DECLARATION
of 8 April 2025
amending Decree No. 296 / 2012 Coll., on the requirements for the equipment of the health transport service provider, the health rescue service provider and the patient transport provider of emergency care by means of transport and the requirements for such means of transport
The Ministry of Health provides, pursuant to Section 120 of Act No. 372 / 2011 Coll., on health services and the conditions for their provision (Act on Health Services), as amended by Act No. 111 / 2019 Coll., Act No. 261 / 2021 Coll. and Act No. 240 / 2024 Coll., for the implementation of Section 11 (7) of the Act on Health Services:
Decree No. 296 / 2012 Coll., on the requirements for the equipment of the health transport service provider, the health rescue service provider and the patient transport provider of emergency care by means of transport and the requirements for such means of transport are amended as follows:
1. In Paragraph 2 (2), the word "produced 'is replaced by" registered in the Czech Republic'.
2. The following Section 2a is inserted after Section 2:
The Czech technical standards that are used under this decree are published on the website of the Ministry of Health. "
3. Article 3 shall be deleted;
4. footnote 1 shall read:
"(1) For example, Act No. 56 / 2001 Coll., on the Conditions for the operation of vehicles on the road, as amended, Act No. 30 / 2024 Coll., on the Insurance of Vehicle Liability, Decree No. 153 / 2023 Coll., on the Approval of the Technical Eligibility of Vehicles and the Technical Conditions for the Operation of Vehicles on the Road."
5. In the Annex to Section I (A) (1), the sentence "The vehicle for the transport of patients meets the requirements laid down for road ambulance vehicles for the transport of patients type A1 or A2 according to the Czech technical standard governing the medical means of transport 4) is added. ';
footnote 4:
"4) ČSN EN 1789 (842110) Medical means of transport and their equipment - Road ambulance."
6. In the Annex to Section I (A) (2), the word "not glass' shall be inserted at the beginning of point 2.12.
7. In the Annex to Section I (A) (2), point 2.16 is deleted.
Paragraphs 2.17 to 2.21 shall become paragraphs 2.16 to 2.20.
8. Point 2.19 of Part I (A) (2) of the Annex reads as follows:
"The 2nd 19th Working Reflector,"
(9) footnote 2:
"(2) Decree No. 153 / 2023 Coll., on the approval of the technical competence of vehicles and the technical conditions for the operation of vehicles on the road."
10. In the Annex to Section I (A) (2), at the end of point 2.20, the dot is replaced by a comma and the following point 2.21 is added:
"2.21. Device to fix a folded wheelchair. ';
11. In the Annex to Section I (A) (2) in the final part of the provision, "2.18 and 2.19 'is replaced by" 2.17 and 2.18'.
12. Paragraph 3 of Section A of Part I of the Annex reads as follows:
'3. Requirements for marking and colour rendering of patients' vehicles
3.1. The basic colour of the vehicle bodywork is white. For contour highlighting, the vehicle on the sides, front and rear surfaces of the bodywork are marked with a horizontally applied retro-reflective line of red colour, adapted to the shape of the vehicle. The width of the strip shall be at least 150 mm and not more than 300 mm.
3.2. In the middle of the front door to the longitudinal axis of the vehicle, the vehicle is marked "HEALTH TRANSPORT SERVICE ', the name of the health transport service provider is placed in the second row below the sign. The inscription is made in black. The letter height is 15 mm, the gap between the lines is 35 mm.'
13. In the Annex to Part I (B) (1) and Part II (B) (1), the words "a passenger car with a closed bodywork 'are replaced by the words" a vehicle of category M1'.
14. In point 2.2 of Section B (2) of the Annex to Part I, the words "by a vehicle radio station or 'are deleted.
15. Paragraph 4 of Section B of Part I of the Annex reads as follows:
"4. Requirements for the marking and colour design of vehicles for the rapid transport of medical workers and for the urgent transport of tissues, cells and other biological material, medicinal products and medical devices necessary for emergency care
4.1. The basic colour of the vehicle bodywork is white. For contour highlighting, the vehicle on the sides, front and rear surfaces of the bodywork are marked with a horizontally applied retro-reflective line of red colour, adapted to the shape of the vehicle. The upper line section of the lane is located 30 mm from the lower edge of the side window. The width of the strip shall be at least 150 mm and not more than 300 mm.
