of 19 October 1965
on final apprenticeship examinations
The Ministry of Education and Culture shall, in agreement with the participating central authorities and the Central Council of Trade Unions, determine in accordance with Section 228 of the Labour Code:
Basic provisions on final apprenticeship examinations
(1) The apprentice shall take the final apprenticeship examination at the end of the teaching period. The task of this test is to find out how the apprentice is prepared to use the acquired expertise, skills and habits established by the characteristics of the teaching field in the performance of the typical tasks of his profession.
(2) The final apprenticeship examinations are organised and provided by the organisation *) designated by the Regional National Committee and carried out by the Examination Committee. The head of the organisation in which the final apprenticeship examinations are held shall be responsible for preparing and ensuring the tests. The chair of the examination committee shall be responsible for the proper conduct of the tests.
(1) The final apprenticeship examination may be carried out by apprentices who have benefited from vocational training and from compulsory teaching subjects prescribed by the teaching plan of the final year of the relevant teaching field.
(2) The final apprenticeship examination may exceptionally also be carried out by workers or members of the cooperative (hereinafter referred to as "workers") if:
(a) have obtained the skills and knowledge prescribed by the teaching documents *) of the teaching field from which they intend to perform the final apprenticeship examination (hereinafter referred to as the "relevant teaching field");
(b) organisations for which, in a work or a member relationship (hereinafter referred to as "employment relationship") work corresponding to the relevant field of study have exceptionally authorised them, in agreement with the ROH Racing Committee, to carry out the final apprenticeship examination and to confirm on applications that, after 18 years of age at the date of the final apprenticeship examination (16 June to 31 August), they have the period of the required experience as set out in paragraph 3 and that they carry out the assigned work in good quality,
(c) have successfully passed the examination of all the professional subjects of the school concerned at the apprenticeship or vocational school (hereinafter referred to as the school).
The examination shall not be carried out by staff who have a secondary vocational, full secondary vocational, higher vocational or university education of the same or related field.
(3) The required practice is a practical activity in an employment relationship corresponding to the relevant field of study,
(a) held for a period equal to the time of the teaching ratio of the relevant teaching sector, extended by 1 year;
(b) for workers with full secondary general education or full secondary vocational training in another direction, after such education has been completed, for a period corresponding to the period of the relevant field of study for apprentices from secondary education graduates, extended by 6 months;
(c) for workers with a secondary vocational or full secondary vocational training of the same or a related field, held after such training has been completed for 1 year.
(d) for workers who, on 1 March 1976, are a master of vocational training, the duration of that post shall be at least 5 years.
For staff referred to in points (b) and (c) who have not completed their training for the profession in a teaching relationship, 6 months shall be included in the required practice if they have successfully completed the 2nd year of the relevant teaching course with a period of 3-4 years or the 1st year of the relevant teaching course with a period of 2 years.
According to points (b) and (c), the required experience shall also be assessed for workers with higher vocational or higher education.
For graduates of two-year vocational schools * *), the required practice shall be the practical activity after the successful completion of that school in employment for at least 2 years according to the specific professional focus of the girls vocational school or individual classes, of which at least 1 year after 18 years of age; at the school they shall pass an examination of the professional subjects of the relevant field of study which were not part of their studies or the content and scope of which did not correspond to the curriculum and curriculum of the subjects of the relevant field of study.
Staff who have ceased to study in the same or related field in a vocational, secondary or higher education shall be counted for 1 year until the required experience referred to in point (a), if they have suspended after the successful completion of the second year, 2 years after the successful completion of the third year and 3 years after the successful completion of the fourth and senior years.
The required practice shall not include the period of practical activity performed in the secondary employment relationship.
(4) Workers who have not completed their training for the profession in a teaching relationship and fulfil the conditions laid down in paragraph 2 shall be counted in the required practice for a certified period of the teaching relationship before 18 years of age; at the school they shall pass an examination of those professional subjects in which they have not profited in the course of their studies or who have not.
