on the breeding of livestock
The Slovak National Council decided on this law:

ČÁST PRVNÍ

§ 1
Preliminary provisions
The purpose of the Act is to create conditions for the development of an animal farming activity so that it is an effective tool to increase the level of livestock production and to contribute to achieving high, quality and cost-effective performance and to improving livestock performance by improving their production capacity.
§ 2
Basic provisions
The farm animals under this law are:
(a) bovine animals, pigs, horses, sheep and goats kept by socialist organisations and individual breeders (hummingers, individual farmers, other citizens and non-socialist organisations),
(b) chickens, turkeys, guinea fowls, geese and ducks (hereinafter referred to as "poultry") in the breeding of socialist organisations.

State Care for Breeding Development
§ 3
State Care for Breeding Development lies
(a) carrying out performance checks and establishing the value of livestock;
(b) in carrying out checks on the inheritance of the performance characteristics and establishing the breeding value of livestock, in particular of breeders;
(c) in the selection of livestock and the recognition of their breeding according to the results obtained by the performance check and by the check of the inheritance of the characteristics of production for the purposes of reproduction and processing of breeds and of the types of production as a whole;
(d) in the identification and application of breeding methods and methods;
(e) carrying out other tasks under this law.
§ 4
(1) The Ministry of Agriculture and Nutrition of the Slovak Socialist Republic (hereinafter referred to as "the Ministry") is the central management of State care for the development of breeding; is based, in particular, on a long-term programme for improving commercial types and processing of livestock breeds approved by the Government of the Slovak Socialist Republic.
(2) The tasks of State Care for the Development of Breeding shall be carried out by their experts on the basis of an authorisation granted by the Ministry of National Socialist Organisations (hereinafter referred to as "Breeding Organisations"). The approval shall specify its scope.
(3) In carrying out the tasks of state care for the development of breeding, breeding organisations shall cooperate with national committees, regional agricultural administrations and regional agricultural administrations.
(4) They shall be responsible for carrying out the tasks of state care for the development of breeding by breeding organisations. The head (s) of breeding organisations shall, after consultation with the relevant regional agricultural administrations and regional agricultural administrations, establish the breeding council as their advisory body.
(5) The Ministry controls how the breeding organisation performs the tasks of state care for the development of breeding. The Ministry may change the scope of authorisation granted to breeding organisations; they may also withdraw their authorisation if the organisation fails to perform properly the tasks of state care for the development of breeding.
§ 5
(1) When creating new commercial types and breeds of livestock, using interbreeding, the Ministry may entrust a special breeding programme to other organisations, usually scientific research organisations.
(2) In the poultry breeding sector, the Ministry may grant authorisation to carry out certain tasks of state care for the development of breeding animals and specialised breeding organisations.
(3) The organisations referred to in paragraphs 1 and 2 shall be subject to the first sentence of Article 4 (4) and Article 4 (5).
Selection and Recognition Committees
§ 6
(1) The Minister for Agriculture and Nutrition (hereinafter referred to as "the Minister") hereby establishes in the Ministry:
(a) a selection committee for each species of livestock other than poultry;
(b) the recognition committee for poultry,
(c) a central selection and recognition committee, the members of which are primarily the chairmen of the selection and recognition committees.
(2) The Minister may set up other commissions at the Ministry, in particular for the management and coordination of special breeding programmes.
(3) The Presidents and members of the commissions referred to in paragraphs 1 and 2 shall be appointed and removed by the Minister.
§ 7
(1) Selection Committees
(a) carry out evaluation and selection of breeding animals for their inclusion in breeding;
(b) recognise and abolish breeding animals; issue a certificate thereof,
(c) decide on objections against measures of breeding organisations (Sections 13 (4) and 22 (3), second sentence).
(2) Recognition Board
(a) carry out an evaluation of breeding animals of the poultry when they are included in breeding holdings;
(b) recognise and abolish breeding poultry; issue a certificate thereof,
(c) decide on objections against measures of breeding organisations (Section 22 (3), second sentence).
(3) The Central Selection and Recognition Board coordinates the activities of the Selection and Recognition Committees.

