on admission to higher education
The Ministry of Education of the Czech Socialist Republic provides, pursuant to § 98 paragraph 1 (b) of Act No. 39 / 1980 Coll., on Higher Education Institutions (hereinafter referred to as "the Act"):
GENERAL CONDITIONS FOR ACCESS TO THE STUDY
In accordance with the needs of a socialist society, applicants are recruited according to knowledge, skills, talent, interest and health, taking into account their civil and moral characteristics. Only a candidate who has obtained a full secondary education and successfully passed the entrance exam may be accepted if he has not been forgiven.
ACCEPTANCE TO A FEW DAYS STUDY
Application to study
(1) Applications for study at universities ("applications") are submitted on forms issued by the Ministry of Education of the Czech Socialist Republic ("Ministry of Education").
(2) Applicants from secondary schools providing full secondary education (hereinafter referred to as "secondary schools") shall submit applications to the directors of secondary schools at which they study by 30 November of the current year for the next school year.
(3) Candidates who are not secondary school pupils submit applications to an organisation for which they are in a work, member, service or other employment relationship (hereinafter referred to as employment relationship) by 30 November of the current year; If candidates are not in employment, applications shall be submitted by 30 November of the current year to the local (urban) national committee at their place of residence.
(4) Candidates who are interested in studying at foreign universities shall submit applications pursuant to paragraph 2 or 3 by 31 October of the current year. At the same time, the application will indicate the state or school to which they wish to be sent after admission to university in the Czechoslovak Socialist Republic.
(5) The directors of secondary schools, leading socialist organisations or national committees shall draw up the personal characteristics of the candidate, confirm the accuracy of the application for those data and send it, with their opinion to the Dean of the relevant faculty by 28 February of the following year, to the higher education institutions of the artistic direction by 31 December of the current year; for the candidates referred to in paragraph 4 by 30 November of the current year.
(6) The applicant's application includes a medical certificate of medical fitness to study at a university in the chosen field of study and to pursue the profession for which they are to be trained at a university. Candidates with altered working capacity shall also submit an opinion issued by the Social Security Assessment Board of the District National Committee. 1)
(7) Applicants may submit only one application to study at a university in the Czechoslovak Socialist Republic for the relevant school year.
Admission procedure
(1) The admission procedure shall begin on the day on which the applicant's application reaches the faculty (university).
(2) If the application has formal deficiencies, or if some of the information is not substantiated correctly or completely or properly, the Dean shall invite the tenderer to remedy those deficiencies within a reasonable period of time, complete the application or to substantiate the data. If the tenderer does not remove the deficiencies within the specified time limit, he shall not complete the application or provide the data, the Dean shall not list him and shall notify the tenderer accordingly.
(3) The Dean may request further information and documentation to evaluate the candidate's qualifications for university studies, in particular to verify his / her abilities, talents, interest in university studies and medical condition.
Admission test
(1) The purpose of the admission examination is to verify in a general manner the applicants' assumptions for the study of the chosen field of study at the university, in particular to assess the knowledge and competence required for such studies.
(2) The acceptance test shall have a written and oral part. The written part of the exam is anonymous. The admission examination shall take place from subjects designated by the Ministry of Education in a uniform manner for the same fields of study. The content and scope of the entrance examination shall be governed by the instructions of the Ministry of Education. If the Ministry of Education determines that a talent or practical part of the exam is being held, its content and scope are determined by the Rector. The Talent or Practical Part of the Exam shall be held, except in the art-related universities, after the written part of the Admission Examination; if its character permits, it is also anonymous.
(3) Admission examinations for higher education are held after graduation in secondary schools. The candidates referred to in Article 2 (4) shall take these examinations not later than 14 days before the final examinations; no later than 14 days before graduation, the talent part of the entrance examination shall also be held by applicants for study in higher education.
(4) Admission examinations, including the talent or practical part, shall take place at the dates specified by the Ministry of Education; the Dean shall notify the tenderers in writing of the date of the examination no later than 30 days before the date of the examination.
(5) The candidate will perform an oral, talented or practical part of the entrance examination, unless it is anonymous, before the Examination Committee at the faculty to which he has applied. The examination committee shall be at least three members. The President and the members of the examination committee shall be appointed by the Dean from the university teachers. The President of the Examination Board shall be responsible for the objective assessment of the applicants' assumptions set out in Section 1.
(6) The applicant shall submit an annual certificate from the last year of secondary school and a diploma, with the exception of those referred to in Article 2 (4), with the exception of those referred to in Article 2 (4), the identity card or other documents required by the university.
(7) The test results from each subject shall be classified as "excellent '," very good', "good 'and" failed' in the acceptance test.
(8) The examination committee shall record in the application the progress, assessment of knowledge and overall evaluation of the results of the entrance examination. Candidates to whom the admission exam has been waived (Section 5) shall be entered in the application instead of the evaluation.
(9) If, for serious reasons, especially for illness, the candidate cannot attend the entrance examination, the Dean shall, at his request, appoint a replacement date for the examination. The application shall be accompanied by evidence of failure to participate no later than five days after the date on which the tenderer was to attend the test.
(10) The Dean is responsible for the preparation, organisation and conduct of the entrance procedure at the faculty.
Withdrawal of the admission test
(1) Candidates for studies with a good moral and civic profile, showing their positions and conduct, the Dean shall forgive the oral and written part of the entrance examination if:
(a) have studied in high school in such a way that, throughout the course of their studies in high school, they have been classified as "excellent" in all subjects, including the course of the graduate examination; or
(b) have placed themselves first in the regional, national or national round of one of the Olympics, which is determined by the Ministry of Education and have performed the graduation exam with at least a very good benefit and want to study the field of study which corresponds to the nature of the Olympics; or
(c) have been placed as athletes (representatives) by individuals or, in the case of collective sports, as members of the teams during their secondary school in first place in national, national or international sports competitions, and have passed the graduation course with at least a very good benefit; or
d) are authors of discoveries, inventions, industrial designs or improvements (2) and have performed the graduation exam with at least a very good benefit and want to study the field of study which corresponds to the focus of their discoveries, inventions, designs and improvements.
(2) In the fields of study at faculties or universities in which there is a lower number of candidates for study, the Dean of the oral and written part of the entrance examination shall, in addition to those referred to in paragraph 1, waive those who have a good civil and moral profile and show their positions and conduct if:
(a) have completed a graduate course with honours and have achieved at least a commendable benefit from profiling subjects in the field of study; or
(b) have been placed in the first to third place in the regional competition or have successfully participated in at least one subject of one of the Olympics, determined by the Ministry of Education and performed the graduation exam with at least a very good benefit; or
(c) have been placed as athletes (representatives) by individuals or, in the case of collective sports, as members of teams during secondary school at second or third place in national, national or international sports competitions, and have performed the graduation exam with at least a very good benefit; or
(d) have completed the final examination with at least a very good benefit and have achieved at least a commendable benefit from the profiling subjects of the field of study.
(3) The talent and practical part of the test cannot be forgiven.
(4) The Ministry of Education shall determine, by 30 September, for the following year, the fields of study, faculty and higher education at which the admission examination referred to in paragraph 1 cannot be waived and at which the admission examination is waived in accordance with paragraph 2 (a) to (c) or paragraph 2 (d).
(5) Candidates shall demonstrate the facts referred to in paragraph 1 or 2 of the documents which are:
(a) certified copies of the certificate from all high school years and the diploma certificate; or
(b) a diploma or a certified copy thereof of the participation and placement in the Olympics; or
(c) in sports competitions, a document (diploma) issued by the Central Committee of the Czechoslovak Association of Physical Education or by the Czech Central Committee of the Czechoslovak Association of Physical Education or the Slovak Central Committee of the Czechoslovak Association of Physical Education or a certificate of the Central Committee of the Czechoslovak Association of Physical Education, if the document (diploma) has not been issued; or
(d) a notification or confirmation by the Office for Inventions and Discussions of Inventions, Patents, Industrial Sample (2); or
(e) for improvement proposals for notifications or confirmation.2)
(6) Documents of assessment of the facts in paragraph 1 or 2 shall be submitted by tenderers at the same time as the application for study. Documents which the tenderer does not have on the date on which the application is lodged shall be submitted within a time limit set by the Dean.
Evaluation of tenderers
(1) The Dean will make a comprehensive assessment of the applicants for higher education according to the results of the studies achieved at secondary school, the personal characteristics and the recruitment procedure, including the results of the entrance examination, if it has not been waived (§ 5).
(2) In order to assess the assumptions of candidates for study, the Dean of the Commission shall establish him as his advisory body.
Decisions to accept or not accept tenderers
(1) The Dean shall decide whether or not to accept candidates for a full study, on the basis of a comprehensive evaluation, so that the best candidates who have successfully passed the entrance exam or who have been granted the admission exam pursuant to Section 5 are admitted to the study.
(2) The Dean's decision must include, in addition to the statement of reasons and instructions on the possibility of appeal; in the event of non-acceptance, the Dean may also inform of the possibility of submitting the application to the faculty for which the entrance examinations will still be held.
ACCEPTANCE TO THE STUDY AT EMPLOYMENT
Paragraph 1, 3 to 7 shall apply to the admission of applicants to study at work and Paragraph 2 shall apply mutatis mutandis.