(5) Teaching staff in a related field of instruction who, after 18 years of age, have completed the final apprenticeship examinations from the second field of instruction required by the organisation for a period of 6-12 months, and who have exceptionally been authorised by the organisation in agreement with the ROH Racing Committee to perform the final apprenticeship examinations from the second field of study, will perform a different examination from the professional subjects of that field at the school.
(6) Teachers do not apply for the final apprenticeship examination. Their number is determined by the registration status of the last years of vocational training and apprenticeships.
(7) The names of the staff, the completed and validated forms of the application forms for the examination of professional subjects and the final apprenticeship examination shall be sent by the organisation of the Regional National Committees by 15 January at the latest. The organisations shall be responsible for the accuracy of the information in the applications listed and for the fulfilment of the conditions laid down by the tenderers. The Regional National Committees, after checking that the applicants fulfil the conditions laid down in the applications, shall assign the applications received for examinations of professional subjects to schools and applications for final apprenticeship examinations to the Examination Committees; If the Regional National Committee finds that the applicant does not meet the conditions laid down, it shall return the application to the organisation on the grounds of non-acceptance. The school shall inform the applicant in writing of the place, date and hour of examinations of professional subjects at least 14 days before the examination. The examination committee shall inform the candidate in writing, at least 14 days in advance, of the place, date and hour of the written, practical and oral final apprenticeship examinations.
A certificate of examination from professional subjects or, where appropriate, a certificate for all the years of the school concerned, or a certificate from the final school year, or proof of completion (diploma, diploma) or teaching in the related teaching field (teaching certificate), shall be submitted by the staff to the Examination Board in person prior to the final apprenticeship examination.
(8) Tests on professional subjects shall be carried out by staff from 1 February to 30 April. The final apprenticeship examinations shall be carried out by apprentices or staff from 16 June to 31 August. For graduates of secondary general education in a teaching relationship with 1 1 / 2-year teaching period and in particularly justified cases where the apprenticeship did not perform the final apprenticeship exam in due course, the date of the final apprenticeship examinations shall be determined by the Regional National Committees. Corrective examinations of professional subjects shall be carried out by staff from 1 October to 31 October. The final examinations shall be carried out in full by apprentices or staff from 1 November to 31 December.
Test Panel
(1) The Trial Board for the final apprenticeship examinations shall be established on a case-by-case basis and, where appropriate, in relation to teaching subjects for at least three years and shall be common to apprentices and workers. The examination committee shall be set up only in organisations designated to ensure the final apprenticeship examination.
(2) The test committee is four members. In the case of agricultural vocational schools administered by national committees, a representative of the agricultural organisation shall also be a member of the examination committee and in this case the committee shall be five members. The Chair shall be a trainee from another apprenticeship establishment responsible for the exercise of state supervision over the education of apprentices, or another certified educator with an eight-year professional training experience; it shall be appointed by the Regional National Committee by 15 January at the latest. The Vice-President is a member of the organisation which provides the final apprenticeship examinations. The members of the examination committee shall be master of vocational education and teacher of professional subjects for the relevant field of study. The Vice-President and the members of the Commission shall propose the heads of apprenticeship establishments and appoint them after consultation with the ROH Racing Committee and the Chairman of the Examination Committee of the Head of the Organisation which provides the final apprenticeship examinations by 31 January.
(3) In the case of large apprentice education facilities, several separate test committees may be set up in the organisation.
(4) The panel shall be chaired by its chairman. The technical security of the examinations, including the catering and accommodation of apprentices, staff and members of the examination committee, as well as administrative work linked to the final apprenticeship examinations, shall be provided by the organisation in cooperation with the apprenticeship establishment.
