Ministry of Culture of the Slovak Socialist Republic
of 12 July 1979
declaring the Protected Landscape Area of Horny Orava
The Ministry of Culture of the Slovak Socialist Republic, in agreement with the participating central authorities of the state administration, provides, pursuant to § 10 (2) of the Slovak National Council Act No. 1 / 1955 Coll. SNR, on State Protection of Nature (hereinafter "the Act '):
§ 1
(1) The territory defined in Part A of the Annex, which forms part of this Decree, is hereby declared as a protected landscape area of Horná Orava (hereinafter referred to as "the area"). The area is situated on the territory of the district of Dolní Kubín in the Mediterranean region in the cadastral territories of the municipalities: Oravská Lesná, Zástonečné, Novot ', Mutná, Beňadovo, Kručennica, Breza, Lomná, Oravské, Oravska Polhora, Rabča, Rabčice, Bobrov, Zubrohlavý, Klin, Námestovka, Dry Hora and further in the cadastral territories of Námestovské Pilska, Slanická Osada, Oravské Štefanov and part of the cadastral territory of the villages: Záriva, Hruštřín, Vanová, Vanovka, Vasiľov, Lokca, Oravská Jasenica, Horné Štefanov, Dolní Štefanov, Ústice nad nad nad nad nad nad priehrady, Trstená, Trsten,
(2) The territory of the area is divided into four sub-areas according to their natural values and the degree of economic and cultural exploitation. Subareas have differentiated protection conditions. Subareas are subdivided further into landscapes with the same protection conditions due to the dispersion. Subareas and landscapes are defined in Part B of the Annex to this Decree.
§ 2
(1) The purpose of the declaration of the area is to protect and enhance nature and natural values, to ensure their optimum use, taking into account their versatile cultural, scientific, economic, aquatic and health-related importance.
(2) Protection of nature and natural values and compliance with the conditions laid down for the protection of the area is the responsibility of all institutions and organisations which operate in any way within its territory, as well as of citizens residing or staying in the area.
(3) In accordance with § 6 (3) and § 7 and 8 of the Act, special protection of its particularly important parts can be declared in the territory of the area.
§ 3
(1) Not permitted throughout the territory of the area: 1)
(a) carry out construction activities contrary to the planning documentation in force;
(b) to place landfills and store waste outside the designated sites;
(c) to burn grass, bushes and other vegetation outside the inner village, to set fires outside designated places;
(d) pollute water streams and other surface waters;
(e) polluting air exhalates;
f) camp outside the reserved places.
(2) The entire territory of the area can be only in agreement with the authorities of the state conservation
(a) to conquer mineral deposits;
(b) adjust water flows;
(c) introduce non-indigenous species of plants and animals into the wild, in principle only when conducting research in the framework of experimental activities. This provision shall not apply to the agricultural land fund managed under approved agricultural production development plans;
(d) cut down trees growing outside the forest.
§ 4
(1) On the territory of the sub-region and in addition to the protection conditions set out in Section 3, only in an agreement with the authorities of the State Protection of Nature:
(a) conduct an economic activity other than forestry;
(b) to capture and modify springs, vents and surface waters for aquatic purposes;
(c) carry out geological work (including technical work) to the extent provided for by specific provisions;
(d) outside the indolany of the municipalities, to build buildings of all kinds (mining, industrial, engineering, recreational, residential, garages, etc.), excluding operating facilities of state forests and farms and facilities for the protection of state borders;
(e) to carry out archeological excavations or other excavations linked in particular to research and survey in nature;
(f) large-scale use of pesticides outside forest nurseries.
(2) In the territory of Sub-area II, in addition to the protection conditions set out in Section 3, only in agreement with the authorities of the State Protection of Nature:
(a) interfere with the landscape scenery;
(b) to capture and modify springs, vents and surface waters for aquatic purposes;
(c) to place information, advertising and other similar facilities outside the inner village;
(d) carry out geological work (including technical work) to the extent provided for by specific regulations;
(e) use agricultural and forestry parcels for other purposes;
(f) to carry out such building interventions on existing buildings, in particular on the buildings of folk architecture, which substantially alter the architectural character and external appearance of the buildings and their premises;
(g) to carry out archeological excavations or other excavations linked in particular to research and research in nature;
(h) large-scale use of pesticides outside forest nurseries and agricultural land fund.
