of 22 April 2015
on the declaration of the National Natural Monuments of Za Potnčířka and the establishment of its closer protection conditions
The Ministry of the Environment provides pursuant to § 79 (4) (h) of Act No. 114 / 1992 Coll., on the Conservation of Nature and Landscape, as amended by Act No. 218 / 2004 Coll., Act No. 312 / 2008 Coll. and Act No. 349 / 2009 Coll.:
Definition of national natural heritage
(1) The National Natural Monument of Za Krnčířka (hereinafter referred to as the "National Natural Monument") is announced.
(2) The national natural monument is situated in the territory of the Olomouc Region, in the cadastral territories of Ohríim, Plumlov and Vícov. The boundaries of the national natural monument shall be determined by closed geometric patterns with direct sides whose vertices are determined by coordinates of the uniform trigonometric network of the cadastral1). The list of coordinates of the vertices of geometric patterns, as they follow, is given in Annex 1 to this decree.
(3) An indicative graphical representation of the territory of the national natural heritage and its protection zone is given in Annex 2 to this Decree.
Subject matter of protection
National natural monuments are protected
(a) associations of acid dry lawns; and
(b) the populations of rare and endangered species of spiny oysters (Carex obtusata) and large-flowered hams (Pulsatilla grandis), including their biotopes.
Closer protection conditions
Only with the consent of the competent nature conservation authority can the national natural monument
(a) authorise or make changes to the types of land or the uses thereof;
(b) permit and carry out changes to finished buildings or changes to buildings before they are completed or to place construction, advertising and information facilities;
(c) permit or carry out geological work related to interference with the land;
(d) to adjust the surface of the road using non-local natural material of the same geological origin;
(e) indicate cycling or hiking routes;
(f) to drive vehicles into the territory of the national natural heritage; consent is not required for vehicles of the essential components of the integrated rescue system2), the municipal police, the armed forces of the Czech Republic in the performance of the tasks of the armed forces and other public authorities in the performance of the public administration and vehicles needed to ensure the management and care of the land,
(g) store items, except for the short-term storage of timber on forest land;
(h) fertilise land or use chemical agents;
(i) planting or planting plants or releasing animals; consent is not required for planting or sowing of the original species of wood in the rebuilding of the forest;
(j) to establish new feeding facilities or slanisks;
(k) to feed or bait animals outside the fattening establishment; or
(l) to build fires, with the exception of burning fires on land intended to fulfil forest functions for forest management purposes.
Efficacy
This Decree shall take effect on 1 June 2015.
