Decree of the Ministry of Agriculture and Nutrition of the Slovak Socialist Republic implementing certain provisions of the Law of the Slovak National Council on Breeding of Animals

Ministry of Agriculture and Nutrition of the Slovak Socialist Republic
of 30 September 1974
implementing certain provisions of the Law of the Slovak National Council on Breeding of Animals
The Ministry of Agriculture and Nutrition of the Slovak Socialist Republic provides in the agreement with the participating authorities pursuant to Section 30 of the Slovak National Council Act No. 110 / 1972 Coll., on the breeding of livestock (hereinafter referred to as "the Act"):
§ 1
Eligibility of experts of breeding organisations
(k § 4 of the Act)
The qualification of experts of breeding organisations for the performance of State care tasks for the development of breeding activities shall be subject to completion of studies at an agricultural or other university with a focus corresponding to those tasks. In exceptional cases, in particular where there are less significant tasks of State care for the development of breeding, breeding organisations may carry out these tasks of workers who have secondary education in the agricultural direction, culminating in graduation, or workers who have long-term zootechnical practice.
Selection and Recognition Committees
(Articles 6 and 7 of the Act)
§ 2
(1) The Minister for Agriculture and Nutrition (hereinafter referred to as "Minister") establishes the Slovak Socialist Republic (hereinafter referred to as "Ministry") in the Ministry of Agriculture and Nutrition
(a) the selection committee for bovine, porcine, equine, ovine and caprine animals (hereinafter referred to as the "Commission"),
(b) the recognition committee for poultry (hereinafter referred to as the "Commission"),
(c) the Central Selection and Recognition Commission ("the Commission").
(2) Each of the commissions referred to in paragraph 1 (a) and (b) shall have at least five members.
(3) The chairmen and other members (alternates) of the commissions are appointed and removed by the Minister from the ranks of experts, in particular scientific research organisations, universities, breeding organisations, state veterinary organisations, district agricultural administrations, regional agricultural administrations and breeders on a proposal from a breeding organisation or, where appropriate, organisations responsible for the breeding of certain types of livestock, discussed with regional agricultural administrations. The term of office of members of the commissions shall be three years.
§ 3
(1) Members of the commissions shall be entitled to pay in accordance with the provisions on remuneration of certain work outside the employment relationship, (1) or compensation for wages lost; provided by the Ministry.
(2) Reimbursement of travel and other expenses to members of the Commissions in connection with their membership of the Commissions shall be provided by the Ministry in accordance with the rules on travel, removal and other expenses.
§ 4
(1) The Commission referred to in Article 2 (1) (a) and (b) shall be able to act if at least three members, including a veterinarian, are present. The Commission referred to in Paragraph 2 (1) (c) is in a position to act if an absolute majority of its members are present.
(2) The Commission shall act by a majority; in the event of a tie, the proposal for which the President voted shall be valid as adopted.
§ 5
The Ministry shall provide administrative, organisational and other matters related to the activities of the commissions.
§ 6
The second sentence of Article 6 (2) of the Law is applicable to the commissions established under Article 6 (2) of the Law.
§ 7
Recognised and authorised breeds and utility types
(k § 8 of the Act)
(1) There are recognised breeds in the territory of the Slovak Socialist Republic
1. skotu slovenské strakaté a slovenské pinzgauské,
2. prasat bílé ušlechtilé, černostrakaté, landraské,
3. koní slovenský teplokrevník, anglický plnokrevník, nonius, lipický kůň, arabský kůň, horský kůň,
4. ovcí merino, valaška, cigája,
5. koz bílá bezrohá krátkosrstá, hnědá bezrohá krátkosrstá.
(2) The territory of the Slovak Socialist Republic:
(a) authorised breeds
1. skotu
ayrshirské, dánské červené, nížinné červenostrakaté, nížinné černostrakaté,
2. prasat cornwalské, hampshirské, pietrenské, durocké,
3. koní klusák;
(b) authorised commercial poultry types
1. slepic nosný, masný,
2. krůt velký, střední, malý,
3. perličekmodrý - masný,
4. hus masný,
5. kachen masný.
