GOVERNMENT REGULATION
of 24 January 1962
on the deepening of the organisation of agricultural management by national committees
The consolidation of socialist production relations in agriculture, the construction of a socialist village and the development of agricultural production, in line with the development of the entire national economy, requires further management and organisational work by national committees. This is still weakened by the fact that agricultural tasks are still being carried out in practice by agricultural committees and trade unions without more effective support and active participation of other committees and trade unions of national committees.
Therefore, the Government of the Czechoslovak Socialist Republic orders pursuant to § 45 paragraphs 1 and 2 (a) of Act No. 65 / 1960 Coll., on National Committees:
§ 1
(1) The management of agriculture, the creation of assumptions for raising its level to industrial level, is a matter for the entire national committee, for all its institutions.
(2) Each Commission and national committee department is directly involved in ensuring agricultural development. Therefore, the work content of agricultural commissions and trade unions shall be determined in accordance with the same principles as for other sectoral commissions and trade unions.
(3) The work content of the National Committee's commissions and trade unions shall be adapted in particular in the following directions:
(a) the Agricultural Commission and the Department shall, in particular, organise the comprehensive development of agricultural production, the increase in its technical level and efficiency, the introduction and consolidation of cooperative farming methods and the deepening of socialist production relations in agriculture; their organisational work is aimed at direct assistance to agricultural establishments;
(b) the Planning Commission and the Department shall assume the tasks of planning agricultural production and buying;
(c) the Financial Commission and the Department shall assume tasks relating to the financing of agriculture, the management of property law and the management of accounting records in agricultural establishments;
(d) the Commission and the Department of Education and Culture shall assume the tasks of managing agricultural and forestry education, including school goods, and shall lick up and take care of the development of cultural activities in agricultural establishments;
(e) the labour force shall assume the tasks of recruiting young people to agricultural vocational schools and agricultural and forestry apprenticeships;
(f) the Internal Affairs Department shall assume the tasks of issuing hunting and fishing tickets and recording of hunting weapons.
Details of the work content of the committees and trade unions on the agricultural sector are contained in principles approved by the Government.
(4) The other commissions and trade unions pay particular attention in the performance of their tasks to those tasks whose performance is conducive to the development of agriculture.
(5) The National Committee and its Board consolidate the activities of all the commissions and trade unions, regulate and coordinate their assistance to the single agricultural cooperatives, state goods and other agricultural establishments in such a way that they are consistent and that their contact with agricultural establishments is as simple as possible.
§ 2
(1) Secondary agricultural and forestry technical schools, agricultural and forestry master schools, agricultural vocational schools, apprenticeship schools of agricultural and forestry schools, school goods and climbing and other their purpose facilities are transferred from the agricultural sector to the education and culture sectors.
(2) Machinery and tractor stations are subordinate to regional national committees and are integrated into regional agricultural engineering undertakings. According to the principles established by the Government, the Regional National Committees participate in the management of machinery and tractor stations and use them to develop agricultural production in the district.
§ 3
Paragraph 68 of the last sentence of Decree-Law No 71 / 1960 Coll. on the fact that the Department of Agriculture provides for comprehensive planning and budgetary work on the agricultural sector is hereby repealed.
§ 4
This Regulation shall enter into force on 1 March 1962.