(5) In particular, the Examination Panel
(a) draw up a work plan for its activities no later than one month before the final apprenticeship examination, *)
(b) approve the topics of written, practical and oral examinations recommended by the Methodology Committee, as well as the venue of each part of the final apprenticeship examinations;
(c) check the preparation and test the apprentices or staff in all parts of the final apprenticeship examinations;
(d) evaluate the final apprenticeship examinations;
(e) report on the progress and results of the final apprenticeship examinations to the head of the organisation which provided the final apprenticeship examinations and to the Regional National Committee.
Scope and evaluation of final apprenticeship examinations
(1) The final apprenticeship examination consists of:
(a) written examinations;
(b) practical examinations;
(c) oral examinations.
(2) The topics of the written examination are to be identical (close) to the practical examination of the relevant field of study. The written examination shall take place in the examination room in the presence of a staff member, appointed by the Chairman of the Examination Board, to be supervised by the pedagogical authority. A written examination must be carried out by apprentices or staff completely separately in 3-6 hours, depending on the complexity of the field. A 10-minute rest period shall be provided after each second hour of the test. In breaks, the examination shall remain in the room with the staff member conducting the pedagogical supervision and may leave the course of the entire examination only individually and with its consent.
(3) The written work is corrected and assessed by a member of the examination committee or, where appropriate, by a member appointed by the chairman of the examination committee. The result shall be evaluated by means of the test schedule and shall be indicated in the control sheet of the test.
The test shall be carried out:
(a) the correctness of the procedure applying the knowledge of the most used and progressive methods of work;
(b) the efficient use of knowledge, appropriate choice of means of work and objects;
(c) correct use of professional names, calculations, knowledge of drawings, safety regulations, etc.
(4) The practical examination takes place at the workplace of the organisation and on the typical work of the teaching field. According to the complexity of the teaching sector, 1 to 3 consecutive working days are required under the supervision of the master appointed by the chairman of the examination committee. In the fields where this examination cannot be organised for operational reasons, the examination panel shall examine the results of the apprentice's or worker's work from the working master's written documents, at least in the last month before the final apprenticeship examination. The documents shall include details of the nature of the work carried out, the class of the tariff classification catalogue, performance standards, quality of work and compliance with safety regulations.
The test shall be carried out:
(a) the accuracy of the choice of the working process, the working methods and the quality of the product (services);
(b) compliance with production and technical and economic standards, compliance with performance standards (if any);
(c) operation and maintenance of machinery and equipment, use and maintenance of manufacturing equipment, workplace arrangements, safety of work etc.
The results of the practical examination shall be evaluated by the master under whose guidance the apprentice or worker has carried out the examination by means of a mark according to the test schedule, shall be recorded in the checklist of the examined and, mutatis mutandis, for apprentices or workers, where the examination committee assesses the level of skills from the written documents of the operations master on the monthly monitoring of the tested.
(5) The oral examination shall take place in the presence of all members of the examination committee. In the oral examination of the examination panel, the results of the practical and written examination shall be based on the results; in accordance with the characteristics of the field of study, asks additional questions. The individual examination of one apprentice or worker usually takes 15 minutes. The result of the assessment according to the test schedule shall be recorded in the test sheet.
(1) In the final evaluation of apprenticeship examinations, the examination committee shall take into account not only the results of the individual parts of the examinations, but also the record of behaviour and benefit during the period of the teaching relationship, the morally political maturity of the tested and its performance in the organisation.
(2) In the final evaluation, the examination committee has a teaching contract, an apprenticeship book, a certificate for all the years of the course, a comprehensive evaluation of the apprenticeship over the whole period of the course (focused mainly on the period of professional development), documentary evidence of the written, practical and oral examination, a checklist on the final apprenticeship examination and a report on the final apprenticeship examinations. In the case of staff, the examination committee shall also have a working report confirming that the staff member at the previous place of work has acquired the skills and knowledge set out in the teaching documents of the relevant teaching field, a certificate of examination from professional subjects or, where appropriate, a certificate for all completed years of the relevant school or a certificate from the final school, or proof of completed studies (diploma, diploma) or teaching in the relevant teaching field.