(3) The level of economically significant commercial characteristics and physical characteristics of individual breeds and types of production (hereinafter referred to as "breeds") of farmed animals which have not been identified and declared to be recognised or authorised, but are kept in the territory of the Slovak Socialist Republic, with the consent of the Ministry, or imported for experimental or special purposes, shall verify the suitability of their further breeding of the research institute entrusted by the Ministry and breeding organisations. These institutes and organisations shall submit proposals to the Ministry to identify and declare other livestock breeds as recognised or authorised.
Insemination, mating and security
(to § 7 to 9 of the Act)
§ 8
Professional competence of insemination technicians
(4) A certificate of insemination fitness shall be issued by a breeding organisation to a worker aged over 18 who has successfully passed the test of insemination of livestock according to the test rules issued by the Ministry. The examination is replaced by a completed study of the zootechnics at the agricultural university, if it is the subject of obstetrics and insemination of livestock.
(2) Insemination technicians are required to undergo regular medical examinations. insemination shall not be carried out if they are the secretors of the germ of dangerous diseases transmissible from humans to animals. When insemination is carried out, insemination technicians are required to use protective clothing and work aids. 3)
Insemination of cattle
§ 9
(1) Breeding organisations, in cooperation with socialist organisations and individual breeders (hereinafter referred to as "breeders"), shall draw up, at least once every two years, membership plans for the association circuits. In particular, they shall take into account the competence of breeding animals for each breed, the results of the performance check, the evaluation of the breeding animals and their health status, the security needs and the results of the checks on the performance of the breeding bulls, the results of the health check and the health check of the breeding bulls, the requirements of breeders, and to avoid unwanted near-related breeding and unplanned crossing.
(2) The mating plans shall also specify which breeding animals are intended to inseminate breeding animals of individual breeders. Breeding organisations shall notify membership plans to the local national committees and declare them in the usual manner.
(3) The breeding plans shall provide the basis for the conclusion of insemination agreements between breeding organisations and breeders.
§ 10
(1) Only breeding animals included in the insemination of the apportionment plan and on the basis of a veterinary certificate of fitness for breeding and veterinary certificate of the disease situation in the municipality may be inseminated.
(2) Breeding organisations are obliged to ensure the insemination of breeding animals according to the requirements of breeders on a daily basis.
§ 11
(1) For each breed included in the insemination, the breeding organisation shall issue the breed card to the breeder.
(2) The insemination technician shall enter on the breed card the data on the insemination and the results of the pregnancy testing.
(3) At the time of the veterinary examination of the breed, the veterinarian shall enter on the breeding card the result of that examination and treatment; it shall also make recommendations for breeders and insemination technicians.
§ 12
Breeders of breeding animals included in the insemination shall:
(a) to make full use of breeding capacities;
(b) monitor for signs of heat,
(c) to notify the breeding organisation (if applicable, of the individual breeders, the socialist organisation carrying out the insemination of their breeding animals) of the start of the breed in an agreed manner; This does not concern a socialist organisation whose semen collection technique itself carries out the insemination of breeding animals belonging to that organisation,
(d) ensure that the insemination technician is protected from discomfort when performing insemination, that warm water and detergents are provided to him in sufficient quantities and the possibility of drying, in order to allow him to perform safe and safe insemination and pregnancy testing and to assist him in such operations, 4)
(e) to provide the semen collection technicians and veterinary surgeons with the information necessary to carry out their tasks;
(f) carefully and safely store the breed cards, supplement them with data on the birth of calves no later than 24 hours after calving and submit them on request to the semen collection technicians, veterinary surgeons and control authorities;
(g) when changing the breeder, enter this fact in the breed card, hand the card over to the new breeder and inform the breeding organisation thereof; a new breeder shall report this change to the breeding organisation,
(h) when transferring the breed, enter the date of the transfer and place of rehousing in the breed card and inform the breeding organisation thereof;
(ch) on delivery of the breed to the slaughterhouse or on death of the breed, enter the day and cause of withdrawal from the breed card and store the card for one year;
i) build a simple shelter with a suitable permit in the pastures during the summer period and a suitable room in the winter for insemination of free-housed breeding c.4)
§ 13
(1) The insemination technician shall:
(a) examine the sex organs of the breed on the same day as it was informed by the breeder of the breeding organisation or, where appropriate, by the socialist organisation (Article 12 (c)), and, according to the examination, inseminate it with the semen of the breeding bull designated by the apportionment plan;
(b) examine the pregnancy of inseminated breeding animals not later than the end of the third calendar month following the last insemination and inform the breeder of the result of the examination;
(c) enter data on insemination and the results of pregnancy testing in the flock's cards.
