authorising the negotiation of foreign loans.
The Provisional National Assembly of the Czechoslovak Republic decided on the following Act:
(1) The Government is hereby authorised to provide foreign loans for purchases of food, goods and raw materials abroad or to assume State guarantees for such loans up to a total of USD 500,000,000 or up to an amount equivalent to that in other foreign currencies. The above amount includes loans negotiated and State guarantees taken over for foreign loans pursuant to § 4, § 2, point (a) of the Act of 20 December 1945, No 160 Coll. on the Interim Management of the State Economy of the Czechoslovak Republic in 1946.
(2) The Government is hereby authorised to provide funds for credit operations abroad to cover the necessary administrative salaries abroad.
(3) The Government may delegate powers under paragraphs 1 and 2 to the Minister of Finance.
The Minister of Finance is hereby authorised to use the Crown (Kčs) value of the proceeds of the credit operations referred to in Paragraph 1 (1) to cover government deficits if they are not paid under the respective credit authorisations of the financial instruments or the exceptional amortisation of state debt.
This Act shall take effect on the day of its publication; it shall be carried out by all members of the Government.