4.2. In the middle of the front door to the longitudinal axis of the vehicle, the vehicle is marked with the name of the health transport service provider. The inscription is made in black. The letter height is 15 mm, the gap between the lines is 35 mm. '
16. In the Annex to Part II (A) (1), the sentence "The rapid medical assistance vehicle complies with the requirements laid down for road ambulance vehicles for the transport of type B patient or mobile intensive care unit type C according to the Czech technical standard governing the medical means of transport (4) 'is added.
17. In the Annex to Part II (A) (2) the words "enabling data transfers' shall be added at the end of the text in point 2.8.
18. In point 2.11 of Section A (2) of the Annex, the words "oxygen nasal goggles' shall be inserted after the words" including '.
19. In point 2.13 of Section A (2) of the Annex to Part II, the words "intubation bužii 'and the words" coniotomy' are replaced by the words "invasive airway security '.
20. In the Annex to Part II (A) (2), at the end of point 2.31, the words "with material for the treatment of both mother and child 'shall be added.
21. In the Annex to Section A (2) of Part II, point 2.32 is deleted.
Points 2.33 to 2.56 shall be renumbered points 2.32 to 2.55.
22. In the Annex to Section A (2) of Part II, the words "including elongation splint 'shall be added at the end of point 2.33.
23. In the Annex to Part II (A) (2), the word "non-glass' shall be inserted at the beginning of point 2.37.
24. In point 2.43 of the Annex to Section A (2) of Part II, the word "waistcoat 'is replaced by" spheroidal splint or functionally similar device'.
25. In the Annex to Part II (A) (2), the words "for all members of the exit group 'shall be added at the end of the text in point 2.44.
26. In point 2.50 of the Annex to Section A (2) of Part II, "medical devices' is replaced by" surfaces'.
27. The following point 2.55 is inserted after point 2.54 of Part II (A) (2) of the Annex:
"2.55. GPS navigation or data exchange equivalent with a medical operating centre; ';
Point 2.55 is renumbered point 2.56.
28. In point 2.56 of Section A (2) of the Annex, the words "blue color2) 'are replaced by the words" with a combination of blue and red colours'.
29. In the Annex to Section A (2) of Part II, the final part of the provision is deleted.
30. In the Annex to Section A (3) of Part II:
'3. Requirements for marking and colour rendering of rapid medical assistance vehicles
3.1. The basic colour of the vehicle bodywork is the sulphur yellow RAL 1016, the roof is the same or white.
3.2. The symbols of the Blue Star of Life are located on at least both sides of the vehicle and the rear door.
3.3. On the side sides of the bodywork the vehicle for contour highlighting is marked with a horizontally applied retro-reflective stripe with regularly alternating fields, green and yellow. The field shall have a dimension of not less than 300x150 mm; in technically justified cases, meaning in particular the lack of space for the location of the field or the impossibility of the location of the field due to the shape of the bodywork, the dimension of the field shall be adapted to the structure of the vehicle. The fields are placed in one or two horizontal stripes, creating the appearance of the chessboard.
3.4. In the middle of the front door to the longitudinal axis of the vehicle, the vehicle is marked with "HEALTH SAFETY '. In the second line below the inscription, the name of the health-care services provider, made in black, with a letter height of 15 mm or a sign of a health service provider of at least 200 mm size, shall be placed. The gap between the lines is 35 mm.
3.5. In the centre part of the front bonnet to the longitudinal axis of the vehicle, the vehicle is marked with a large sign of a health service provider of at least 400 mm height and not more than 500 mm height or "AMBULANCE 'inscription. The inscription is made in green.