(2) Insemination techniques must not inseminate breeding animals with signs of genital disease or with symptoms of general health disorders; in which case they shall only record the breed card and inform immediately the breeder and the veterinarian thereof. The breed shall not inseminate even if it finds a false heat or an end heat; the breed card shall also be recorded.
§ 14
Further details on the provision of insemination of bovine animals are laid down in technical standards. 5)
§ 15
Insemination of other livestock
The insemination of pigs, horses, sheep and goats shall be treated in a similar manner to the insemination of bovine animals (Sections 9 to 13); The technical standards shall be specified in detail. 6)
Mating
§ 16
Socialist organisations shall draw up, at least once a year, draft master plans to ensure the mating of bovine, porcine, ovine and caprine animals. Proposals for membership plans shall be approved by breeding organisations.
§ 17
(1) In order to ensure the mating of bovine, porcine, ovine and caprine animals of individual breeders, breeding organisations shall draw up apportionment plans at least once a year; This is done in cooperation with the local national committees and, if it is about the mating of sheep and goats, with the organisation of the Slovak Union of Small-Scale Animals Breeders. Breeding organisations shall notify membership plans to the local national committees and declare them in the usual manner.
(2) Breeding organisations are required to ensure that the apportionment circuits are set for at least 30 discharges of capable bovine and ovine breeding animals and for at least 10 discharges of capable pigs and goats of individual breeders, the distance from the place of residence of the breed normally not exceeding 10 km for bovine and porcine animals and 7 km for ovine and caprine animals.
(3) Breeding organisations may agree with socialist organisations that the mating of bovine, porcine, ovine and caprine animals of individual breeders will be ensured by the socialist organisations by their breeders.
(4) Breeding organisations may, under conditions laid down by the Ministry, leave their breeders under contract to ensure the mating of pigs, sheep and goats and other individual breeders. A single breeder with whom a breeding organisation has entered into such a contract shall act on behalf of other breeders.
§ 18
(1) Breeding organisations are required to ensure that breeding animals of the bovine, porcine, ovine and caprine species operate in the necessary number when approving and drawing them up (Article 17 (1)).
(2) In determining the number of breeding animals required, breeding organisations shall proceed to one breeding bull under local breeding conditions and the structure of the herd, as a general rule, with 100 breeding animals (cows and heifers over 1 year old), 30 sows per breeding boar, 30 to 40 ewes per breeding ram and 45 goats per breeding goat.
§ 19
(1) The breeding of horses of breeders is ensured according to the apportionment plans drawn up by breeding organisations for 1 year. Breeding organisations shall notify membership plans to the local national committees and declare them in the usual manner.
(2) The declared allocation plans shall be the basis for the conclusion of mating agreements between breeding organisations and, where appropriate, socialist organisations and breeders.
(3) Breeding organisations shall deploy breeding stallions according to the apportionment plans in the apportionment circuits; The limits of the passing circuit shall, as a general rule, be not more than 25 km from the place where the stallion is housed, provided that at least 10 mare is kept for discharge.
(4) Breeding stallions shall be placed in breeding centres or may be used by socialist organisations under conditions laid down by the Ministry under contract.
§ 20
Breeders of bovine, porcine, equine, ovine and caprine animals may only be introduced in breeding places.
