One of the most important preconditions for the effective development of the national economy and thus better meeting the needs of workers is the use of rich experience, creative activity, skills and talent of people. Only in this way can it be achieved that scientific and technical knowledge, including qualified management methods, will increasingly be used to fulfil the planned tasks of economic and social development and that the necessary changes in the structure of production will be implemented more quickly. This will, in its consequences, lead to a further improvement in product quality and to the elimination of shortcomings in their product mix while reducing raw material, energy, material, investment and transport performance of production and shaping the consciousness of the working person in accordance with the requirements of the socialist society.
The full use of people's capabilities and initiatives requires, above all, to organise their active participation in the creation, implementation and control of the implementation of economic and social development plans, which are the main instrument for implementing the economic and social policy of the KSČ. In particular, an effective form of organising such participation is a method of accommodating planning, organically linked to the application of the principles of intra-corporate governance, whereby the planned tasks and limits are adequately developed on the working groups and on their reinsurance and performance are dependent on remuneration. This will increase workers' sense of responsibility for the economic and social results achieved in fulfilling the social mission of the working group. An elaborate internal chozrasčet is also a prerequisite for further deepening the temporary form of organisation of work and remuneration, which combines the planned tasks, limits and conditions with the work of individual workers and stimulates their implementation.
The Government of the Czechoslovak Socialist Republic and the Central Council of Trade Unions, on the basis of Article 15 (4) of Act No 145 / 1970 Coll., on National Economic Planning, and Resolution No 243 / 1984 of the Government of the CSSR on the Guidelines for the further development of the Comprehensive Development of Measures to Improve the System of Planning Management of the National Economy shall establish the following principles:
I.
Participation of workers in drafting five-year and annual implementation plans
(1) The central authorities1), together with the competent trade unions, ensure a uniform procedure for the national, economic and trade union authorities to prepare proposals for economic and social development plans. To this end, they shall adopt common political and organisational measures and a binding timetable setting out the timing of the work to be carried out in order to create both substantive and time conditions for active participation of workers and trade unions at all stages of the procedure. In doing so, they must respect the creation of sufficient time space, i.e. at least eight weeks for drawing up and assessing proposals for economic plans in organisations with the direct participation of collective workers. At the same time, they create the conditions for the parallel preparation of draft collective agreements according to the applicable principles.2)
2. The central authorities shall develop the tasks and limits of the five-year national plan for the development of the national economy, or guidelines for drawing up the draft annual state plan for economic and social development to production units and directly managed organisations. At the same time as the relevant trade union authorities, they will set out guidelines for the development of the labour and socialist competition initiative, on which their initiative needs to be targeted under the specific conditions of the sector.
3. The central management body shall develop in a differentiated manner the tasks and limits for drawing up draft economic plans for subordinate socialist organisations (hereinafter referred to as "organisations'). At the same time, in agreement with the relevant trade union body, it sets out a specific procedure for planning work in accordance with the deadlines set and the way in which workers are acquainted with the tasks in drawing up the draft economic plan. They shall develop on their own terms the guidelines for the development of the labour initiative and the socialist competition declared by the authorities.
4. Organisations shall develop the tasks set out for the internal services and individual workplaces and, in cooperation with the Racing Committee (Business Committee), the Revolutionary Trade Union Movement shall meet the workers. In order to complete the quality of the draft economic plan, they shall jointly organise production (operational) meetings to discuss the specific tasks of the draft economic plan with a view to obtaining rational ideas and comments from workers, which aim to detect reserves of all kinds. In doing so, they shall ensure that the conditions of work are improved, that the negative effects of the working environment on workers' health are eliminated, that the standards of social equipment are met, and that other legitimate needs of the working groups are met. At the same time, they will also set out guidelines for the development of the workers' initiative to specifically orient working groups to the adoption and overcoming of the quality indicators of the plan, in particular in the sense of achieving further growth in labour productivity, improving the quality of production, reducing costs, increasing fuel, energy and metal savings, and reducing the efficiency of production and services. In addition, the efforts of the working groups will focus on ensuring the maximum acceleration of the modernisation of production by rapidly introducing the results of science and technology into practice. To this end, they use the best forms of the workers' initiative, such as the commitment movement, the movement of the brigades of socialist work, complex rationalisation brigades, the movement of inventors and improvements, the streamlined plans for thematic tasks, the ZENIT movement, personal and collective creative plans, etc.