Breeding, use and breeding of livestock
§ 8
Recognised and authorised breeds
(1) Only livestock breeds and utility types (hereinafter referred to as "breeds') that have been designated and declared as recognised or authorised by the Ministry may be kept in the territory of the Slovak Socialist Republic.
(2) Breeding breeds which have been kept in the territory of the Slovak Socialist Republic for at least four generations may be identified as recognised breeds and which have been kept in the territory of the Slovak Socialist Republic for a long time.
(3) Breeding breeds in the territory of the Slovak Socialist Republic may be identified as authorised breeds for which the suitability for meeting production requirements has not yet been sufficiently verified.
(4) Breeding animals of breeds which have not been identified and declared to be recognised or authorised may be kept or imported only with the consent of the Ministry for experimental or special purposes.
§ 9
Method and security of breeding
(1) Reproduction is authorised provided the source is acknowledged. Breeding may only be used with the consent of the breeding organisation in those livestock for which the insemination is ineffective and uneconomical.
(2) Insemination and mating shall be ensured according to the allocation plans. In particular, the association plans shall lay down the conditions for the assigning of breeders and breeders in the period and circuits.
§ 10
Insemination
(1) Insemination of livestock is ensured by socialist organisations and individual breeders (breeders) of breeding organisations.
(2) Insemination may be carried out only by a worker who has a certificate of insemination competence (hereinafter referred to as "insemination technician") or, where appropriate, by a veterinarian. A breeding organisation shall issue a certificate of insemination eligibility.
(3) In the case of breeding animals of the bovine, ovine, caprine and equine species, breeding animals of the bovine, ovine, caprine and caprine species shall be subject to the following conditions: they may also use semen of their own breeding animals other than bovine semen.
(4) For insemination and semen supplied by the breeding organisation, fees shall be paid according to price regulations.
(5) The Ministry provides for detailed conditions for the insemination of livestock; lay down the obligations of breeders, breeding organisations and insemination technicians to carry out insemination.
§ 11
Mating
(1) The mating of cattle, pigs, sheep, goats and poultry is ensured by socialist organisations at their expense.
(2) The mating of bovine, porcine, ovine and caprine animals of individual breeders is ensured after consultation with the local national committees, and in relation to ovine and caprine animals, as well as the organisation of the Slovak Union of Small-Scale Animals Breeders' Association
(a) breeding organisations; or
(b) socialist organisations with the consent of a breeding organisation.
(3) Breeding of horses is provided by breeding organisations, with the agreement of the breeding organisation as well as by socialist organisations which own or are users of stallions.
(4) The entry of breeding animals of the bovine, porcine, equine, ovine and caprine species shall be subject to the payment of fees under price regulations.
(5) The Ministry lays down detailed conditions for the mating of livestock; lay down the obligations of breeders and breeding organisations to ensure the mating of livestock.
§ 12
Methods of breeding
(1) Breeding of breeds and improving the performance of livestock can be carried out by pure-bred breeding and crossing.
(2) Interbreeding of livestock may be carried out only under the conditions laid down by the Ministry.
(3) With the agreement of the Ministry, the breeding of relatives may also be used in breeding practices specially designed for this purpose.
§ 13
Selection of breeders and use of semen
(1) Only selected breeding animals of the bovine, porcine, equine, ovine and caprine species for which the breeding organisation has issued certificates for use in insemination or admission may be used for breeding.
(2) Certificates for use in insemination or admission for breeding animals obtained in the territory of the Slovak Socialist Republic are issued by the breeding organisation on the basis of a binding opinion of the selection committee. The selection panel shall carry out a selection procedure before issuing an opinion, with the participation of livestock farmers, assessing the degree of value of breeders, the suitability of their use for breeding and medical fitness. Breeders may object without delay to the selection panel's opinion announced in the selection procedure. The selection committee shall decide on them immediately on the spot.
(3) Certificates for use in insemination or admission for breeding animals and certificates for use of semen obtained outside the territory of the Slovak Socialist Republic are issued by a breeding organisation in cooperation with a national veterinary organisation.
(4) The breed organisation shall amend or revoke the certificate issued if the suitability and eligibility of the breed for breeding changes.
§ 14
Breeding of poultry
Only breeders (their semen) and breeding breeders (Section 22 (2)) may be used for breeding of poultry under the conditions laid down by the Ministry.
§ 15
Breeding
(1) Breeding organisations shall:
(a) breeding bulls for the insemination of breeding animals of all breeders;
(b) breeding boars, stallions, rams and goats for the insemination of breeders' breeding animals other than those of socialist organisations which carry out the insemination of their own breeding animals themselves (Section 10 (3));
(c) breeding bulls, boars, rams and goats for breeding of individual breeders;
(d) breeding stallions for the introduction of fillets by breeders other than those of socialist organisations owned by stallions (§ 11 (3)).
(2) At their expense, the Socialist organisations shall obtain breeding bulls, boars, rams and goats for the mating of their own breeding animals and, where appropriate, of individual breeders (Article 11 (2) (b)).
(3) Socialistic organisations may obtain at their expense:
(a) breeding boars, stallions, rams and goats for the insemination of their own breeding animals or, where applicable, of individual breeders (Section 10 (3));
(b) breeding stallions for the introduction of their own mare or, where applicable, of breeding stallions (§ 11 (3)).
(4) At their expense, the Socialist organisations are responsible for procuring poultry breeders.
(5) Individual breeders may, with the agreement of the breeding organisation, arrange for breeding bulls, boars, rams and goats to mate their own breeding animals at their own expense.

