Ministry of Education and Culture
of 14 December 1966
on the labelling of foreign graduates of Czechoslovak universities
The Ministry of Education and Culture, in agreement with the participating central authorities, provides, pursuant to § 19 (2) of Act No. 19 / 1966 Coll., on Higher Education:
(1) Foreign graduates of Czechoslovak universities give the relevant Czechoslovak universities degrees and give them diplomas according to the provisions of Sections 14 and 15 of Act No. 19 / 1966 Coll., on Higher Education.
(2) The faculty at which they completed their studies shall issue a certificate of completion to the graduates referred to in paragraph 1, including a statement of all the subjects they have received during the course of their studies and a statement of the examinations they have carried out during their studies at the faculty concerned. Confirmation of the examinations carried out is issued by the faculty as required by the graduate in Russian, English, French, German, Spanish or Latin.
(1) Foreign graduates of Czechoslovak universities ("graduates")
(a) the university course with the exception of graduates of medical studies, graduates of the faculty of teaching and graduate teachers at the Faculty of Physical Education and Sport and at the Faculty of Science and Philosophy;
(b) technical direction,
(c) the economic direction;
(d) agriculture, with the exception of graduate veterinary studies;
issue a university where they have completed their studies, in addition to the diploma provided for in Paragraph 1 (1), if they so request for use abroad, also a diploma in English or French with a designation customary in reaching the appropriate university qualification in the area in which they will operate (Section A of the Annex).
(2) Graduates of medical and veterinary faculties shall be awarded a university at which they have completed their studies, in addition to the diploma provided for in Paragraph 1 (1), if they so request for use abroad, a diploma in Latin.
(3) Graduates of the Faculty of Education and Teaching at the Faculty of Physical Education and Sport and at the Faculty of Science and Philosophy, where they have completed their studies, in addition to the diploma provided for in Section 1 (1), shall, if they so request for use abroad, give a certificate of teaching competence indicating the type and degree of the school at which they are competent to teach and apply in English or French (Section B of the Annex).
Graduates who have carried out a rigorous examination under the Rigoroni Code (*) shall be awarded a degree in the Latin language (section C of the Annex) in addition to the diploma provided for in Paragraph 1 (1).
In the case of students who have obtained professional qualifications other than as a teacher at Czechoslovak higher education institutions and who have also acquired teaching qualifications in parallel or in addition, the faculty at which they obtained teaching qualifications, if they so request for use abroad, shall issue a certificate in English or French on the achievement of teaching competence, indicating the type and degree of the school at which foreign graduates are competent to teach and enumeration (Section B of the Annex).
Exact records shall be kept of diplomas, testimonies and attestations issued. Diploma records shall be kept by the rectory of the relevant university, the report report and the certificate of the examinations carried out by the Dean of the relevant faculty.
This decree shall take effect on 1 January 1967.