5. At all stages of economic management, the trade unions shall deliver an opinion on the draft economic plan on the basis of the ideas and comments of the workers and their operational assets. It is therefore the duty of the competent economic management authorities to submit a comprehensive draft economic plan to the competent authorities in due time to discuss its submission to the superior authority. The opinion of the trade union body is an integral part of the draft economic plan. In its opinion, the trade unions shall assess the conditions for active participation of workers in the design of the plan and shall comment on the proposal for the security of national target programmes, on the overall effectiveness of the proposed plan and on its sub-parts, in particular on the proposals for the performance plan, the development of science and technology, the reproduction of basic resources, work and wages, social security, environmental protection, the personnel and social development plan and the financial plan. They pay particular attention to reducing material costs and increasing labour productivity.
6. Central authorities, central management bodies and organisations shall use rational ideas and comments contained in the opinions of the competent trade unions when drawing up draft plans. State and economic authorities are obliged to give a written reply within 30 days to a trade union body corresponding to their level.3)
They shall inform each other, by mutual agreement, of the use of ideas and solutions to the comments of the workers of the plenary meeting of the higher trade unions, the conference and the members of the ROH. In the event of a divergent opinion by the trade union on the draft plan or disagreement with some of its parts, it shall be treated in accordance with point 29 of these principles.
7. The central authorities, the central management bodies and the organisation shall keep the competent trade unions informed of any major changes to the draft plan and shall require their comments during the period following the submission of the draft economic plan to the superior authority.
8. The participation of the authorities of the Revolutionary Trade Union Movement in the discussion of social development plans is governed by the principles of the planned management of cadre, personnel and social development, approved by the Government of the CSSR.
II.
Participation of workers in the implementation of friendly planning
9. One of the basic forms of participation of workers in management is a method of friendly planning aimed at progressing the qualitative tasks of the plan. Its aim is to mobilise and exploit the skills, knowledge and experience of workers to detect internal reserves in order to achieve social objectives. It is applied in all sectors and the centre of gravity is in organisations and their internal departments.
10. In-use planning shall be applied within the means, limits and limits specified by the plan in the direction of their rational evaluation and achievement of greater efficiency in the reproductive process; It therefore focuses mainly on the qualitative aspects of development, in particular the reduction of material, energy and import performance of production, the improvement of the quality and utility characteristics of products, and also the growth of efficient production for exports and the internal market and the continuous growth of labour productivity. The overall expression of this improvement in quality indicators is an increase in adjusted own performance or another indicator which forms the basis for the adjustment of wage developments. If adjusted performance increases by reducing material costs, only an increase which is reasonably reflected in the increase in profit shall be considered to be an appropriate plan. If the modified performance increases by increasing production or performance, it is considered to be beneficial only if it is proposed
(a) in industrial sectors corresponding to increases in export supplies to the USSR and NSZ, to market funds or to increases in sales from the population (local industry and production cooperatives); the increase in output intended for production consumption or for the creation of ready-to-use outlets shall be assessed within the meaning of the last paragraph of this point (in the case of stocks co-operating with the Czechoslovak State Bank) - the condition for recognition in a satisfactory plan shall be the contractual security of disposal of this production; the fulfilment of the assumptions shall be assessed in the annual economic analysis;
(b) in agriculture, an increase in the required, contractually secured supplies for the food industry, market funds and exports;
(c) in the construction industry, compliance with or improvement of the specified gauge for the adjustment of the spacing;
(d) in other sectors, an increase in the performance sought as determined by the supervisory authority.
To this end, the organisation, the central management bodies and the central authorities shall specify the routes by which the proposed progressions are to be achieved.
11. Incentive planning is organized
(a) in the first two years of the five-year period, as a progressive step in the annual implementation of the State Plan in the annual plans of the organisations and central management bodies by the deadline for their confirmation by the superior stage of the proceedings (usually February of the planned year),
(b) in subsequent years, five years as a progressivity of the five-year state plan for the year in question (possibly as a progressivity of the directive on the annual implementation of the State Plan) in the draft annual plans of the organisations and bodies of the central management committee (usually September of the preceding year) .4)
12. The organisation shall be encouraged to advance the modified performance plan or any other indicator that forms the basis for the adjustment of wage developments by granting them full entitlement to wage resources according to the prescribed standard. In order to increase the plan adopted after the deadline set out in point 11 of these principles, or to exceed it, they shall be entitled to a reduced standard. The normative that expresses the relationship between the increase in wage resources and the increase in adjusted own performance is not reduced in implementation. A preferential standard may be established for the phase of the plan.