(3) In the final evaluation, all members of the examination committee shall decide on the outcome of the final apprenticeship examination by voting. The evaluation shall be carried out no later than three days after the end of the oral examination. The decision shall be valid if the majority of the members vote in favour of the proposal. In the event of a tie, the chairman shall vote.
(4) The final apprenticeship examination shall be evaluated by the Examination Board according to the following scale:
(a) served with distinction,
if the practical examination gives an excellent mark and the written or oral examination gives one excellent mark and the other at least commendable; and
- the apprentice does not, according to the last assessment of vocational training and all compulsory general education and vocational subjects *) have a mark of any subject which is less than commendable and the average benefit of up to 1,5;
- the worker does not have a mark worse than the praiseworthy and the average benefit of 1,5 or less in his certificate of examination from any subject; the staff referred to in Article 2 (1) (c) and (d) shall also be included in the last evaluation of the other professional subjects of the field concerned; *)
(b) has benefited very well,
if, from a written, practical and oral examination, at least a sign of praise or a written or oral examination, one mark is excellent and the other at least good; and
- the apprentice, according to the latest assessment of vocational training and all compulsory general education and vocational subjects *), does not have a mark of any subject worse than good and average benefit of at least 2,5;
- the worker does not have a grade worse than the good and average benefit of at least 2.5 in his certificate of examination from any subject; the staff referred to in § 2 (4) and (5) shall also be included in the last evaluation of the other professional subjects of the field concerned. * *)
(c) benefit,
if the mark is at least sufficient from the written, practical and oral examination;
(d) failed;
if one part of the final apprenticeship examination (written, practical or oral) has been evaluated at level 5 (insufficiently).
(5) If the final apprenticeship examination did not benefit, the panel shall decide on the deadline for the replacement examination. It shall also decide if the tenderer did not appear in time for the examinations. The decision shall be included in the checklist and in the report on the final apprenticeship examinations.
(1) An apprentice who has failed the final apprenticeship exam will receive a certificate from the organisation with which he had an agreed learning relationship, the duration of which and for which he was taught. This certificate shall not be issued to workers.
(2) The apprentice or worker who has successfully passed the final apprenticeship examination will receive, after completion of the final apprenticeship examinations, a certificate from the organisation where the examination was conducted.
(3) The teaching papers shall be signed by the chairman of the examination committee and by the head of the organisation in which the apprentice or worker passed the final apprenticeship examination and dated the date of the final evaluation. The educational certificate shall be endorsed by the Regional National Committee; without this certificate, the certificate is invalid.
(4) The examination committee shall recommend that those who have passed the final apprenticeship examination with honours should be included in higher qualification classes than the others.
(1) The Vice-President of the Examination Committee shall draw up a double report on the final apprenticeship examinations, signed by all members of the Examination Committee. A copy of the study report shall be forwarded by the Chairman of the Examination Committee to the Regional National Committee no later than one week after the end of the final examinations.
(2) The report, together with the control sheets, shall be forwarded by the President to the head of the organisation in which the examinations were carried out by written work of the examinations and certified teaching papers. The head of the organisation shall inform the other organisations of the outcome of the tests and, in agreement with the chairman, shall transmit the teaching papers and ensure that the documents of the examinations carried out are stored for the possible issue of duplicate teaching papers.
(3) Copies of the protocols are required by the Regional National Committee for the possible issue of a certificate of completion of the final apprenticeship examinations.
(4) The storage and shredding of documents is governed by the provisions in force. *) Copies of the protocols and checklists shall be shredded not earlier than 30 years and other documents not earlier than 10 years.
(1) The organisation of the final apprenticeship examinations shall bear the costs of material and personnel costs. If the organisation also carries out final apprenticeships or staff of another organisation, the organisation shall pay a proportion of the costs. The costs include fees for examiners' activities in final apprenticeship examinations, which are determined by the organisation according to the difficulty of work.
