determining the quantities of substances that deplete or threaten the ozone layer of the Earth intended to ensure essential needs between 2000 and 2002
The Ministry of the Environment provides pursuant to § 5 (8) (b) of Act No. 86 / 1995 Coll., on the protection of the ozone layer of the Earth:
Substances harming or threatening the Earth's ozone layer, including those substances contained in products whose production and import are generally prohibited, for the purposes of essential needs1) in particular in the field of the protection of human health and life, state defence and safety, safety of air traffic and nuclear installations, research and development, including laboratory uses, may be manufactured or imported in the total maximum annual quantity specified in the Annex.
Decree No. 316 / 1997 Coll., establishing the quantities of substances that deplete or threaten the ozone layer of the Earth intended to provide essential needs in 1998 and 1999, is hereby repealed.
This decree shall take effect on the day of its publication.

In exceptional and serious cases, in addition to the quantities referred to in Parts I. and II., substances may be manufactured or imported (2) in exceptional and serious cases, in particular to ensure the defence and security of the State, to ensure the safety of air traffic and to ensure the safety of nuclear installations in a maximum quantity of 15 tonnes per calendar year.