3.6. On the sides of the bodywork, the vehicle is marked "HEALTH SAFETY '. The inscription is placed between the upper edge of the window and the upper edge of the body; in technically justified cases, meaning in particular the lack of space for the location of the inscription or the impossibility of placing the inscription on account of the shape of the bodywork, the inscription may be placed between the lower edge of the window and the upper edge of the retro-reflective strip. The inscription is made in green. The letter height shall be at least 100 mm.
3.7. The rear side of the vehicle bodywork includes retroreflective stripes of red and yellow. The stripes are placed at an angle of 45 degrees to the horizontal surface of the vehicle. The width of the stripe shall be at least 150 mm. The stripes are directed from the median longitudinal axis of the rear part to the outer part of the bodywork. The first stripe from the upper outer part of the bodywork at the front is red.
3.8. The front and rear of the bodywork are marked "AMBULANCE." The inscription shall be placed in the centre part of the transverse axis of the vehicle between the upper edge of the windscreen and the upper edge of the bodywork and between the upper edge of the rear window and the upper edge of the bodywork; in technically justified cases, meaning in particular the lack of space to place the inscription or impossibility to place the inscription because of the shape of the bodywork, the inscription on the back of the bodywork may be placed between the lower edge of the window and the lower edge of the bodywork. The inscription is made in green. The letter height shall be at least 150 mm.
3.9. If there is a sign on the roof of the vehicle expressing the call sign of the radio station located in the vehicle, it shall be composed of letters of a height of not less than 280 mm. If the size of the inscription exceeds the size of the free space on the roof of the vehicle, the call sign shall be placed in two rows. The gap between the lines is 100 mm. In technically justified cases, meaning in particular the lack of space for the location of the inscription or the impossibility of placing the inscription due to the shape of the bodywork, the height of the letters shall be adapted to the structure of the vehicle. ';
31. In the Annex to Section A of Part II, paragraph 4 is added:
"4. The provisions of Section A (3) of Part II of Section A shall not apply to vehicles of the patient transport provider of pre-hospital emergency care, which provides medical rescue services on the basis of Section 14 of Act No. 374 / 2011 Coll., on medical emergency services. These vehicles shall have the colour and marking referred to in Part III (3). ';
32. In paragraph 3 of Section B of Part II of the Annex, the words "II.A.2 of this Annex 'are replaced by the words" II.A. 2', the words "2.32, 2.38, 2.44 and 2.55 'are replaced by the words" 2.21, 2.37, 2.43 and 2.54' and the words "II.A.2, point 2.12 of this Annex 'are replaced by the words" 2.32, 2.38, 2.44 and 2.55';
33. In the Annex to Section B (5) of Part II:
"5. Requirements for the marking and colour execution of fast medical assistance vehicles in the meeting system
5.1. The basic colour of the vehicle body is the sulphur yellow RAL 1016.
5.2. The symbols of the Blue Star of Life are placed on at least both sides of the vehicle and the rear door. The size of the symbol shall be at least 200 mm.
5.3. On the side sides of the bodywork the vehicle for contour highlighting is marked with a horizontally applied retro-reflective stripe with regularly alternating fields, green and yellow. The field shall have a dimension of not less than 300x150 mm; in technically justified cases, meaning in particular the lack of space for the location of the field or the impossibility of the location of the field due to the shape of the bodywork, the dimension of the field shall be adapted to the structure of the vehicle. The fields are placed in one or two horizontal stripes, creating the appearance of the chessboard.
5.4. In the middle of the front door to the longitudinal axis of the vehicle, the vehicle is marked with "HEALTH SAFETY '. In the second line below the inscription, the name of the health-care services provider, made in black, with a letter height of 15 mm or a sign of a health service provider of at least 200 mm size, shall be placed. The gap between the lines is 35 mm.
5.5. On the front hood, the vehicle is marked with a large character of a health service provider with a maximum size of 500 mm or "AMBULANCE '. The inscription is made in green.
5.6. On the sides of the bodywork, the vehicle is marked "HEALTH SAFETY '. The inscription is placed between the lower edge of the window and the lower edge of the body. The inscription is made in green. The letter height shall be at least 50 mm.