Breeding measures
§ 16
Performance check and performance check
(1) The performance check and the verification of the inheritance of the performance characteristics are basic breeding measures the results of which are the basis for the selection of livestock.
(2) The performance check shall determine the performance and performance of livestock and their suitability for a particular breeding technology.
(3) By checking the inheritance of the performance characteristics, the data necessary for the determination of the breeding value of livestock, in particular of breeders, shall be collected.
§ 17
Execution of performance checks and checks on the inheritance of performance characteristics
(1) Breeding organisations shall determine, after consultation with the county agricultural administrations in which livestock holdings are to be subject to performance checks and to a performance check; they carry out these checks themselves and are obliged to:
(a) to identify and keep records of data relating to the performance and inheritance checks of performance characteristics;
(b) evaluate and publish the results obtained in controlled livestock holdings and test facilities; in the case of breeding animals, evaluate and publish only the results of the performance check;
(c) to provide livestock farmers with timely information on the results of performance checks and checks on the inheritance of performance characteristics and to carry out advisory activities related to performance checks and performance checks;
(d) to use data on the results of the health check from the national veterinary organisation in establishing the breeding value, in particular of breeders.
(2) Breeders in whose livestock holdings are subject to performance checks and inheritance checks shall:
(a) to create appropriate conditions for breeding organisations to identify the necessary data;
(b) keep records established by the Ministry;
(c) to hand over to the breeding organisation the offspring - in poultry, the hatching eggs which it chooses for breeding to a common control establishment in order to ensure the reproduction of breeding animals and the need for testing, in return for the payment provided for in the price regulation.
(3) The extent and method of carrying out performance checks and checks on livestock performance and methods of selection are specified by the Ministry.
(4) The performance check and the performance check shall be paid in accordance with price regulations.
§ 18
Evaluation of livestock
(1) The livestock shall be evaluated on the basis of the results of performance checks and checks on performance characteristics, health checks and a direct assessment of their characteristics and characteristics. The purpose of the evaluation is to determine the use of livestock for breeding.
(2) Breeders of bovine, porcine, equine, ovine and caprine animals are evaluated by the selection committee for the inclusion of breeding animals (§ 7 (1) (a)).
(3) Breeding organisations shall evaluate breeding animals referred to in paragraph 2 and their progeny for their use in the production of breeding animals and breeding animals and their inclusion in breeding or breeding animals.
(4) The breeders of poultry
(a) the recognition committee when it is included in breeding holdings;
(b) breeding organisations when they are included in breeding holdings.
(5) Breeding organisations systematically keep herd books and register excellent breed societies.
§ 19
Business performance control
Socialists' organisations shall carry out farm checks on the commercial characteristics of livestock in those holdings of bovine, porcine and ovine animals in which the breeding organisation does not carry out performance checks.
§ 20
Origin of livestock
(1) The origin of the livestock shall be identified and recorded by breeding organisations for their selection and use in breeding on the basis of data from insemination, mating and performance control and, where appropriate, the use of relevant biological tests.
(2) Breeding organisations shall determine for which livestock in which holdings and how the origin established must be verified. Where farmers so request, the established origin of the livestock shall be verified at their expense.
(3) Breeding organisations shall verify the established origin of the livestock and issue certificates of the result of the verification.
§ 21
Labelling of livestock
For the identification and registration of livestock, the Ministry shall determine which livestock must be marked and how they shall be labelled.
§ 22
Breeding livestock
(1) Individual livestock breeds are bred in breeding and breeding farms, poultry breeds in breeding farms.
(2) Breeding breeds have improved the hereditary of characteristics in livestock populations and are mainly produced by excellent breeding and breeding animals for further breeding of breeds and for the needs of other breeds. In breeding poultry, the breeds of each species of poultry for breeding purposes are improved.
(3) Breeding animals shall produce high-quality breeding animals for the purpose of breeding; in selected breeding animals and quality breeding animals, especially for the needs of breeding animals. Breeding organisations recognise and abolish breeding animals, identify selected breeding animals; issue a certificate.
(4) The Ministry lays down the conditions for the recognition and abolition of breeding and breeding animals and the obligations of breeders.
(5) For the purpose of special practices in the breeding of livestock breeds, the Ministry may authorise other forms of breeding for the time needed to fulfil their functions.

