DECLARATION
of 2 April 2003
on the organisation, performance and tasks of the school inspection
The Ministry of Education, Youth and Sports (hereinafter referred to as "the Ministry ') provides, pursuant to Section 19 (8) of Act No. 564 / 1990 Coll., on State Administration and Self-Government in Education, as amended by Act No. 139 / 1995 Coll. and Act No. 132 / 2000 Coll., (hereinafter referred to as" the Act'):
Organisation of Czech School Inspection
(1) Czech school inspections are subdivided into:
(a) headquarters;
(b) inspectors.
(2) The headquarters and inspectors of the Czech School Inspectorate are marked by the Czech School Inspectorate, the name of the workplace and the state emblem of the Czech Republic. 1)
School inspection tasks
(1) In the performance of the school inspection tasks are performed according to the plan of the main tasks of the Czech School Inspection.
(2) The Czech School Inspectorate draws up and modifies a plan of main tasks, using the conclusions of previous school inspections, based on the requirements of the Ministry and taking into account the requirements of the regions, municipalities and other school promoters, preschool facilities and school facilities included in the school network, preschool facilities and school facilities (hereinafter referred to as "school"), school directors, regional authorities, municipal authorities and school councils, and, where appropriate, initiatives from natural and legal persons.
(3) By 30 November each year, the Central School Inspector submits to the Ministry an annual report from the Czech School Inspection Office for the previous school year and by 31 August a plan for the main tasks of the Czech School Inspection Office for the following school year. The Czech School Inspectorate publishes the annual report after approval by the Ministry and submits the findings on the state of education by higher territorial units to the regional authorities and the Municipality of Prahy2 by 31 January of the following calendar year.
School inspection performance
(1) The Czech School Inspectorate carries out school inspections in which it ascertains, assesses and publishes information on the course and results of education and education, (3) ascertains, evaluates and publishes information on the established conditions of education and education, (4) carrying out state control of compliance with the legislation5) and public administrative control of the management of state budgets6) on-the-spot in schools, including schools of practical teaching and practical teaching centres, or in one or more parts of the school.
(2) The Czech School Inspectorate also carries out school inspections in its field of competence to verify the initiatives of the Ministry, other public authorities and persons. 7)
(1) Employment8) Czech school inspections are demonstrated at the start of the inspection activity of delegation9) to carry out school inspection at the school, and further proof of:
(a) a school inspector with a school inspector's card;
(b) by means of a document issued by the inspector;
(c) other staff (10) school inspection with a citizen's card or other identity document.
(2) The school inspector's card and the officer's card shall contain:
(a) a national character;
(b) a photograph of the school inspector or inspector printed with a round stamp of the Czech School Inspection Office;
(c) the name, surname, academic title, or scientific grade, or, where appropriate, the designation of a graduate of a higher vocational school;
(d) the registration number of the licence;
(e) the signature of the central school inspector.
(3) The certificate to carry out inspection activities of the Czech School Inspection Office contains:
(a) the name and address of the relevant Czech School Inspection Institute;
(b) date, reference number,
(c) subject matter and place of inspection;
(d) the start date of the school inspection;
(e) the signature of the central school inspector or his authorised head of staff;
(f) the name and surname of the delegate or the list of members of the inspection team where the delegation is issued for the inspection team.
(1) Before starting the school inspection, the school inspector or the inspector responsible for carrying out the school inspection shall notify the school director of the estimated scope of the school inspection and the composition of the inspection team.
(2) In carrying out inspection activities in the framework of a school inspection, the principal of the school or his authorised staff member shall be entitled to be present and, where appropriate, an authorised representative of the establishment.
(3) The Czech School Inspectorsfrom the school inspectors11),
(a) inspection report (12) and protocol (13); or
(b) a protocol where only a state control of compliance or a public administrative control of on-the-spot funds of the State budget is the subject.
Final provisions
Repeal
Decree No 357 / 1997 Coll., on the organisation, performance and tasks of the school inspection is hereby repealed.
Efficacy
This Decree shall take effect on 25 April 2003.
