GOVERNMENTS OF THE CZECH REPUBLIC

In accordance with Articles 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic,
Government of the Czech Republic
Announces
for the territory of the South Bohemian Region, the Pilsen Region, the Karlovy Vary Region, the Vysočina Region, the Liberecký Region, the Králové Hradec Region for Trutnov, Náhád, Jicín Region, the Moravskoslezský Region for Bruntál County and the Central Bohemian Region for Benešov, Příbram, Kutná Hora and Kolín, due to a crisis situation arising, consisting of a threat to lives, health and a significant extent of a threat to property as a result of a major natural disaster

for the period from 05.00 hours on 25 January 2007 to 24.00 hours on 5 February 2007.
I.
The Government of the Czech Republic orders these crisis measures to address the crisis situation
(a) a prohibition on the entry, residence and movement of persons in forests in the territories for which an emergency is declared, with the exception of persons carrying out winding-up work and the authorities of the Supreme State Surveillance in the Forests and the Czech Environmental Inspection Office;
(b) the implementation of field adjustment where this is necessary in the context of a crisis situation to mitigate or avert the public threat arising from a crisis situation.
II.
In the context of the declaration of an emergency situation, the territory for which the emergency situation is declared shall be limited to the time strictly necessary and to the extent strictly necessary:
(a) the right to conduct business activities which would jeopardise, distort or impede the implementation of crisis measures, with the exception of activities related to liquidation operations;
(b) the right of ownership, in such a way that forest owners whose forests have been affected by large-scale wind calamities are required to process damaged crops with priority and without undue delay.
III.
1. The Central Crisis Staff is not activated for emergency response.
2. The Minister for Agriculture is responsible for coordinating the crisis situation.
IV.
This Decision shall take effect on 25 January 2007 at 05.00. It shall expire on 5 February 2007 at 24.00.