ČÁST PÁTÁ

Sale and purchase of livestock, semen and hatching eggs
§ 23
(1) Only:
(a) breeding organisations;
(b) breeders through breeding organisations.
(2) Only breeding organisations may sell and purchase breeding animals. Only breeding organisations may sell semen of their own breeding animals.
(3) To sell and purchase breeding animals referred to in national technical standards *), hatching eggs and sports horses may only:
(a) breeders among themselves, or, where appropriate, of sheep and goats, also through the Slovak Small Animal Breeders' Association;
(b) breeding organisations which may also facilitate such sale and purchase between breeders.
§ 24
The import and export of farmed animals which could be used for reproduction, import and export of semen, hatching eggs and sports horses shall be subject to prior approval by the Ministry. At the same time, the Ministry shall determine the conditions for the use of imported livestock, semen and hatching eggs.

Penalties and special measures
§ 25
Save fines
(1) Failure to comply with obligations under this Act and its implementing provisions may be imposed:
(a) for breeding organisations, socialist and non-socialist organisations, a fine of up to 50 000 CZK and, in the event of serious or repeated infringement of those obligations, a fine of up to 100 000 CZK;
(b) a fine for the citizens of the offence. * *)
(2) The fines referred to in paragraph 1 shall:
(a) the Ministry of Breeding Organisations;
(b) regional national committees, after consultation with the district agricultural administration of socialist and non-socialist organisations and citizens, as a rule on a proposal from a breeding organisation.
(3) The fines apply to the state budget of the Slovak Socialist Republic.
§ 26
Imposition of specific measures
(1) The Ministry may impose specific measures on breeding organisations and regional national committees, after consulting the regional agricultural administration, on other organisations and citizens, as a general rule on the proposal of a breeding organisation, to ensure the development of the breeding activity in livestock farming.
(2) As a special measure, the castration breed, the resistance of the breed, the prohibition on the sale of breeding animals and breeding animals, the prohibition on hatching and the sale of hatching eggs and chickens for breeding may be imposed. In particular, the purpose of imposing specific measures is to prevent further infringements of obligations for which a fine has been imposed pursuant to Paragraph 25; they may also be imposed separately.

ČÁST SEDMÁ

Common and final provisions
§ 27
(1) Measures of breeding organisations, selection and recognition committees, as well as central selection and recognition committees, are not subject to administrative rules.
(2) The breed organisations' measures taken pursuant to Articles 13 (4) and 22 (3), second sentence may be objected to within 15 days by the selection or recognition boards which shall decide on them definitively within 60 days.
(3) The objections submitted within 15 days against the measures taken by the selection and recognition committees pursuant to Article 7 (1) (b) and Article 7 (2) (b) shall be definitively decided by the latter within 60 days.
§ 28
The provisions of this Act shall not apply to scientific research activities in breeding, carried out under an approved scientific research plan.
§ 29
The Ministry may provide for a decree to which other animals and to what extent the provisions of this Law apply.
§ 30
The Ministry of Agriculture and Nutrition of the Slovak Socialist Republic shall, in agreement with the central authorities involved, issue provisions for the implementation of this Act, which provide for:
(a) the conditions of professional competence of professionals (Section 4 (2));
(b) details of the selection and recognition committees and the central selection and recognition committee (Sections 6 and 7);
(c) recognised and authorised breeds and livestock types (Section 8);
(d) the conditions of competence of insemination technicians, closer to the conditions of insemination and mating of livestock, the obligations of breeders, breeding organisations and insemination technicians in carrying out insemination and the provision of mating of livestock (Sections 10 and 11);
