Valid Effective from 23.06.1945
11.
Decree of the Minister of Finance
of 12 June 1945
about the provisional issue of the stamp of the stamp valid so far in Czech and Moravian-Silesian countries and the exchange of stamp of the stamp of the former Protectorate of Bohemia and Moravia.
Under Article 2 of the Order of 28 March 1854, No 70, I declare:
1. The stamp of the former Protectorate of Bohemia and Moravia, marked 1939, issued by Decree of 3 November 1939, No. 27 Coll. of 1940, will be replaced provisionally by the stamp of the Czechoslovak Republic marked with that of 1938, issued by Decree of 13 April 1938, No. 83 Coll. The drawings and colours of these stamp stamps are distinguished from the drawings and colours of the original issue referred to in 1938 in the following directions:
(a) the upper printing of the newly issued stamp is carried out in the case of pennies in the colour blue, in the case of crown values in the colour crimson red;
(b) the ornamental motif of the underprint remains unchanged, but it is now carried out in terms of pennies in the colour of red carmine, in terms of crown values in terms of blue;
c) in the case of crown values, the abbreviation of the currency unit "CZK" is replaced by the mere letter "K."
2. The following values shall be used as appropriate in the following steps:
3. The stamp stamp of this newly modified issue 1938 can be used to set up fees, taxes and benefits with immediate effect, but until further action, only in the territory of the Czech and Moravian-Silesian countries.
4. The existing stamp of the former Protectorate of Bohemia and Moravia, marked 1939, can only be used until 31 July 1945, after which day they are taken out of circulation.
The use of these stamp stamps for the provision of fees, taxes and levies after 31 July 1945 will be regarded as non-compliance with the legal duty and will, in turn, have the harmful consequences laid down in the relevant legislation.
In the case of judicial and extrajudicial submissions, the question of when the stamp was used shall be the relevant date on which the court or office was lodged or the post office was handed over to the receipt (recommended).
5. Unused and undamaged stamp stamps taken out of circulation will be exchanged free of charge for stamp stamps in a new arrangement with the authorities responsible for selling the prices of the stamp pension, i.e. for the Land Treasury in Prague and Brno and for the tax offices in the Czech and Moravian-Silesian countries under the following conditions:
The stamps taken out of circulation shall be presented by their sellers and other owners for exchange between 1 August and 30 September 1945 with a list containing the number and price of the stamp by value, their aggregate price and the signature and address of the applicant for exchange.
The applicant shall be obliged to classify the stamp presented by reference to the values in the envelopes on which it shall indicate the value and the number of stamps inserted.
If the Office is not in a position to make an exchange immediately, it shall issue a receipt to the applicant for the taking-over of the stamp, indicating the aggregate price and at the same time informing the applicant of the date on which the exchange will take place. The applicant shall return this receipt when the replacement is made.
The stamps taken out of circulation which have already been used or damaged and whose replacement is permitted under the applicable rules shall be exchanged after deduction of the 10% reduction provided for in Article 21 of the Law of 3 April 1925, No 54 Coll.
Requests for exchange and lists, if submitted by 30 September 1945, shall be a free stamp.
The stamps taken out of circulation, which will be submitted for exchange after 30 September 1945, will be exchanged or replaced only in cases of special consideration and only on the basis of a duly spiced request and after deduction of the above 10% reduction pursuant to § 21 of Act No. 54 / 1925 Coll.