5.7. The rear side of the vehicle bodywork includes retroreflective stripes of red and yellow. The stripes are placed at an angle of 45 degrees to the horizontal surface of the vehicle. The stripes are directed from the median longitudinal axis of the rear part to the outer part of the bodywork. The first stripe from the upper outer part of the bodywork in front view is red.
5.8. The front and rear of the bodywork are marked "AMBULANCE." The inscription is located in the centre part of the transverse axis of the vehicle between the lower edge of the front window and the lower edge of the bodywork and between the lower edge of the rear window and the lower edge of the bodywork. The inscription is made in green. The letter height shall be at least 300 mm.
5.9. If there is a sign on the roof of the vehicle expressing the call sign of the radio station located in the vehicle, it shall be composed of letters of 280 mm high. If the size of the inscription exceeds the size of the free space on the roof of the vehicle, the call sign shall be placed in two rows. The gap between the lines is 100 mm. ';
34. In the Annex to Section B of Part II, paragraph 6 is added:
'6. The provisions of Section B (5) of Part II of Section B shall not apply to vehicles of the patient transport provider of emergency care, which provides medical rescue services on the basis of Section 14 of Act No. 374 / 2011 Coll., on the Medical Rescue Service. These vehicles shall have the colour and marking referred to in Part III (3). ';
35. In the Annex to Part II (C) (1), the sentence "A rapid medical assistance vehicle meets the requirements laid down for type B road ambulance vehicles according to the Czech technical standard governing the medical means of transport (4) 'is added.
36. In paragraph 2 of Section C of Part II of the Annex, the words "II.A.2. of this Annex 'are replaced by the words" II.A. 2'.
37. Paragraph 3 of Section C of Part II of the Annex reads as follows:
'3. The basic colour of the vehicle bodywork and the markings shall be the same as that of the vehicle for rapid medical assistance according to Part II, Section A. ';
38. In paragraph 1 of Section D of Part II of the Annex, the sentence "The vehicle for the transport of premature and pathological neonates meets the requirements laid down for vehicles of type B road ambulance or type C mobile intensive care units according to the Czech technical standard governing medical means of transport (4) 'is added.
39. In paragraph 2 of Section D of Part II of the Annex, the words "II.A.2 of this Annex 'are replaced by the words" II.A. 2' and the words "2.34, 2.38, 2.44 to 2.46, 2.49 and 2.50 'are replaced by the words" 2.33, 2.37, 2.43 to 2.45, 2.48 and 2.49'.
40. Paragraph 3 of Part II of the Annex shall read as follows:
'3. The basic colour of the vehicle bodywork and the markings shall be the same as that of the vehicle for rapid medical assistance according to Part II, Section A. ';
41. In the Annex to Section E (1) of Part II, the sentence "Helicopter for an air travel group meets the requirements laid down for air ambulances according to Czech technical standards governing air ambulances5) 'is added.

42. In the Annex to Part II, Section E, paragraph 2, the words "II.A.2 of this Annex 'are replaced by the words" II.A. 2', the words "2.52, 2.53, 2.55 'are replaced by the words" 2.51, 2.52, 2.54' and the words "II.A.2, point 2.1 of this Annex 'are replaced by the words" II.A. 2, point 2.1'.
43. In the Annex, the following sections F and G are added at the end of Part II:
"F. Other and special vehicles medical emergency services
1. Other and special vehicles of the medical emergency services are vehicles of categories A, L, M, N, O and R meeting the conditions for the operation of motor vehicles on the road under other legislation1) intended to perform the tasks of the medical emergency services under the Health Services Act, the Health Rescue Service Act and the Integrated Rescue System Act.
2. Requirements for marking and colour design of other and special vehicles for emergency medical services
2.1. The basic colour of the vehicle body is the sulphur yellow RAL 1016.
2.2. The symbols of the Blue Star of Life are located on at least both sides of the vehicle and the rear door. The size of the symbol shall be at least 300 mm; in technically justified cases, which means in particular the lack of space for the location of the symbol or the impossibility of placing the symbol on account of the shape of the bodywork, the size of the symbol may be adapted to the structure of the vehicle.