§ 21
Breeders of breeding bulls, boars, stallions, rams and goats shall be obliged:
(a) ensure that they are properly housed, fed and treated;
(b) identify only persons who are not the secretors of the germ of dangerous diseases transmissible from humans to animals and fulfil the conditions laid down in the rules on safety and health at work, 7)
(c) prepare a suitable vial,
(d) do not allow breeding animals and do not allow breeding animals with signs of genital disease or with symptoms of general health disorders (in these cases only the veterinarian may allow),
(e) make records of any admission of a breed to the admission register;
(f) issue to the breeder a permit for each admission of the breeder,
(g) if the certificate for the admission of the breed has been revoked, the certificate and the register for the breeding organisation have been surrendered.
§ 22
Breeders of breeding animals of the bovine, porcine, equine, ovine and caprine species shall:
(a) to make full use of breeding capacities;
(b) ensure proper housing, feeding and treatment of breeding animals;
(c) designate only persons who are not the secreter of the germ of dangerous diseases transmissible from humans to animals and who comply with the conditions laid down in the rules on safety and health at work, 4)
(d) to monitor the signs of breed rearing and ensure that they are regularly and in a timely manner,
(e) ensure that only healthy breeds are introduced; immediately inform the veterinarian of the symptoms of genital diseases and of the symptoms of general health disorders of the breed, which shall determine, according to the results of the examination or treatment of the breed, the suitability of the further introduction;
(f) to keep the admission ticket for one year after the release of the breed.
Methods of breeding
(k § 12 of the Act)
§ 23
Pure-bred breeding baitba8) is
(a) the apportioning of livestock of the same flame and, where appropriate, related breeds of similar phylogenetic origin;
(b) the assignment of cross-breeds of the same combinations of breeds at the final or near stage of interbreeding, corresponding to the objective of the long-term breeding programme of livestock breeds.
§ 24
(1) Inter-breeding crossbreeds (8) is the mutual assignment of purebred breeding animals and breeding animals of different breeds or their cross-breeds, with the exception of the animals referred to in Article 23 (b).
(2) The aim of interbreeding is to improve the characteristics of recognised or, where appropriate, authorised breeds or production of commercial crosses for production targets or the creation of new commercial types and breeds. interbreeding may be introduced only if it has been positively evaluated in advance by research or recommended for use; only insemination may be performed in bovine animals.
§ 25
Selection of breeders and use of semen
(k § 13 of the Act)
(1) The selection of breeding bulls, boars, rams and goats shall take place in the markets of breeding and breeding animals, breeding organisations and, where appropriate, breeders' stables; the selection of breeding stallions shall normally take place in breeding organisations after performance testing of horses.
(2) The results of the selection procedure, including the panel's opinion, shall be entered in the certificate for use in insemination or admission.
(3) The breeding organisation shall also indicate in the certificate for the admission of breeding animals.
(4) The certificate for use in insemination shall also apply to kept breeding animals.
(5) A breeding organisation is required to ensure an annual examination of the suitability and competence of breeders for whom it has issued certificates for use in insemination or admission; in accordance with the results of the examination, the certificate may be amended or revoked.
§ 26
Breeding of poultry
(to Section 14 of the Act)
(1) The breeding of poultry is carried out by insemination and mating. Only breeders (their semen) and breeding breeders of authorised commercial poultry types may be used for both methods of breeding.
(2) For each of its generations, I draw up mating plans for breeding and breeding poultry farms. The breeding plans are approved and carried out by breeding organisations.
Performance check and performance check
(to Article 17 of the Law)
§ 27
Scope of performance control and determination of value of use
(1) Control of the performance of livestock shall be carried out to the extent necessary for their breeding to include at least:
(a) for bovine animals, 50% of the total number of cows;
(b) for pigs, 10% of the total number of sows;
(c) in the case of horses, 10% of the total condition of the horses;
(d) for sheep, 10% of the status of ewes and lambs over 1 year of age;
(e) in goats, 2% of the total condition of the goats.
