DECLARATION
Ministry of Education of the Slovak Socialist Republic
of 6 February 1970
amending and supplementing Decree No. 111 / 1965 of the Ministry of Education and Culture Coll., on final apprenticeship examinations, as amended by Decree No. 11 / 1968 Coll. *)
The Ministry of Education of the Slovak Socialist Republic provides in agreement with the Ministry of Labour and Social Affairs of the Slovak Socialist Republic, the Slovak Council of Trade Unions and other participating bodies pursuant to § 228 (4) of the Labour Code No. 65 / 1965 Coll.:
Čl. I
Decree No 111 / 1965 of the Ministry of Education and Culture as amended by Decree No 11 / 1968 Coll. is amended as follows:
1. Paragraph 2 reads as follows:
"(1) The final apprenticeship examination may be carried out by apprentices who have benefited from vocational training and from compulsory teaching subjects prescribed by the teaching plan of the final year of the relevant teaching field.
(2) The final apprenticeship examination may exceptionally also be carried out by staff or members of the cooperative (hereinafter referred to as "workers"),
(a) who have acquired the knowledge and skills prescribed by the curriculum and curriculum * *) of the field of study from which they intend to perform the final apprenticeship examination (hereinafter referred to as the "relevant field of study");
(b) if the organisation which is engaged in work or work relationship (hereinafter referred to as "employment relationship") corresponding to the relevant field of study, exceptionally in agreement with the Trade Union Committee, has authorised the final apprenticeship examinations to be carried out and has confirmed on the application that, after 18 years of age at the date of completion of the final apprenticeship examination (16 June to 31 August), they have carried out the appropriate experience required in paragraph 4 for the period prescribed for the relevant field of study;
(c) who have successfully passed the examination of all the subjects of the school concerned at the apprenticeship school or at the vocational school (hereinafter referred to as the school).
(3) The examination shall not be carried out by staff who have a secondary, full secondary, higher vocational or university education of the same or related field. Graduates of two-year girls' vocational schools shall pass an examination of those vocational subjects which were not part of their previous studies or whose content and scope according to the curriculum and curriculum do not correspond to those of the school. * * *)
(4) The required practice is the period of practical activity in employment corresponding to the relevant field of study:
(a) which is held for a period equal to the time of the teaching ratio of the relevant teaching sector, extended by 1 year;
(b) in the case of staff with full secondary general education or full secondary vocational training in another direction, after such education has been completed, for a period corresponding to the period of the relevant field of education for apprentices from secondary education graduates, extended by 6 months:
(c) in the case of workers with a secondary vocational or full secondary vocational training of the same or related field, held after such training has been completed for one year;
(d) in the case of graduates of two-year-old vocational schools, held after the successful completion of that school in employment for at least 2 years according to the specific professional focus of the girls vocational school or individual classes, of which at least 1 year after the age of 18;
(e) for staff who have interrupted the study of the same or of a related teaching profession at a vocational, secondary vocational or university school, 1 year shall be included in the period of the required practice if they have suspended the study after the successful completion of the second year, 2 years after the successful completion of the third year and 3 years after the successful completion of the fourth and senior years.
The required practice shall not include the period of practical activity performed in the secondary employment relationship.
According to points (b) and (c) of paragraph 4, the required experience shall also be assessed for workers with higher professional or higher education.
(5) Workers who have not completed their training for a profession in a teaching relationship but who fulfil the conditions laid down in paragraph 2 shall be counted in the required practice for a certified period of the teaching relationship before 18 years of age. The examinations at the school shall be carried out on those professional subjects in which they have failed in the course of their studies or have failed.
(6) Teaching staff in a related field of instruction who, after 18 years of their age, fulfil the practice required for the completion of the final apprenticeship examination from the second field of study, established by the organisation in the range of 6 to 12 months, and who have exceptionally been authorised by the organisation in agreement with the competition committee of the trade union to perform the final apprenticeship examination from the second field of study, shall have a separate examination from the professional subjects of that field at the school.
(7) Apprenticeships are held by the final apprenticeships according to the registers of the last years of vocational training and apprenticeships and are not applied for.
(8) The appointment list of staff, completed and validated forms of applications for the examination of technical subjects and for the final apprenticeship examination will be sent to the Ministry of Education of the Slovak Socialist Republic by 31 January at the latest. The organisations shall be responsible for the accuracy of the information in the applications submitted and for the compliance of the tenderers. The Ministry of Education of the Slovak Socialist Republic will examine whether, according to the information provided on the applications, the applicants meet the conditions laid down, then send the applications received for examinations from the professional subjects to the schools and applications for final apprenticeship examinations to the examination committees. If the Ministry of Education of the Slovak Socialist Republic finds that the applicant does not meet the conditions laid down, it shall return the applications with justification to the organisation. Schools shall inform applicants in writing of the place, date and hour of examinations of professional subjects, at least 14 days before the examination. The examination committee shall inform the applicant in writing at least 14 days in advance of the place, date and hour of the written, practical and oral final apprenticeship examinations.