(3) No activity is permitted in the territory of Sub-area III other than the protection conditions set out in Section 3 that distorts the biological conditions of nesting, migration and the presence of aquatic birds. Part of this sub-area is covered by the Orava dam status.2)
(4) The protection conditions referred to in Section 3 shall apply in the territory of Sub-area IV. Other economic and other activities must be carried out in such a way that the natural values of the area are not damaged and the natural nature of the landscape is preserved. In particular, care should be taken to maintain the purity of watercourses and the purity of air.
§ 5
The scope of other activities in the territory of the whole area shall be defined as follows:
(a) forest management shall be carried out in accordance with approved forest management plans, in which economic measures for special purpose forests for the conservation of nature shall be laid down after consultation with the authorities of the State conservation;
(b) the development of agricultural production shall be carried out on the basis of plans for the development of agricultural production (including the modification of trees and shrubs) developed for each territorial administrative unit, in cooperation with the State conservation authorities, with particular regard to the conservation of the biological and aesthetic values of the area and the interests of the protection and rational use of the agricultural land fund;
(c) all projects and interventions must respect the aquatic importance of the territory and ensure that water flows and other surface waters are clean. Water works of any kind (3) (tanks, flow adjustments, water melioration, etc.) can only be carried out in the area on the basis of relevant documentation approved by the authorities of nature conservation. Special care should be taken to protect current and prospective sources of drinking water and mineral springs;
(d) construction shall be carried out according to approved planning documentation, taking into account the optimal preservation of non-urban areas of the original natural environment. When designing and building, account should be taken of the nature of the landscape and the material used. The construction of cabins for individual recreation, temporary accommodation buildings, including farm recovery, chat camps, camping areas, autocamping, parking lots and other functionalfacilities (4) is permitted only in the areas defined by the zoning authorities with the agreement of the state conservation bodies and other authorities concerned by it, on the basis of the approved zoning documentation, as well as by the resolution of the board of the relevant district national committee on the approval of the recreational area;
(e) hunting and fishing shall be carried out in accordance with approved plans for the breeding and hunting of game and fish, with a view to preserving and enhancing the natural collection of communities, and in cooperation with the authorities of the State Protection of Nature;
(f) communications shall be built on the basis of approved planning documentation. The tourist routes are extended and branded and the educational routes are built in accordance with the concept of nature conservation in the region by mutual agreement with tourist authorities in the Slovak Socialist Republic. A survey for forestry purposes shall be carried out in cooperation with the State Conservation Authorities and shall be approved with their participation in the Final Protocol on the Forest Economic Plan;
(g) research and research, which affects the natural circumstances of the area, can be carried out only with the knowledge of the Slovak Institute of Heritage Care and Nature Protection, which keeps their records. In doing so, care must be taken to avoid time and local conflicts of interest between different organisations and to avoid damaging protected natural values.
§ 6
(1) In matters affecting the area, the authorities of the State, in particular the spatial planning authorities, the construction authorities, the mining authorities, the authorities of the state of forest care, the air protection authorities, the water management, agricultural, transport authorities, tourism, health and hygiene authorities, as well as the physical education bodies with regard to the mission of the region, in cooperation with the competent authorities of the state of nature protection.
(2) Similarly, the authorities and organisations implementing their own measures to protect the air, water, soil, vegetation, fish, game and other wildlife in the region are acting.
§ 7
(1) The conditions laid down by the competent authorities apply to the protection of specially protected areas within the area. Paragraph 4 of this Decree does not apply to planned agricultural activities on specially protected agricultural soils. 5)
(2) In the territories covered by the competence of the Federal Ministry of National Defence and the Ministry of Interior, the authorities of the State Protection of Nature and the State Monument Care are required to take care of the interests of the military administration and in the event of changes affecting the defence of the State, equipment or premises serving that purpose, to seek the approval of the military administration or the competent authorities of the Ministry of Interior. The territory of the military administration is not affected by the declaration of the area.
(3) The declaration of the area shall be without prejudice to ownership rights and other property relations with real estate situated within the territory of the area, or to protection zones established under specific rules. 6)
§ 8
(1) The tasks of the State nature conservation bodies in the territory of the area under this Ordinance are carried out within the framework of their duties. Slovak Institute of Heritage Care and Nature Protection in Bratislava.
(2) National committees operating in its territory are actively involved in the conservation of nature and natural values in the region.
(3) The authorities and organisations making use of the territory of the region provide financial and material resources within their competence for the protection, development and enhancement of the area within the framework of approved economic and financial plans, where the need for such funds arises from the activities they carry out in that territory.