(2) For the purpose of performance control, socialist organisations which breed cows, when carrying out such checks in their breeding, are required to concentrate cows during the first lactation period in the stables of primates or in a separate group in the stables (standing primates).
(3) The value of livestock shall be determined by breeding organisations on the basis of performance control results.
§ 28
Control of performance of bovine animals
(1) The performance check is carried out in the breeding of socialist organisations.
(2) In the case of cows, the performance check shall check for milking, milking, fat content and, where appropriate, protein content in milk, fertility, live weight and data on the breeding and development conditions of the offspring. The breeding organisation may also detect other data relevant to the determination of the utility and breeding value in selected holdings.
(3) For young bulls, weight gain, growth and development is determined by performance control.
(4) Further details on the performance control of bovine animals are laid down in technical standards. 9)
§ 29
Control of performance of pigs
(1) Performance checks are carried out in the breeding of socialist organisations.
(2) The performance check shall determine the fertility, live weight and body dimensions of boars and sows and the own utility of their offspring, the weight of the litter and its balance in 21 days of age, the number and sex of bred piglets. In addition, the breeding or breeding holdings designated by the breeding organisation shall identify the fattening and slaughter value of the offspring of checked boars and sows.
(3) Further details on the performance control of pigs are laid down in the technical standard. 10)
§ 30
Control of the performance of horses
(1) Performance check is carried out
(a) in the case of breeds of English purebred, glider and Arab horse kept by socialist organisations,
(b) for all stallions and mare breeds recognised and authorised in breeding and breeding breeds other than horses of the breeds referred to in (a);
(c) for sports horses, 11) breeders.
(2) The performance check shall identify the development, feed, temperament, character, fertility, constitution and performance.
(3) The performance check shall be carried out on the horses referred to in paragraph 1 (a) at the horse races and on the stallions, horses and sports horses referred to in paragraph 1 (b) and (c) by a performance test; the technical standard shall be specified in detail. 12)
§ 31
Control of the performance of sheep
(1) Performance checks are carried out in particular in breeding farms of socialist organisations.
(2) The performance check shall determine the quantity and certain qualitative characteristics of the wool, the live weight of the sheep, the milking and fertility of the ewes and the growing capacity of the lambs; in breeding and breeding holdings designated by the breeding organisation, the fattening and slaughter value of the offspring of the controlled rams shall be determined.
(3) Further details on the performance control of sheep are laid down in the technical standard. 13)
§ 32
Control of the performance of goats
(1) The performance check is carried out in the breeding of socialist organisations and individual breeders.
(2) The performance check shall determine the quantity and fat of milk, the fertility and the live weight of goats.
(3) Further details on the performance control of goats are laid down in the technical standard. 14)
§ 33
Control of performance of poultry
(1) Validity checks are carried out in breeding and breeding holdings.
(2) Performance checks shall be carried out on:
(a) breeding animals
1. in the case of hens carrying individual types of laying, weight of eggs, individual hatchery, percentage death during breeding and control period,
2. in the case of hens of meat types, in addition to the data referred to in this paragraph under (a) (1), growth capacity;
3. in the case of turkeys, guinea fowls, geese and ducks, individual laying, individual hatchery, percentage mortality during breeding and during control periods and growth capacity;
(b) breeding holdings in chickens, turkeys, guinea fowls, geese and ducks, hatchery and percentage of death during the control period for the whole flock.
(3) The results of the performance check shall be verified in testing facilities which, in addition to the data referred to in paragraph 2, shall in particular identify the quality of eggs, feed consumption and endurance in laying (laying process); their findings are part of the performance check for poultry.
Control of performance
§ 34
(1) Control of the inheritance of livestock performance (15) is carried out by breeding organisations.
(2) The breeding value of breeders, the method and the degree of their use shall be determined by breeding organisations; taking into account the results of the health check carried out by the State Veterinary Organisation.
§ 35
For the purpose of checking the inheritance of performance, the following shall be required:
(a) breeders of breeding animals for which performance checks are carried out;
1. To allow for sufficient verification of young breeders' inheritance checks;