2.3. On the side sides of the bodywork the vehicle for contour highlighting is marked with a horizontally applied retro-reflective stripe with regularly alternating fields, green and yellow. The field shall have a dimension of not less than 300x150 mm; in technically justified cases, meaning in particular the lack of space for the location of the field or the impossibility of the location of the field due to the shape of the bodywork, the dimension of the field may be adapted to the structure of the vehicle. The fields are placed in one or two horizontal stripes, creating the appearance of the chessboard.
2.4. On the sides of the bodywork, the vehicle is marked "HEALTH SAFETY '. If the vehicle has side windows, the inscription is placed between the upper edge of the window and the upper edge of the bodywork; in technically justified cases, meaning in particular the lack of space for the location of the inscription or the impossibility of placing the inscription on account of the shape of the bodywork, the inscription may be placed between the lower edge of the window and the upper edge of the retro-reflective strip. The inscription is made in green. The letter height shall be at least 100 mm.
2.5. The front and rear of the bodywork are marked "AMBULANCE." The inscription is adapted to the specific technical characteristics of the vehicle in front and rear. The inscription is made in green. The letter height shall be at least 100 mm.
2.6. The rear side of the vehicle bodywork includes retroreflective stripes of red and yellow. The stripes are placed at an angle of 45 degrees to the horizontal surface of the vehicle. The stripes are directed from the median longitudinal axis of the rear part to the outer part of the bodywork. The first stripe from the upper outer part of the bodywork in front view is red.
2.7. Vehicles shall be equipped with a special warning light with a combination of blue and red colours, supplemented by a special audible warning device.
G. Vessels of medical emergency services
1. Requirements for marking and colour rendering of medical rescue services vessels
1.1. On the side sides, the outline highlighting vessel shall be marked with a horizontally applied retro-reflective strip with regularly alternating fields, green and yellow. The field shall have a dimension of not less than 300x150 mm; in technically justified cases, meaning in particular the lack of space for the location of the field or the impossibility of the location of the field due to the shape of the body, the size of the field may be adapted to the structure of the vessel. The fields are placed in one or two horizontal stripes, creating the appearance of the chessboard.
1.2. On the sides, the vessel shall bear the inscription "HEALTH SAFETY '. In the second line below the inscription, the name of the health-care services provider, made in green, with a height of 15 mm or a mark of a health service provider of at least 100 mm, shall be placed. The gap between the lines is 35 mm.
1.3. If the vessel is equipped with a special warning light, the light shall be blue or a combination of colours blue and red and be accompanied by a special audible warning device. ';
44. In the Annex to Part III (1), the sentence "The vehicle for the transport of patients with urgent care meets the requirements laid down for road ambulance vehicles for the transport of patients with urgent care type B or mobile intensive care unit type C according to the Czech technical standard governing medical transports4) 'is added.
45. In the Annex to Part III paragraph 2, the words "II.A.2 of this Annex 'are replaced by the words" II.A. 2', the words "2.44 to 2.46 and 2.48 to 2.50 'are replaced by the words" 2.43 to 2.45 and 2.47 to 2.49', the words "II.A.2 to 2.52 of this Annex 'are replaced by the words" II.A. 2 to 2.51' and the words "This provision does not apply to vehicles of a pre-hospital emergency care provider which provides a medical emergency service pursuant to Article 14 of Act No 374 / 2011 Coll.
46. In the Annex to Part III (2) of the final part of the provision, the words "II.D.2 of this Annex 'are replaced by the words" II. Section D (2)'.
47. In paragraph 3 of Part III of the Annex:
'3. Requirements for marking and colour rendering of vehicles for transporting patients of urgent care
3.1. The basic colour of the vehicle bodywork is white. For contour highlighting, the vehicle on the sides, front and rear surfaces of the bodywork are marked with a horizontally applied retro-reflective line of red colour, adapted to the shape of the vehicle. The width of the strip shall be at least 150 mm and not more than 300 mm.
