages and its apparatus is managed by its President, who also provides for the organisation of its apparatus.
(1) The scope which falls within the competence of the State Price Committee and the State Wage Commission under the special rules passes to the State Financial, Price and Salary Commission.
(2) The responsibility of the State Planning Commission under § 18 of Decree-Law No 92 / 1958 Coll., implementing Act No 70 / 1958 Coll., on the tasks of undertakings and national committees in the field of labour care, is also transferred to the State Financial, Price and Salary Commission.
State Technical Commission
The State Technical Commission is an expert central body of the Government.
State Technical Commission manages preparation and processing
(a) technical and economic studies of the development of selected sections of the national economy, studies of the reproduction of basic resources, concepts of scientific and technological development and of the construction and conversion of cities and villages as a basis for the long-term outlook and long-term state plans for the development of the national economy;
(b) part of the State Plan for the Development of the National Economy on the Development of Science and Technology and Project Works.
In the field of science and technology development, the State Technical Commission
(a) manage the development of scientific research and development bases under specific regulations;
(b) monitor the performance of the tasks of the State Research and Development Work Plan and, to the extent laid down by the Government, gives guidelines to central authorities and scientific institutions to address these tasks in accordance with the binding tasks of the Plan;
(c) to the extent defined by the Government, provide for the focus of scientific and technological cooperation with socialist States and scientific and technological contacts with capitalist States and developing countries, as well as the focus of licensing policy;
(d) manage activities in the field of scientific and technical information.
In the field of investment construction of the State Technical Commission
(a) establish project standards, construction deadlines and other technical tools for managing investment construction;
(b) establish the procedure and criteria for assessing the effectiveness of investments;
(c) establish principles for the creation and protection of the environment and the working environment, for the solution of architectural and artistic levels of construction and for territorial planning;
(d) approve the project documentation of the government-designated buildings and issue permission to initiate them; provide expert opinions (experts) on land plans approved by the Government;
(e) during the course of the implementation of investment construction, organise the activities of central authorities and regional national committees in order to resolve the cross-sectoral technical and organisational issues in a timely manner and in accordance with the binding tasks of the plan;
(f) evaluate government-designated buildings;
(g) issues legislation
- the scope of the design and other preparation of investment construction,
- the scope and procedure of the bodies and organisations in the preparation of investment construction, in the assessment and approval of project documentation, in the authorisation to start construction and in the evaluation of construction,
- on the scope and procedure of the authorities and organisations in the issuing of territorial decisions, the implementation of the building procedure, the state building supervision and the granting of authorisations for permanent operation (use),
- on the material interest of investment construction participants.
(1) The State Technical Commission consists of the President, who is a member of the Government, and other members appointed and dismissed by the Government. The Chairman of the Slovak Technical Commission is also a member of the State Technical Commission.
(2) The work of the State Technical Commission and its apparatus is managed by its chairman, who also provides for the organisation of its apparatus.
(1) The Slovak Technical Commission is the regional body of the State Technical Commission and at the same time the Slovak National Council.
(2) The Slovak Technical Commission shall establish and its competence and organisation shall be determined by the Slovak National Council by law.
The State Technical Commission shall be subordinate to the Office for Standardisation and Measurement, the Office for Patents and Inventions and the organisations to which the Government so provides.
The scope, according to the special regulations, of the State Commission for the Development and Coordination of Science and Technology and of the State Commission for Investment Construction passes to the State Commission for Technology.
State Commission for Management and Organisation
The State Management and Organisation Commission is an expert central body of the Government.
State Commission for Management and Organisation
(a) prepare, discuss and submit proposals to the Government;
- developing a national economy management system,
- the organisation of economic management bodies, government bodies, its responsibilities and relations,
- the principles of the organisational structure of production units and state organisations;
(b) in cases designated by the Government, manage the preparation of essential measures by central authorities and regional national committees in the field of management and organisation, discuss and approve proposals for such measures, including legislation, and, where appropriate, give its opinions on them where the decision has been reserved by the Government.
State Commission for Management and Organisation
(a) giving guidelines and guidelines to central authorities, regional national committees and scientific institutions
- to carry out the tasks assigned by the Government in the field of management and organisation,
- for the activities of research institutes of technical and organisational focus,
- the preparation and education of economic managers,
(b) establish principles and arrangements for the rationalisation of management and administrative activities.
(1) The State Management and Organisation Commission consists of the President and other members appointed and withdrawn by the Government.
(2) The work of the State Commission on Management and Organisation and its apparatus is managed by its President, who also provides for the organisation of its apparatus.
The State Management and Organisation Commission shall be subject to organisations to which the government so provides.
Common provisions
(1) The professional central authorities referred to in this Act follow in their activities the guidelines of the Government, which may also delegate its powers under other laws.
(2) The powers of the specialised central bodies referred to in this Act are further defined in specific provisions. Those provisions shall also lay down which powers they have only with other central authorities.
All national and economic authorities and organisations shall be required to provide the expert central bodies referred to in this Act with the data and reports requested by them to carry out their tasks.
The persons appointed by the chairmen of the professional central bodies referred to in this Act shall have access to the premises of state and economic organisations in the exercise of their duties. They shall be presented to them for inspection of the document and other means of assistance necessary for the performance of their duties.
Final provisions
The Act No. 93 / 1964 Coll., on the determination of the fields of government in which the delegates of the Slovak National Council operate and on the related changes in the organisation of certain central authorities, is amended as follows:
1. Paragraph 1 (2) (c) reads as follows: "in science, technology and investment construction - Slovak Technical Commission, headed by the delegate ';
2. Paragraph 1 (2) (d) shall be deleted.
They shall be deleted:
1. Act No. 42 / 1959 Coll., on Documentation of Buildings,
2. Government Decree No. 60 / 1959 Coll., on the scope of planning, pricing and control,
3. Act No. 17 / 1962 Coll., establishing the State Commission for the Development and Coordination of Science and Technology, as amended by Act No. 93 / 1964 Coll.,
4. legal action by the Bureau of the National Assembly No. 2 / 1963 Coll., on the establishment of the State Price Committee,
5. the legal measure of the Bureau of the National Assembly No. 62 / 1963 Coll., on the State Commission for Investment Construction,
6. legal action by the Bureau of the National Assembly No. 84 / 1963 Coll., on the State Labour Commission.
This Act shall take effect on the day of its publication.