§ 9
The maps in which the territory of the area is drawn are stored in the Slovak Institute of Heritage Care and Nature Protection in Bratislava, the Central Slovak Regional National Committee in Banská Bystrica, the Regional National Committee in Lower Cuba and the Regional Administration of Geodesy and Cartography in Banská Bystrica.
§ 10
The Decree of the Ministry of Culture of the Slovak Socialist Republic No 14 / 1979 Coll., declaring the protected landscape area Horná Orava, is hereby repealed.
§ 11
This decree shall take effect on the day of its publication.

Definition of the protected landscape area
_
The Protected Landscape Area of Horná Orava (hereinafter referred to as the "Region") is situated in the territory of the Slovak Socialist Republic in the Mediterranean region in the district of Dolní Kubín and occupies the Orava Beskydy, the northwest and northeastern corners of the Orava Magura, the northeastern exit of the Skorushinské vrých and part of the Orava basin.
The territory of the area is marked on the prints of the basic map of CSSR published in 1971 on the scale 1: 50 000 on map sheets of the following nomenclature:

A. Definition of the area
The border of the area takes place from the starting point at the intersection of the state border with the border of the water catchment areas of Kysuka and Orava between the cubits of Svítková (1082) and Bednárová (1093). It follows the border of the water catchment area and the cadastral border between the municipalities Oravská Lesná, Nová Bystrica and Harvelka through the cubit of Mrvova Kycula (1040), through the cubits of 917, 843, 995, Beskyd (994), the cubit of 936, up to the Okrkranice (1163). From there it continues along the ridge to the east through the cubit 1092, Hoľa (1066), 1166, Parač (1325), 1251 to Príslopec and Držatín. From there, it continues along the ridge through the Huta towards the north-east through the cubits of 992, 926, Galanka (942), the cubicle of 852, the ridge through Olešovka, Surov (902) and the cadastral border between the municipalities of Breza, Vasiľov and Lokca along the river Biela Orava. The border continues along the right bank of Bielé Orava until its mouth into the Orava water tank. From there it continues along the cadastral border between the municipalities of Vavrečka and Námestovo along the Deer creek to the point of the Old Mountain (946) following the cadastral border between the municipalities of Vavrečka and the Ústi nad Priehrada on the Sharp Hill (990), from there it descends in the direction of the stream of Zadná Krivan on the state road of Námestovo-Hardošín. Following the state road continues through the dam to the village of Ústia nad Priehradou through the cubit 649 to the stream Kovalinec and after its flow to the state road Trstená- state border, following which it continues to the north-east via the cubits 645, 667, 649 to the stream Zimník, continues to its spring from where it leads straight to the southeast to the spring of the river Páleniska to the cubit 706. From there it continues to the southeast through the Trstená- Dry Mountain railway line, from there it continues the field route to the edge of the forest grove of Háje, which covers its area. From the Grove of Háje continues the field route, overloading the cadastral border between the village of Liesek and the municipality of Vitanova through the cubicle of 735, overloading the state road of Vitana-Hunger. From there it continues along the cadastral border between the village of Vitanova and the village of Hladovka, on which it continues along the ridge to the south via the crest of Bučinka (919), Cutník (957), via Gabanova on the way through the crest of 1110 on the state border. Following the state border, the border of the north-east area returns to the starting point.
The total area area is 70 332.51 ha.
B. Definition of sub-areas
The territory of the area is divided into 4 sub-areas, which are further subdivided into landscapes and are indicated on the printed basic map of CSSR. Subareas and landscapes have specific definitions within the area.
Sub-area I.
Parac Landscape
The whole cell is defined by a boundary based on the Cube Parac (1325), which continues east along the border of the area after the Cube 992, where it turns northwest along the cadastral border towards the Lomnica stream, from which it continues along the edge of the forest to the river Biela Orava. It is also heading upstream through Orava Forest, Dolina Flajšová to the border of the area to booth 936 and continues along the border of the area to the starting point.
