amending and supplementing the law on elections to national committees
The National Assembly of the Czechoslovak Republic decided on the following Act:
Act No. 14 / 1954 Coll., on National Committee Elections, is amended as follows:
Article 1 (7) (2) reads as follows:
"(2) In municipalities with more than 5,000 people on the electoral lists, the local national committee council will arrange for the list of voters living in the house to be included in each house. In the larger municipalities, which are less than 5,000 registered persons and determined by the Council of the District National Committee, the Council of the Local National Committee shall arrange for a list of voters who live in the House to be included in each house."
2. Article 9, including the title, reads:
"Election card.
Voters who, from the time when the electoral lists are unloaded to the election date, will move, as well as voters who, for serious reasons, will not be able to vote in the constituency in whose electoral list they are entered, will issue an election card at their request and remove it from the electoral list. The Voting Card authorises the entry on the list of voters in another constituency. The minutes shall be carried out by the Board of the local national committee of new residence (place of residence), on the day of the elections by the District Election Commission. The voter card shall be withdrawn and added to the voter list. ';
3. Article 12 (2) reads as follows:
"(2) For elections to the Central National Committee, so many constituencies will be created, that every 4,000 people will receive one constituency."
4. Paragraph 22 (2) reads as follows:
"(2) For elections to the Central National Committee, there will be so many constituencies that one constituency will fall for every 1,500 people."
5. Article 27 (2) reads as follows:
"(2) There are so many constituencies to be created for the election of individual national district committees, that for every 500 people, one constituency will fall; However, there shall be at least 50 constituencies. ';
6. Article 32 (2) reads as follows:
"(2) For elections to regional national committees, so many constituencies will be created, that every 7,000 people will receive one constituency, at least 75 constituencies."
7. Paragraph 47, including the title, reads:
"Election circuits.
(1) Election circuits for election to local national committees shall be determined by the Board of the local national committee and by the Election Circuits for election to district national committees shall be determined by the Board of the district national committee.
(2) The local national committees will be elected in the municipalities
(a) up to 400 inhabitants, one constituency in which they are elected according to the designation of the District National Committee of 9 or 11 members of the Local National Committee;
(b) between 400 and 600 inhabitants of 12 constituencies;
(c) from 600 to 900 inhabitants, enough constituencies to include one constituency per 50 population, but not more than 15 constituencies;
(d) from 900 to 1,500 inhabitants, enough constituencies to account for one constituency for every 60 inhabitants, but not more than 18 constituencies;
(e) from 1,500 to 2,500 inhabitants, enough constituencies for every 80 inhabitants to include one constituency, but not more than 25 constituencies;
(f) from 2,500 to 6,000 inhabitants, enough constituencies for every 100 inhabitants to include one constituency, but not more than 40 constituencies;
(g) between 6.000 and 20.000 inhabitants, enough constituencies for every 150 inhabitants to include one constituency, but not more than 100 constituencies;
(h) over 20.000 inhabitants, enough constituencies for every 200 inhabitants to include one constituency, but not more than 200 constituencies.
(3) There will be as many constituencies as there will be for election to local national committees.
(4) The lists of electoral districts for elections to local national committees shall be published by the Board of the local national committee no later than 55 days before the election date. The lists of electoral districts for elections to the Circular National Committees shall be published by the Board of the Circular National Committee no later than 55 days before the election date. '
8. Paragraph 55 (3) of the third sentence reads:
"9 (11) or more candidates may be proposed for election to a local national committee in a municipality which forms a single constituency. '
9. Paragraph 66 (3) of the first sentence reads:
"The voter who shows up in the polling room with a voter's license will be put on the constituency list."
10. Paragraph 73 (2) (c) is deleted.
11. Paragraph 76 (2) (b) is deleted.
12. Paragraph 78 (2) of the first sentence reads:
"Nine (11) candidates with the largest number of votes are elected from among those who have received an absolute majority of valid votes."

"New elections shall also be determined by the Regional Electoral Commission if 9 (11) members of the local national committee have not been elected in a municipality with a population of up to 400 inhabitants; '
The Minister of Justice is hereby authorised to declare in the Collection of Laws the full text of the Act on Elections to the National Committees, as is apparent from the later provisions.
This Act shall take effect on the day of its publication; it shall be carried out by all members of the Government.
