Regulations governing the interaction between vocational training or training schools and enterprises

of 17 December 1951
regulating the relationship between vocational training centres or training schools and enterprises.
The Government of the Czechoslovak Republic hereby orders pursuant to § 8 (1) of Act No. 110 / 1951 Coll., on State Job Advances:
In order to ensure the successful creation of state work advances for important economic sectors, the participating central authorities shall ensure that the closest cooperation between vocational training or training schools and businesses is developed in accordance with other provisions of this Regulation.
(1) Undertakings in which vocational training or training schools are set up shall provide those teachers or schools with free use of those educational establishments which serve the purposes of the training centres which are not transferred to the Ministry of Labour because they are an integral part of the enterprise, in particular:
(a) apprenticeship workshops;
(b) business primary vocational schools;
(c) homes working for the young; and
(d) physical establishments.
(2) The costs associated with the maintenance of the facilities referred to in the preceding paragraph shall be borne by the Regional Authority for the Management of Vocational Schools and Racing Training Schools.
(1) For production teaching at the operating sites, the enterprise will provide, in particular:
(a) appropriate workplaces for pupils according to training and work needs corresponding to the curriculum and curriculum;
(b) the necessary manufacturing equipment, tools, material and technical documentation, as well as the necessary auxiliary forces for working at the operating site;
(c) specific production (work) tasks for each group of pupils before starting work;
(d) conditions for the safe teaching of pupils and their instruction in the occupational safety technique;
(e) special work equipment and protective equipment for pupils and educational staff and the necessary sanitary facilities (dressing rooms, washrooms, etc.),
(f) the transport and catering of pupils and educators to and from remote workplaces.
(2) The costs of carrying out the duties referred to in the preceding paragraph shall be borne by the undertaking, except for the costs of food and transport for pupils and educational staff, which shall be borne by the Regional Authority for the Management of Vocational Training and Racing Schools.
(1) Production teaching at the operating centres is carried out by instructors of the vocational training centre or training school within the limits of the production (work) tasks set by the undertaking. In doing so, pupils can only be assigned work that is consistent with the curriculum and curriculum established by the Ministry of Labour.
(2) Teachers are normally subject to the guidance of the instructor. If the nature and organisation of the work of the enterprise so requires, the head of the vocational training centre or the school of racing training may, in agreement with the management of the enterprise, decide to work under the authority of the professional workers of the enterprise. In such cases, the instructor shall only supervise the performance of the production instruction.
(3) Unless otherwise provided for in this Regulation, instructors and pupils shall maintain the operating rules of the undertaking. When performing production (work) tasks, the instructor shall follow the management instructions. Pupils' working hours shall be determined, within the limits of the relevant regulations, by the head of vocational training or by the school of racing in agreement with the management of the enterprise, taking into account the curriculum and curriculum.
(1) The pupils are not in a working or teaching relationship to the enterprise. The enterprise is obliged to pay to the regional authority for the management of vocational training and training schools for the work carried out by pupils, amounts equal to the wage according to the relevant regulations.
(2) The enterprise has the same obligations and rights towards pupils, instructors and other educational staff with regard to safety and health at work as it does to its employees.
(3) The enterprise shall keep records of the amount and quality of the work of pupils and their wage value and provide the necessary data to the vocational teacher or training school.
An undertaking in which a vocational training centre or a school of racing training is set up shall provide assistance to that training centre or school for the replacement of assistance for the fitting-out of training centres operated on their behalf, the necessary production facilities, tools and materials, the supply of fuel, energy and other operational needs. The compensation shall be governed by directives issued by the Ministry of Labour in agreement with the central authorities involved.
(1) The enterprise shall ensure the synergies of its qualified staff with the teaching of pupils and training, in particular with regard to new working methods and technical equipment, to the vocational training or training school.
(2) The Regional Authority for the Management of Vocational Training and Racing Training Schools will provide these workers with remuneration under the guidelines issued by the Ministry of Labour in agreement with the central authorities involved.
A contract shall be concluded between the professional training centre or the training school with the undertaking, which shall, within the limits of the preceding provisions, lay down detailed arrangements for the mutual relations, taking into account the nature of the production, operation of the undertaking, the organisation of work and technical equipment.
In cases of dispute concerning the transfer to the Ministry of Labour or their free use of establishments which have so far served the purposes of the training centres, the government or the authority entrusted to it shall decide.
The Ministry of Labour may, in agreement with the Ministry of Finance, transfer the tasks of the regional authorities for the management of vocational training and training schools under this Regulation to those schools or schools.
This Regulation shall enter into force on the day of its publication; they shall be carried out by the Minister of Labour in agreement with participating members of the Government.