Pilsko- Babia mountain
The boundaries of the whole are drawn from the border of the Orava and Kysuka catchment areas, between the cubits of Svítková (1082) and Bednárová (1093), from which it continues in the southern direction along the border of the area to the intersection with the forest railway line. Here it breaks east and goes after the flow of the Bukovsky creek to its confluence with Biela Orava. From there, the state road between Oravská Lesná and Zakamenné continues to the edge of the forest on the left side of the state road on the Oravice settlement. By the edge of the forest the border continues to the river Zasihlianka, against its current it goes to the edge of the forest. The border continues to the northeast along the edge of the forest, overloading the stream Mutnianka and continuing through the edge of the forest through the cubicle 782 to the stream Mutnianka which crosses. It also goes along the continuous edge of the forest to the north-east and east to the Veselianka stream to the southwest of the Magura cubicle (1018) and along the forest road Orava Veselé-Orava Polhora, continues up to the 736 junction on the state road Orava Polhora-state border. It continues along the edge of the forest to the northeast to the grove of Vydrovka, where it turns east constantly following the edge of the forest, overloads Kohútova's valley and goes further south to the intersection of the roads Chány-Kohut. From there, the border continues along the edge of the forest to the east to the field road, where it turns north, following the edge of the forest to its northernmost point, where it turns southeast again, constantly following the edge of the forest. East of cubicle 782, it reaches the forest road to the Roven grove, on which it continues east, and along the edge of the forest it reaches the state border. Following the northern border, he returns to the starting point.
Gluchová Landscape
The border of the whole comes from the intersection of the state border with the river Branicný Krivan and the state road Bobrový-state border. From there the border of the whole continues in the western direction along the edge of the forest intersecting the river Žiar Krivan, further in the northwest direction the edge of the forest around the cubicle of Kýčera (803), the edge of the forest and the northwest direction to the Rabčický brook. Here it turns east and further along the edge of the forest on the state border, after which it returns to the starting point.
Old Mountain Landscape
The border of the whole comes from the cubicle of Old Mountain (946), it goes south to the cadastral border up to the Sharp Hill (990). From the Sharp Hill the border continues along the river Zadná Krivan to the edge of the forest. From there, he follows the edge of the forest in the north direction, continuing through the Slanici Osada still watching the edge of the forest over the state road - the Námědek-Hardošín. Following the edge of the forest, the border continues to the Deer stream and after its inflow along the cadastral border to the starting point.
Sub-area II.
Landscape Orava Forest
The boundaries of the whole are based on the intersection of the water catchment areas of Kysuka and Orava with forest railway lines in the area of the village Demänová. In the south direction, it follows the border of the area up to the 936 cubit, from which it continues the valley of Flajšová through Biele Orava to its left-hand tributary east of Oselný. From this point the border returns west on the state road to Juríkov stream, which continues upstream, later on the Bukov stream to the starting point.
Babin Region
The border of the whole comes from the cubicle of Vlkov vrch (921) - south of the village Novoť, continues northwest through Vlkov grún (918) to the ridge to the continuous edge of the forest. Following the edge of the forest, it continues to the southwest towards the river Zasihlianka, along which it goes to the edge of the settlement Oravice, from which it continues on the field route to the north-east ridge and then northwest towards the starting point.
Regional unit Lomná
The whole border is based on Galanka cubicle (942) - southwest of Lomná village, continues along the border of the area to the Biela Orava river. Against the flow of Bielé Orava continues up to the cadastral border between the municipalities Lomná and Krušánica, which is followed by the Stone Hill (938), continues along the cadastral border between the municipalities Lomná and Zakamenné back against the flow of Bielé Orava to the edge of the forest. From there, the edge of the forest is followed first by the southwest, later by the southeast, intersecting the Lomnica stream. It continues along the cadastral border between Hruštín and Lomná at a cubit (992) and returns to the starting point along the border.