(9) A certificate of examination from professional subjects, or a certificate for all the years of the school concerned, or a certificate from the final school, or a certificate of completion (diploma, diploma) or a related teaching course (teaching certificate), shall be submitted by staff to the Examination Board in person before the beginning of the final apprenticeship examination.
(10) Tests on professional subjects shall be carried out by staff from 2 May to 31 May. The final apprenticeship examinations shall be carried out by apprentices or staff from 16 June to 31 August. For graduates of secondary general education in a teaching relationship with 1 1 / 2 years of teaching time and in particularly justified cases where the apprenticeship has not completed the final apprenticeship exam in due course, the date of the final apprenticeship examinations shall be determined by the Ministry of Education of the Slovak Socialist Republic. Corrective examinations of professional subjects shall be carried out by staff from 1 October to 31 October. The final examinations shall be completed in full between 1 November and 31 December. '
2. Paragraph 3 (2) reads as follows:
"(2) The test committee is four. In the case of agricultural vocational schools administered by the Ministry of Education of the Slovak Socialist Republic, a representative of the agricultural organisation is also a member of the examination committee; in this case, the committee will be five members. The Chair shall be a trainee from another apprenticeship establishment responsible for the exercise of state supervision over apprenticeship education, or another well-established educator, normally with five years of professional teaching experience; it is appointed by the Ministry of Education of the Slovak Socialist Republic by 31 January at the latest. The Vice-President is a member of the organisation which provides the final apprenticeship examinations. The members of the examination committee shall be master of vocational training and teacher of professional subjects for the relevant field of study. The Vice-President and the members of the Commission shall propose the heads of the apprenticeship establishment and appoint them, after consultation with the Trade Union Committee and the Chairman of the Examination Committee, the Head of the Organisation which provides the final apprenticeship examination by 31 January. ';
3. Paragraph 3 (5) (e) reads as follows:
"(e) reports on the progress and results of the final apprenticeship examinations to the head of the organisation which provided the final apprenticeship examinations and the Ministry of Education of the Slovak Socialist Republic."
4. Paragraph 5 (2) reads as follows:
"(2) In the final evaluation, the examination committee has a teaching contract, a ID card, a certificate for all years of the teaching relationship, a comprehensive evaluation of the apprenticeship over the whole period of the teaching relationship (concentrated mainly during the period of professional development), documentary evidence of the written, practical and oral examination, a checklist on the final apprenticeship examination and a report on the final apprenticeship examinations. In the case of staff, the examination committee shall have at its disposal a working report confirming that the staff member at the previous workplace has acquired the knowledge and skills set out in the teaching documents of the relevant teaching field, a certificate of examination of the professional subjects, or a certificate of proficiency for all the completed years of the relevant school or a certificate of completion (diploma, diploma) or a certificate of education in the relevant teaching field. '
5. Paragraph 5 (4) (b) reads as follows:
"(b) has benefited very well,
if, from a written, practical and oral examination, at least a sign of praise or a written or oral examination, one mark is excellent and the other at least good; and
- the apprentice does not, according to the last assessment of vocational training and all compulsory general subjects and subjects *) have a mark of any subject worse than good and the average benefit is at least 2,5;
- the worker does not have a grade worse than good in any subject examination certificate and the average benefit is at least 2,5;
the staff referred to in Article 2 (5) and (6) shall also be included in the last evaluation of the other professional subjects of the field concerned. '; * *)
6. Paragraph 8 (1) reads as follows:
"(1) The organisation of the final apprenticeship examinations shall bear the costs of material and personnel costs incurred by the organisations for which the examinations are carried out. Where the organisation is subject to final apprenticeship examinations and apprentices or staff of another organisation, the organisation concerned shall pay a proportion of the costs. The costs include fees for the performance of examiners in the final apprenticeship examinations. '
7. Paragraph 8 (2) reads as follows:
"(2) For the repair, analysis and assessment of written work of the final apprenticeship examinations, the examiners shall receive a reward of 8 CZK per hour; the standard for correcting one written work is set at 30 minutes. For the examination of staff from professional subjects before the final apprenticeship examinations, the reward shall be 12 CZK; the standard for testing one worker from one subject shall be 30 minutes. '
8. Paragraph 8 (3) reads as follows:
"(3) For pedagogical supervision in written examinations and professional supervision in practical examinations, the remuneration is 8 Cds per hour (not teaching). For oral examination, for assessment of the results of the practical examination and final evaluation, the reward is 12 CZK per hour. Such remuneration shall not be granted to members of the Examination Board if, for reasons of general interest, they are granted leave with compensation for their salary. ';
