Act on the Organisation of National Economic Records

on the organisation of national economic records.
The National Assembly of the Czechoslovak Republic decided on the following Act:
§ 1.
(1) A single system of national economic records is needed to plan and manage the national economy.
(2) The single system of national economic records is composed of records of operational technical, accounting and statistics.
§ 2.
(1) Organising a single system of national economic records is the responsibility of the Government.
(2) The government body for statistics is the State Statistical Office, which also directs operational technical records in departments. The head of the State Statistical Office is the President, appointed by the President of the Republic on a proposal from the Government.
(3) The accounts are managed by the Ministry of Finance. The type models of accounting records, type reports and directives for their application shall be approved by the Ministry of Finance in an agreement with the Statistical Office of the State.
§ 3.
(1) The State Statistical Office and its subordinates constitute a single centralised system. As the authorities of the State Statistical Office, the Slovak Statistical Office, the Regional Service of the State Statistical Office and the District Service of the State Statistical Office are established. The Slovak Statistical Office is directly subordinate to the State Statistical Office.
(2) All the public authorities of the Statistical Office are independent of the public authorities in their activities.
§ 4.
The Statistical Office of the State shall provide the Government with timely correct and scientifically justified reports and analyses on the implementation of the single economic plan, the development of the national economy and culture, the state of the material resources of the national economy and their use and the reserves allowing the plan to be exceeded.
§ 5.
(1) Competitions, businesses, offices, organisations, institutions, owners of private holdings or establishments, as well as all residents, are required to provide correctly, truthfully and in a timely manner all the data and reports required by the authorities of registration and statistics for the purposes of national economic records.
(2) Registration and statistics authorities have the right to verify the accuracy of the data and reports submitted in their field of competence.
§ 6.
All authorities of national economic records are required to maintain national and professional secrecy in their activities.
§ 7.
The Prime Minister may set up statistical self-management bodies for specific tasks related to the activities of the Statistical Office.
§ 8.
More detailed regulations for the implementation of this law will be issued by the Government by regulations which also provide for tasks of the State Office of Statistical and Ministries in the field of Registration and Statistics.
§ 9.
(1) The validity of any provisions contrary to this law, in particular:
1. Act No. 49 / 1919 Coll., on the organisation of the statistical service and the regulations implementing it;
2. Act No. 235 / 1922 Coll., on the reregulation of external trade statistics and the regulations implementing it;
3. Act No. 47 / 1927 Coll., on the census, and the regulations implementing it;
4. Government Decree No 186 / 1940 Coll., supplementing and amending the Act of 28 January 1919 No 49 Coll., on the organisation of a statistical service, and the provisions of this Regulation amending and supplementing it;
5. Act No. 330 / 1940 Coll. of the State Statistical Service;
6. Act No. 116 / 1946 Coll., on the Single Organisation of Corporate Councils, and the Regulations implementing it;
7. Clause § 3 (2), § 6 and § 15 (3) of Act No. 60 / 1949 Coll., on Economic Planning (Planning Act);
8th Act No. 65 / 1949 Coll., on Valuation, and the regulations implementing it.
(2) However, in the cases referred to in paragraphs 2, 4, 6 and 8 (1), until the relevant implementing rules are adopted in accordance with the existing rules.
(3) The existing competence of the State Office planning business and valuation matters passes to the Ministry of Finance on the date on which this Act takes effect.
§ 10.
This Act shall take effect on the day of its publication; It shall be implemented by the Prime Minister in agreement with the participating members of the Government.