Landscape of Beňadov-Sihelnian Hradok
The border of the whole is based on a cubicle of 782 Menzdrovka north of the village of Novoť, from which it continues through the road to the village of Šoltýsek, here it turns northeast on the field road to the ridge, through which it continues through the cubicle of Kurčinka (919), Sviniarky (879) west of the cubicle of Kýčera (944) and along the edge of the forest it meets the Clinanka. After the stream of the Clinian takes place until this one leaves the edge of the forest, continues the edge of the forest to the north-east crossing the stream of Mutnianka, further along the edge of the forest north of the village of Breza, still following the edge of the forest to the stream of Veselianka north of Orava Jasenica. From there the border continues along the continuous edge of the forest to the northwest of the town of Námestovo and north of the village of Klin to the brook Polhoranka. The border continues against the flow of Polhoranka, along its inflow (Sihelniansky stream) to the field path leading to the Skalka cubicle (852). From Skalka, it continues in the southwest direction along the field road to the intersection of the field roads, where the border turns northeast and along the field road via the Upper Raľa, along the Krupiakova riverly north of the village of Sihelné to the field road leading north-east towards Lower Mlyn, along which it crosses the Upper Mlyn to the river Polhoranko. Then it leads against its flow until the intersection of Hliny- Kohut, from there it continues in the north direction first, then along the border of the first sub-region to the edge of the forest on the upper end of the Orava Veselé to the southwest of the Magura cubit (1018). From there, the border continues along the edge of the forest in the eastern direction around cubicle 848, continues through the nameless stream in the southern direction to the field road, which is followed by the northeastern direction to the cubicle Mišovka (834), from which it runs along the field road to booth 793. From there, the border continues in the southern direction along the edge of the forest along the Vahanovský stream, along the incoherent edge of the forest and the nameless stream south of cubicle 876 to the southern edge of the village Orava Merry. From this point, it continues along the state road through the village of Orava Merry to the village of Mutná, from which it turns southwest along the field road through Blahuta Grún, the northern edge of the forest, continuing westward to the river Mutnianka, upstream of which it continues northwest towards the edge of the forest. From there it continues along the continuous edge of the forest southwest towards the starting point.
Landscape Saltwater
The border comes from the confluence of Záhoranka and Rabčický creek west of Rabčice. It continues against the river Vonžovec to the edge of the forest. The edge of the forest continues to the state road Oravská Polhora-Salt water, which runs in the south direction along the cubit 755, continues along the incoherent edge of the forest south and west of the cubit Turňa 891 to the Sholtých creek. The border continues in the eastern direction against the flow of the Šoltejské creek up to the field road, here the border turns north and continues the edge of the forest west of the cabin Jurček (902). At the hunting ground it turns southeast and the edge of the forest continues through the cubicle towards the hunting ground Roven east and through the forest road to the state border. Following the state border, it continues to the south-east to the field road south-east of the Martalúzovka cubicle (854). The border is followed by a field road to the west by the northern border of Rabčice and a field road to the starting point.
Medvedia Mountain Landscape
The border of the whole is based on the intersection of the river Zimník with the state road Trstená- state border. From there the border of the whole continues along the edge of the forest first in the southeast direction, then north to the state border, which is followed by the western direction to the river Jelšča. After the stream Jelšča continues until the protective forest belt at the Orava water tank. On the outer edge of this belt, it continues to the west first, then to the southeast to the Jurčova stream. From there it continues on the way to cubicle 653, where it turns east to the edge of the forest, which follows the northeast direction to the starting point.
Regional whole Hunger Corps
The border of the whole is based on the intersection of the river Jelesča with the state border northwest of the village Hladovka. It continues against the flow of Jelezna until the intersection with the Trstená- Dry Mountain railway line. From there it continues in the eastern direction along the railway line to the state border, after which it returns to the starting point in the north direction.
Landscape whole spring Jelezna
The border is based on a cubicle of Bučinka (919) southeast of Vitanova. North of this cubit, the whole border is missing through a nameless stream into the Jelescha stream. The border continues against the flow of Jelezna up to the field road to the rear grout, which continues to the state border. Then it continues along the state border in the south direction and along the border of the area to the starting point.
Sub-area III.
Landscape Orava water tank
The border of the whole comes from the left side of the dam of the Orava water tank, continues along the state road in an eastern direction to the edge of the forest protection belt around the Orava water tank. On the edge of this forest belt it continues to the mouth of the Jelescha stream, further against its flow to the state border. Following the state border, it continues in the northern direction until the river Boundary Krivan, which follows to the edge of the forest protection belt up to the southwest edge of the village Bobrov. From there the border continues in the eastern direction along the edge of the water surface to the southernmost edge of the peninsula of Pahabka, from which the border continues with the air line to the starting point.
Sub-area IV.
This sub-area consists of the remaining areas of the protected landscape area not defined in the previous sub-areas.

(bounded by landscape units Beňadov-Sihelniansky hradok, Piľsko-Babia hora, Salá voda, state border, Gluchová, Oravska water tank, border area and Stará hora)
Ústie nad Priehradou
(bounded by the Orava water tank, Medvedia mountain and the border of the area)
Starvation
(bounded by the landscapes Medvedia mountain, state borders, Hunger Borders, Jelezna Spring and the border of the area).
