Ordinance on State Meteorological Institute

Government Regulation
of 27 November 1951
the State Meteorological Institute.
The Government of the Czechoslovak Republic orders, with the consent of the President of the Republic pursuant to § 1 of the Constitutional Act No. 47 / 1950 Coll., on adaptations in the organisation of public administration:
§ 1.
State Meteorological Institute and its Regional Authority The Slovak Meteorological Institute is merged in the State Meteorological Institute (hereinafter referred to as the Institute), which is the central institute for meteorology and climatology.
§ 2.
The Institute shall in particular:
(a) provide weather information (other than weather forecasts and forecasts for air traffic security), meteorological and climatological data, assessments and reporting;
(b) in the context of the activity referred to in (a), develop scientific and research activities in meteorology and climatology, monitor scientific progress in these fields, use the results of both domestic and foreign surveys to increase the level of Czechoslovak meteorological service;
(c) support scientific research bodies in the performance of their tasks; and
(d) conduct publishing activities in all fields of meteorology and climatology.
§ 3.
(1) In order to carry out its tasks, the Institute shall establish and maintain a network of weather and climate stations, observatories and other facilities (hereinafter referred to as "facilities") and process the results of the observations on a scientific basis.
(2) An establishment may be established only with the agreement of the Institute.
§ 4.
(1) The Institute provides its services free of charge to the authorities, courts and public authorities for their official use. On the other hand, the authorities and authorities are obliged to support the Institute in its activities and, in particular, at its request, cooperate in the organisation of the network of stations and in the search for collaborators, carrying out routine weather observations and monitoring of plant development in relation to weather.
(2) The Institute will also provide its services to other interested parties, if this is compatible with its mission, for the reimbursement of actual costs. The schedule of such refunds shall be issued by the Ministry of Defence in agreement with the Ministry of Finance by a decree in the relevant official document.
(3) In agreement with the Minister of National Defence, the Secretary of State for Education, Science and Art, the manner and extent of cooperation between higher-education meteorological institutes and facilities with the Institute, the manner and extent of cooperation of the Institute with scientific research institutes shall be regulated by the Minister for National Defence in agreement with the Minister-President of the State Planning Office.
§ 5.
(1) The Institute is subordinate to the Ministry of National Defence.
(2) The Organisation Regulations of the Institute shall be issued by the Minister for National Defence.
§ 6.
All provisions contrary to this Regulation shall be repealed; in particular the Government Regulation No. 125 / 1950 Coll., on the State Meteorological Institute, is repealed.
§ 7.
This Regulation shall enter into force on 1 January 1952; They shall be implemented by the Transport and National Defence Ministers in agreement with the participating members of the Government.
