Ministry of Education and Culture and State Commission on the Development and Coordination of Science and Technology
of 18 October 1965
on the registration of foreign literature
In order to ensure full and economical use of foreign literature coming to CSSR for the development of the national economy and for scientific and educational purposes, the Ministry of Education and Culture, together with the State Commission for the Development and Coordination of Science and Technology, and in agreement with all participating authorities and bodies pursuant to § 12 of Act No. 53 / 1959 Coll., on the Single System of Libraries and pursuant to § 8 of Act No. 17 / 1962 Coll., on the establishment of the State Commission for the Development and Coordination of Science and Technology:
(1) The State Library of the CSSR and the University Library of Bratislava (hereinafter referred to as the "Central Library") set up a central register of foreign literature.
(2) Foreign literature referred to in paragraph 1 shall be understood as book and magazine literature obtained permanently from abroad by buying, exchanging and offering, with the exception of the literature from socialist states obtained by purchasing in the cultural centres of socialist states in CSSR and in the state book trade. The registration shall also not apply to literature intended for sale in a state book store and to classified material.
(1) In order to carry out the tasks referred to in § 1, all libraries of the single system, other institutions, bodies and offices (hereinafter referred to as the "acquirer") are required to report any permanent acquisition of foreign literature by the acquirer in the Czech regions of the State Library of the CSSR, the acquirer in Slovakia of the University Library of Bratislava.
(2) The report shall be sent within six weeks of the acquisition of foreign literature in duplicate on the registers describing the publication containing:
(a) for book publications: the surname and name of the author, the name of the book, the sub-title, the place of issue, the name of the publisher and the year of issue, the number of pages, the name and address of the transferee, the signature, the description of the method of acquisition (N - purchase, V - exchange, D - gift, Dep - deposit) and the character of the material or other professional classification used by the transferee;
(b) in the case of magazines and newspapers: name, sub-title, place of issue, title of publisher and year of issue, year, periodicity, signature, name and address of the transferee, method of acquisition [as in (a)] and character of the material classification used by the transferee.
(3) For magazines and newspapers, the acquisition of the first number of the year shall be reported as from 1 January 1965; only changes are reported. No reports are sent about individual numbers.
(4) For reporting, the acquirer may use cataloguing lists and lists of magazines and newspapers processed for its own use, provided that they contain the information referred to in paragraph 2.
(5) If the acquirer uses classifications other than Soviet or international decimals, the central libraries shall send a system of classification in kind, at least in basic fields, in the first reporting.
(1) The central libraries shall, within regular time limits, exchange duplicates of registers and build a comprehensive catalogue of foreign literature. On the basis of these name catalogues, they will draw up lists of foreign literature from individual fields, namely social, natural, technical, agricultural and medical sciences; they will continue to draw up basic inventories of newspapers and journals.
(2) The main bibliographic centres, which are the State Library of the CSSR for social and natural sciences, the State Technical Library for technical sciences and the Central Agricultural and Forestry Library for agricultural sciences, the State Medical Library for medical sciences, will build up material catalogues according to the lists of foreign literature from individual fields.
The central libraries, together with the main bibliographic centres, will in particular be used for the use of the Foreign Literature Records issued pursuant to § 3
(a) provide information to interested parties on foreign literature, both general and individual publications;
(b) to compile and publish special bibliography,
(c) to facilitate borrowing of foreign literature through an interlibrary borrowing service. *)
(1) With the approval of the Ministry of Education and Culture and of the State Commission on the Development and Coordination of Science and Technology, the central libraries will issue detailed methodological guidelines for the implementation of this Decree.
(2) This Decree shall take effect on 1 January 1966.
