on unused waste and spent lubricating oils.
According to § 41 (4) of Act No. 241 / 1948 Coll., on the first five-year Economic Plan for the Development of the Czechoslovak Republic (Act on the Five-Year Plan), the Minister of Chemical Industry provides:
The implementation of the national nationaleconomic plan requires the full use of spent and waste lubricating oils ("waste oils').
All consumers of mineral lubricating oils shall be obliged to capture, collect and carry to collection centres.
(1) The exclusive collection of waste oils is entrusted with the main management of sales of the Ministry of Chemical Industry for the entire territory of the Czechoslovak Republic.
(2) The main management of sales of the Ministry of Chemical Industry will notify all consumers in an appropriate manner of collection sites.
(1) Compulsory collection shall cover the following types of waste oils:
(a) air oils;
(b) automotive and tractor motor oils;
(c) turbine, transformer, compression, transmission and bearing oils.
(2) Mandatory collection does not apply to cutting, lubricating and emulsifying oils and bearing oils used on locomotives.
The compulsory collection of waste oils shall be determined from purchased, after the mineral oils consumed, at least to the following amounts:

| u turbinových olejů | 70%, |
| u transformátorových (isolačních) olejů | 70%, |
| u kompresorových olejů | 30%, |
| u převodových olejů | 20%, |
| u ložiskových olejů | 10%. |
(1) The obligation to remove waste oils from the collection shall be waived where the consumer:
(a) regenerates spent turbin, transformer or compressor oil in an approved own regeneration station;
(b) purifies the waste bearing oils for further use in its own plant,
(c) use the oil purchased for export purposes, as the first filling of newly produced machinery or for study, research and other purposes.
(2) Consumers carrying out regeneration or cleaning of waste oils in their own plant are required to report quantities of regenerated or purified oil by species in the previous month to the main management of the supply to the Ministry of Chemical Industry by the 10th of each month.
Consumers of special oils, in particular transformer, turbin, compressor and aviation oils, are permitted to perform regeneration in wages.
(1) Regeneration stations are mineral oil refiners and their subsidiary plants designated by the Ministry of Chemical Industry.
(2) Regeneration stations report to the main management of the supply of the Ministry of Chemical Industry once a month the quantity of oils recovered by species.
Individual types of waste oils must be submitted according to the types referred to in Paragraph 4 (1) and must not be destroyed or mixed with each other prior to their collection.
(1) The main management of sales by the Ministry of Chemical Industry will pay the following prices per 100 kg net weight for the waste oils removed:

(2) These prices shall be understood as having been paid at the nearest railway station of the collection centre or, where appropriate, at the franc collection station using other means of transport, provided that the maximum water and dirt content of waste oils is not more than 2%.
(3) When the price components are changed, the Ministry of the Chemical Industry may amend the prices set accordingly.
The Minister for Chemical Industry may authorise exemptions from the provisions of this Regulation.
This Regulation repeals the Order of the Central Division of Mineral Oils and Fuels No 580 / 1949 Ú. l. I, on the arrangements for the collection and regeneration of used and waste mineral oils and the Order of the Supreme Office of Price No. 1172 / 1948 Ú. l. I, on the prices of waste (used) mineral oils.
This Regulation shall enter into force on 1 January 1953.