3.2. In the centre part of the front door to the longitudinal axis of the vehicle, the vehicle is marked with the inscription "TRANSPORT OF PATIENTS OF UNDESTROYED HEAT '. In the second line below the inscription, the name of the provider of medical services shall be placed in black of urgent care carried out by patients with a height of 15 mm or of a health service provider of at least 200 mm. The gap between the lines is 35 mm.
3.3. The vehicle shall be marked on the sides with the inscription "TRANSPORT OF PATIENTS OF UNDESTROYED HEAT '. The inscription is placed between the upper edge of the window and the upper edge of the body; in technically justified cases, meaning in particular the lack of space for the location of the inscription or the impossibility of placing the inscription on account of the shape of the bodywork, the inscription may be placed between the lower edge of the window and the upper edge of the retro-reflective strip. The inscription is made in black. The letter height shall be at least 100 mm.
3.4. The front and rear of the bodywork are marked "AMBULANCE." The inscription shall be placed in the centre part of the transverse axis of the vehicle between the upper edge of the windscreen and the upper edge of the bodywork and between the upper edge of the rear window and the upper edge of the bodywork; in technically justified cases, meaning in particular the lack of space to place the inscription or impossibility to place the inscription because of the shape of the bodywork, the inscription on the back of the bodywork may be placed between the lower edge of the window and the lower edge of the bodywork. The inscription is made in black. The letter height shall be at least 150 mm.
3.5. The rear side of the vehicle bodywork includes retroreflective stripes of red and yellow. The stripes are placed at an angle of 45 degrees to the horizontal axis of the vehicle. The width of the stripe shall be at least 150 mm. The stripes are directed from the median longitudinal axis of the rear part to the outer part of the bodywork. The first stripe from the upper outer part of the bodywork in front view is red.
3.6. If the vehicle is equipped with a radio station, the vehicle roof shall bear a sign indicating the call sign of the radio station located in the vehicle. The call sign is composed of letters of 280 mm height. If the size of the inscription exceeds the size of the free space on the roof of the vehicle, the call sign shall be placed in two rows. The gap between the lines is 100 mm. In technically justified cases, meaning in particular the lack of space for the location of the inscription or the impossibility of placing the inscription due to the shape of the bodywork, the height of the letters shall be adapted to the structure of the vehicle. ';
48. In the Annex to Part III, paragraph 4 is added:
"4. If the transport of patients is provided by an emergency care service provider, a rapid medical assistance vehicle or emergency medical assistance complying with the requirements for vehicle equipment for the transport of patients can also be used for the transport of emergency care patients. '
Transitional provisions
1. The requirements for the colour execution of means of transport as set out in the Annex to Decree No. 296 / 2012 Coll., as effective from the date of entry into force of this Order, shall not apply to vehicles registered in the Czech Republic until 31 December 2026.
2. Requirements for the technical and material equipment of the health transport service provider, the health rescue service provider and the patient transport provider by means of means of transport as specified in the Annex to Decree No. 296 / 2012 Coll., as effective from the date of entry into force of this decree, must be fulfilled by health transport service providers, health emergency care service providers and patient transport providers by 31 December 2026. Requirements for the technical and material equipment of the health transport service provider, the health rescue service provider and the patient transport provider by means of the means of transport provided for in Section I (A) (2) and Section B (2) and Section II (A) (2) and Section B (3) of the Annex to Decree No. 296 / 2012 Coll., as effective from the date of entry into force of this Decree, which was taken before the date of entry into force of this Decree, health transport service providers, medical emergency care providers and patient transport providers must comply at the latest within 3 months of the date of entry into force of that decree.
Technical Regulation
This Decree was notified in accordance with Directive (EU) 2015 / 1535 of the European Parliament and of the Council of 9 September 2015 laying down a procedure for the provision of information in the field of technical and information society services.
Efficacy
This decree shall take effect on the 15th day following its publication.