(2) Repairs, analyses and assessments of the written work of the final apprenticeship examinations are to be paid by the examiners up to the amount of Kčs 8, - for one hour of actual work actually done. The examination of staff from the professional subjects of the teaching profession before the final apprenticeship examination shall pay the examiners up to the amount of Kčs 12, - for one hour of examination.
(3) For pedagogical supervision in written examinations and for professional supervision in practical examinations, up to the amount of Kčs 8, - one hour of supervision, assessment of the results of the practical examination, oral examination and final evaluation, the remuneration up to the amount of Kčs 12, - one hour. These fees are not for the members of the Examination Board, provided that they have been granted leave of absence for this obstacle to work, for reasons of general interest.
(4) Workers who have passed the vocational examination at school as well as the final apprenticeship examination are entitled from their organisation to compensation for the loss of wages at the rate of their average earnings for a maximum of as many hours as their working hours are fixed according to the schedule of shifts to the day on which they have been tested.
(5) The apprentices, staff and members of the Examination Board are entitled to reimbursement of travel and other expenses under the relevant rules. * * *)
The supervision of the final apprenticeship examinations shall be carried out by the national supervision authorities of apprenticeship education and by the central authorities of the organisations in which the examinations are carried out.
Derogations for establishments of the State Social Security Office
(1) The provisions of this Order apply, unless further derogations are provided for, also to the preparation and conduct of final apprenticeship examinations.
(a) citizens with changed working capacity who are not in employment (members of cooperatives), if they have successfully completed training for the profession under social security rules and if such training is to be completed by the final apprenticeship examination according to the curriculum and curriculum;
(b) physically defective wards of social care institutions for disabled young people who are preparing for a vocational occupation and who are trained in constitutional training workshops or in an organisation with an apprenticeship or special apprenticeship school for young people requiring special care.
(2) The President and the members of the examination committee for the final apprenticeship examinations propose:
(a) in the case of citizens with altered working capacity leading to training for the profession;
(b) in the case of apprentices from social care institutions for disabled young people, the head of the Institute after consultation with the director of the apprenticeship school (special apprenticeship school), with the head of the Institute's apprenticeship centre and with the master of vocational education, where he has trained in the training workshops of the Institute which has negotiated with the apprentice's teaching relationship;
in other cases, the head of the Institute after consultation with the director of the apprenticeship school (special apprenticeship school) and with the head of the organisation or, where appropriate, with the head of the apprenticeship centre.
If the final apprenticeship examination is held outside the Social Welfare Institute for disabled young people, a member of the Examination Board shall also be an educator of the Institute and in this case the Board shall be five members.
(3) In the final evaluation (in particular with regard to compliance with performance standards), the test committee shall take into account the extent to which the test is affected by the disability. In such cases, the test committee shall submit a medical certificate.
(4) A citizen with a changed working capacity who failed the final apprenticeship exam shall receive a certificate from the National Committee which organised the preparation for the profession and for which period and for which field of study he took part in the preparation for the profession.
(5) The costs of the final apprenticeship examinations of citizens with altered working capacity shall be borne by the National Committee which organised the preparation for the profession.
Transitional provisions
(1) Paragraph 2 (3) (d) applies until the end of 1981.
(2) Applications from masters of vocational education for examinations of professional subjects and for final apprenticeship examinations in 1976 shall be sent to the regional national committees by 28 March 1976 at the latest.
(3) Examinations of professional subjects in 1976 are held by masters of vocational education between 1 April and 28 May 1976.
Final provisions
It shall be repealed:
Decree No 81 / 1959 of the Ministry of Education and Culture of the Ú. l., on the final examinations of apprentices and the Directive of the Central Authorities, issued for its implementation.
This Decree shall take effect on 1 January 1966.
