Government Regulation
of 4 December 1951
on the organisation of the statistical service.
The Government of the Czechoslovak Republic orders pursuant to § 8 of Act No. 108 / 1951 Coll., on the Organisation of National Economic Records:
§ 1.
(1) The body of the Government for the field of statistics is the State Statistical Office based in Prague.
(2) The State Statistical Office is the Central Office. He is headed by a chairman who has deputy.
(3) The President of the State Statistical Office shall be subordinate to the Prime Minister.
§ 2.
(1) The Scientific and Methodological Board shall be set up as an advisory body at the State Statistical Office. The Chairman of the Scientific and Methodological Board and its members shall be appointed by the Prime Minister on a proposal from the President of the Statistical Office.
(2) The Scientific and Methodological Board shall discuss methodological issues concerning statistics, examine the plans and guidelines of the most important statistical work and submit observations to the President of the Statistical Office.
(3) Details of the organisation of the Scientific and Methodological Board are laid down by the Prime Minister.
§ 3.
The State Statistical Office shall perform in particular the following tasks:
1. Submits to the Government and the State Office the timely and scientifically justified reports and analyses on the implementation of the single economic plan, on the development of the national economy and culture, on the state of material resources of the national economy and on their use and on the reserves allowing the plan to be exceeded;
2. provide statistical data also to other authorities if they need it for the performance of their tasks; to whom such data are provided, the government shall determine;
3. draw up and approve a system of statistical indicators for the whole national economy in accordance with the requirements of the single economic plan and the management of the national economy;
4. improve the organisation and methodology of statistics;
5. Manages the organisation of statistics in the departments, checks its status and credibility of statistical data reported by the departments;
6. Approves, under the authority of the Government, the models of statistical statements, ensures their rationalisation and checks how the models and deadlines for reporting are respected;
7. Organises special statistical surveys by government order (inventories, sample surveys, etc.);
8. Directs operationally technical records in departments;
9. conduct and co-operate in the preparation and training of expert statistical cadres;
10. publishes professional statistical literature and popularises statistics in broad layers of workers;
11. takes care of the mechanisation of records throughout the Republic.
§ 4.
The local authority of the State Statistical Office in Slovakia is the Slovak Statistical Office based in Bratislava. He is headed by the President, represented by the Deputy Director. Both the President and the Deputy Minister shall establish and dismiss the Prime Minister on a proposal from the President of the Statistical Office.
§ 5.
(1) As an authority of the State Office of the Statistical District, a Regional Service of the State Office of the Statistical Region is hereby established. The Head of the Regional Service of the Statistical Office shall be appointed by the President of the Statistical Office. The Regional Service of the Statistical Office is also established for the district of the central national committee of the capital of Prague.
(2) The regional service of the State Statistical Office is subordinate to the district service of the State Statistical Office established in all counties. It is headed by county statistics, established by the chairman of the State Statistical Office. The district service of the State Statistical Office is also set up for the perimeter of each district national committee of the capital of Prague.
§ 6.
The Regional and District Service of the State Statistical Office is independent of the authorities of the People's Administration in its activities. The personal office of the employees of the regional and district services of the State Statistical Office is the state office of the Statistical Office in the Czech regions, in Slovakia the Slovak Statistical Office.
§ 7.
(1) Until now, county and county statistics which have been established before the application of this Regulation are deemed to be established in accordance with it and are transferred, together with the staff assigned to them, within the limits of the staff plan of the State Statistical Office to the personal status of the staff of the State Statistical Office (Slovak Statistical Office).
(2) The material equipment of hitherto regional and district statistics is being used by the county and district services of the State Statistical Office.
§ 8.
(1) The activities of the regional and district services of the State Statistical Office are governed by the work plan and instructions of the superior statistical bodies.
(2) The regional and district services of the State Statistical Office carry out in particular the following tasks:
1. verify on the spot the reliability of the statistical data reported by the departmental statistical authorities; to that end, it shall receive statistical copies of the statistical reports submitted by establishments, undertakings, relevant reports of national committees or other reporting units to its superior authorities to the extent specified by the State Authority;
2. procures from these documents territorial summaries (regional, district) and analyses, presenting them to the State Office of the Statistical Office (Slovak Statistical Office) and within the limits set by the Government also to the National Committees, after other authorities in the county (district);
3. ensure records of compliance with the single economic plan in the county (district);
4. checks the statistical activity of the departments in the county (district);
5. ensure that unauthorised statistical surveys are not carried out and that statistical data are not required and submitted on non-approved departmental statements;
6. carry out specific statistical surveys organised by the State Statistical Office.
§ 9.
The ministries and other central offices (hereinafter referred to as "ministries') and their subordinates are the competent statistical authorities.
§ 10.
(1) In particular, the ministries have the following tasks in the field of statistics:
1. manage and control all the statistical activities of the subordinate authorities, propose models of regular departmental statistical reports and submit them to the statistical authority for approval, compile and analyse the statistical reports of subordinate bodies;
2. submit to the Authority, from the supporting documents thus obtained, the statistical data necessary for monitoring the implementation of the single economic plan, for monitoring the development of the national economy and for the decision-making of the government, to the extent, modification and deadlines laid down by the State Statistical Office.
(2) In agreement with the Statistical Office of the State, ministries will carry out detailed organisation of the department statistics with their subordinate authorities.
§ 11.
(1) The Ministry or other bodies or organisations do not have the right to introduce new forms of statistical statements or to require statistics not contained in approved statements without the consent of the Government or the State Office of Statistics. Unapproved statements are illegal.
(2) Statistical data which are not included in the statements approved by the Statistical Office may be collected even if required for operational activity, regardless of how this survey will be carried out, only with the approval of the Statistical Office.
(3) Detailed provisions concerning the provisions of paragraphs 1 and 2 shall be issued by the State Office by a statistical decree in an official certificate.
§ 12.
This Regulation shall enter into force on the day of its publication; they shall be implemented by the Prime Minister in agreement with the participating members of the Government.