(1) For the extraordinary study of individual subjects at one faculty or university or at several faculties or universities, students of full-time studies and graduates of secondary and higher education may be admitted.
(2) Candidates for extraordinary studies submit applications to the Dean of the Faculty for which they wish to study by the end of March of the current year, unless the Dean sets a different deadline.
(3) Applicants shall indicate in the application the personal data and study subjects they wish to study, the reason why they want to study and prove the educational attainment. The Dean may also request additional documents if necessary.
(4) Admission examination is not required for admission to extraordinary studies. In exceptional cases, the Dean may order verification of basic knowledge in a study subject which the candidate wishes to study.
(5) When deciding to accept a candidate for an extraordinary study, the Dean is based on the possibilities of a faculty or university.

Foreigners can only be admitted to university studies with the approval of the Ministry of Education.

(1) The Ministry of Education determines each year the fields of study for which it will broadcast Czechoslovak students to foreign universities.
(2) Students admitted to study in the same or related field of study at universities in the Czechoslovak Socialist Republic are sent to study abroad.
(3) Applicants for study at foreign universities are not subject to the provisions of Section 5.

(1) If they are applying for a full study at a university by applicants who have already studied in the same or related field of study or who have completed a university course, the Dean may accept their application even outside the prescribed deadlines and may waive the admission examination in whole or in part.
(2) Paragraph 5 shall not apply to the admission of tenderers referred to in paragraph 1; paragraphs 2 to 4 and 6 to 8 shall apply mutatis mutandis.
COMMON AND FINAL PROVISIONS
In universities, which are not divided into faculties, the Dean's tasks are performed by the Rector and the Dean's tasks.
This Decree shall take effect on 1 September 1980.
