Ministry of Health of the Czech Socialist Republic
of 22 January 1988
on compulsory reporting of termination of pregnancy, death of the child and death of the mother
The Ministry of Health of the Czech Socialist Republic provides according to § 70 paragraph 1 (c) of Act No. 20 / 1966 Coll., on the care of the health of the people:
Preliminary provisions
(1) Medical establishments shall record:
(a) termination of pregnancy by the birth of a live or dead child or by abortion;
(b) the death of the child within 168 hours of birth; and
(c) the death of a mother related to pregnancy, childbirth or abortion which occurred within 42 days of the termination of pregnancy ("mother's death").
(2) On the basis of the records referred to in paragraph 1, health care establishments shall carry out, in cooperation with district and regional experts for the relevant fields of analysis, in order to improve the level of maternal and child care.
Basic concepts
(1) The birth of a live child means the complete removal or removal from the mother's body if the child shows at least one of the signs of life and has a birth weight
(a) 500 g or more; or
(b) less than 500 g if it survives 24 hours after delivery.
(2) Signs of life are breath or action of the heart or pulsation of the cord or active muscle movement, even if the cord has not been interrupted or the placenta has not been spread.
The birth of a dead child means complete removal or removal from the mother's body if the fetus does not show either of the signs of life and has a birth weight of 1000 g or more.
(1) Miscarriage means the termination of a woman's pregnancy
(a) the fruit does not show any sign of life and its birth weight is less than 1000 g and, if it cannot be ascertained, if the pregnancy is less than 28 weeks;
(b) the fruit shows at least one of the signs of life and has a birth weight of less than 500 g but does not survive 24 hours after birth,
(c) a fetal egg without a fetal or pregnant mucosa has been removed from the woman's uterus.
(2) An abortion means also the termination of an ectopic pregnancy or the artificial interruption of pregnancy carried out in accordance with specific regulations. 1)
Birth report
Reports of the birth of a living or a dead child are given by medical devices (2) and are carried out according to the matrix regulations. (3) The report shall be submitted next to the national committee responsible for the management of the matrices also to the district paediatric expert responsible for the place of residence of the mother.
Death report
Reports of the birth of a dead child, of the death of a child within 168 hours of childbirth and of the death of the mother are given by healthcare institutions (4) and are carried out according to the matrix regulations. 5) The report shall be submitted next to the national committee responsible for the management of the register
(a) in the event of the birth of a dead child and the death of a child within 168 hours of birth, also to district experts in the field of pediatrics and in the field of gynaecology and obstetrics responsible for the place of residence of the mother;
(b) in the event of the death of the mother, also immediately to the regional expert in the field of gyno and obstetrics responsible for the place of residence of the mother.
Abort report
Termination of pregnancy by abortion pursuant to § 4 (1) and termination of ectopic pregnancy shall be reported in the same way as artificial discontinuation of pregnancy is reported. 1), 6)
Termination of multiple-fruit pregnancy
When a multiple-fruit pregnancy is terminated, each foetus shall be assessed separately for reporting purposes. The criteria set out in Sections 2 to 4 are crucial.
