Ministry of Health and Social Affairs of the Czech Socialist Republic
of 6 October 1989
on the implementation of the medical, health and social tasks of the Czechoslovak Red Cross in the Czech Socialist Republic
The Ministry of Health and Social Affairs of the Czech Socialist Republic provides in agreement with the participating central authorities pursuant to § 6a of Act No. 60 / 1952 Coll., on the Czechoslovak Red Cross and on the use of the sign, badge and name of the Red Cross, as amended by Act No. 16 / 1958 Coll.:
Tasks of the Czechoslovak Red Cross
The Czechoslovak Red Cross ("the Red Cross'), with the principles of first aid, protection against communicable diseases and accidents, personal and collective hygiene and the principles of health protection of the population in natural disasters, accidents and attacks by contemporary means of destruction, is familiar with the organisation and implementation of health and health care. To that end, the red cross:
(a) it shall, in cooperation with the public authorities in education and the Socialist Youth Association, provide training for pupils and organise youth health services in schools;
(b) ensure, in cooperation with the authorities of the Association for Cooperation with the Army, the medical training of goaltenders, drivers and professional drivers, and assist in the medical training of drivers for driving licences;
(c) ensure, on request by socialist organisations, the medical training of workers of selected professions, including members of the armed corps;
d) organise health services, provide voluntary nurses and other specialists of the Red Cross and plan their training and material security;
(e) ensure the preparation of medical instructors, instructors and trainers for the implementation of the Red Cross's medical and health-related tasks and for the medical part of citizens' preparation for civil defence;
(f) ensure, as required by the Civil Defence Chiefs, the preparation of medical cooperatives of self-help civil defence services and basic civil defence units of municipalities and cities, the preparation of medical units of civil defence facilities and services;
(g) issue the necessary teaching, training and promotion materials and tools to carry out the health and health-care preparation of the population.
(1) In the area of preventive care and social care, the Red Cross helps the public health authorities and social security authorities:
(a) promoting, recruiting and educating non-contributory blood donation and the moral valuation of blood donors;
(b) for the provision and provision of first aid to the population, in particular in places where assistance from a doctor or nurse is difficult to reach, for rescue work in the event of natural disasters and accidents;
(c) in preventive mass investigation operations, organisational, cadre and promotional activities;
(d) by providing medical services at first-aid stations;
(e) by organising and operating pioneer camps of the Red Cross for disabled children;
(f) health care services for collective political, cultural, sport, technical, recreational and other social events;
(g) providing nursing care to old, lonely and long-term sick citizens, participating in voluntary care and developing signaling activities to social security authorities;
(h) in bringing up citizens, especially children and young people, to help sick and old people.
(2) On the section of hygiene and protection against communicable diseases, the Red Cross helps the authorities of the state health administration:
(a) providing medical tasks in the care of the creation and protection of healthy conditions and a healthy way of life and work by signaling the health status of housing, schools, workplaces, mass hostels, mass caterers and body establishments;
(b) in implementing measures to prevent the emergence and spread of communicable diseases.
(3) In the area of public health education, the Red Cross helps the authorities of the state health administration:
(a) promoting a healthy way of life, protecting against alcoholism and other toxins, promoting the principles of good nutrition and good hygiene habits, clarifying the importance of adherence to the treatment regime, combating excessive use of drugs, work and non-work incapacity;
(b) promoting the main principles of human health care;
(c) in the acquisition of the population and members of the Red Cross to collect and grow medicinal plants for the needs of the pharmaceutical industry.
(4) The Red Cross appreciates the socially beneficial activities of members of the Red Cross and other citizens involved in the performance of its health and social tasks.
Obligations of health authorities and health organisations
Health authorities and health organisations (hereinafter referred to as "health organisations'): 1)
(a) cover the costs of the practical training of the red cross's voluntary nurses during hospitalisation in medical establishments, with the exception of compensation for wages; 2)
(b) cooperate with the Red Cross in the provision of the tasks of the transfusion service in accordance with specific regulations; 3)
(c) ensure the release of health workers for the Red Cross's instructors and instructors and appreciate them for this activity;
(d) establish conditions for increasing the qualifications of Red Cross professionals in educational establishments of health organisations;
(e) specify annually the requirements for the number and deployment of voluntary nurses of the Red Cross in accordance with the needs of health care, provide instructors for the practical training of voluntary nurses of the Red Cross in hospitalisation in medical institutions and equipment of voluntary nurses of the Red Cross with appropriate clothing;
(f) provide for the transmission of doctors and medium-sized health professionals to pioneering Red Cross camps for disabled children;
(g) carry out, as appropriate or upon request, mutual representation with members of the Red Cross in the institutions, advisory bodies and commissions.
Obligations of socialist organisations
Socialist organisations (hereinafter referred to as "organisations') shall assist the Red Cross in the performance of its tasks:
(a) creating favourable conditions for the operation and operation of the red cross organs, in particular:
1. by covering the costs of preparing civil defence medical units of objects performed by Red Cross specialists;
2. paying the costs of setting up and operating first-aid stations Water rescue services of the Red Cross, first aid stations on the rail and compensation for that service;
(b) cooperation in the acquisition of citizens in the ranks of Red Cross health instructors and volunteer Red Cross nurses and in their preparation, training, hospitalisation and involvement in the socially beneficial activities of the Red Cross;
(c) creating conditions for members of the Red Cross for the performance of their duties in the Red Cross and for the performance of health, health and social tasks, as well as outside their own organisation, and assessing this activity as a public benefit;
(d) the moral appreciation of workers who are blood donors.
Confidentiality obligation
Voluntary workers and members of the Red Cross shall be obliged to remain silent about the facts which they have learned in connection with the performance of the tasks provided for in this Order, except where they communicate, with the consent of the treated person, the facts relating to that person.
Repeal
The Decree of the Ministry of Health No. 56 / 1958 Ú. l., on the performance of the medical tasks of the Czechoslovak Red Cross, is hereby repealed.
Efficacy
This Decree shall take effect on 1 December 1989.