13. The central authorities, in agreement with the competent trade unions in relation to the central management bodies and their management bodies, shall provide for a focus on friendly planning and specific forms of material stimulation. In doing so, it will ensure that the method of accommodating planning is carried out in the internal services with its connection to the internal services and remuneration.
14. Mass stimulation associated with accommodating planning in compliance with the established principles and conditions shall be considered mandatory, with a consistent respect for the principle of the address of benefits and, where appropriate, penalties.
III.
Participation of workers in the implementation of the five-year plan and annual implementation plans
15. The central and central management authorities shall, in accordance with the deadlines set, develop the tasks and limits of the five-year national plan and the annual national plans for the development of the national economy to organisations. In order to ensure joint action in the implementation of the plan and the collective agreements, they shall use joint negotiations with the relevant trade union bodies to discuss the socio-political content and manner of carrying out the tasks undertaken and their control.
16. The organisation shall, following the tasks and limits of the five-year plan, develop the tasks of the annual plans in a differentiated manner, up to the internal services and individual workplaces. They shall use joint negotiations with the relevant trade unions to carry out the tasks of the plan and the collective agreements. They ensure the familiarity of workers with the tasks laid down, including the conditions of material involvement. During this period, they organise commitment movements and other forms of workers' initiative, using progressive and innovative methods of work, including a temporary form of organisation of work and remuneration. They create conditions and acquire workers to detect internal reserves in particular in reducing the energy, material and raw material performance of production, improving the quality and reliability of products and making science and technology more effective. In the course of the implementation of the economic plans, workers shall regularly report on the level of the timing of the tasks of the plan, showing deficiencies and mobilising workers to eliminate them in accordance with the measures taken.
17. In order to promote growth intensification factors, the central management and organisation bodies deepen their management relationships and principles. They put particular emphasis on improving the internal market as a prerequisite for targeting, organising and evaluating the benefits of socialist competition and increasing the merit of the economic results achieved in increasing the efficiency and quality of production.
18. The central management and organisation bodies, in cooperation with the relevant trade unions, shall apply only those forms of initiative which produce demonstrable results and shall be responsible for the fact that the different forms of competition and the initiatives of workers will not be applied in a direct and mechanical manner, regardless of the specific conditions and needs of the organisations. They improve the cooperation of research, development and other sites of organisations with scientific research institutes and universities in order to streamline the link between production and science for successful performance of the qualitative tasks of the plan. In doing so, research and development centres are oriented towards accelerating the development of new products and the technical preparation of production. They ensure the closure, implementation and control of the implementation of the associated socialist commitments, including the associated international socialist commitments, to complete investment-building actions and to put capacity into service at specified dates and technical economic indicators, to improve supply-based customer relations and to meet the needs of the foreign and internal market.
19. The central authorities, central management bodies and organisations shall submit to the competent trade unions proposals for changes to the economic plan during the year which they may carry out exceptionally, provided that they comply with the tasks, limits and standards established by the superior authority. The trade union authorities draw the attention of senior economic and higher trade union authorities to cases where, at the expense of well-run organisations, the plans of organisations which do not achieve the specified results are regulated. At the same time, they ensure that changes to the plan are also reflected in collective agreements and that socialist commitments are specified. In the event of disagreement between the trade union body and the change of plan, the procedure laid down in point 29 of these principles shall be followed.
IV.
Participation of workers in monitoring the implementation of the five-year plan and the annual implementation plans
20. The central and central management bodies shall, in the framework of their management activities, establish conditions and organisations shall ensure a consistent control of the implementation of the plans and management with a wide participation of workers and in close cooperation with the trade unions. In joint actions, they create substantive and time-consuming conditions enabling workers to collectively assess the results achieved in the performance of technical, economic and social tasks and proposals to address the problems encountered. It also provides for a range of indicators for the plan to be submitted by the economic authorities to the trade unions for inspection.
21. The joint task of the state, economic and trade union bodies is to ensure that ongoing monitoring of the implementation of the plan and the management, including compliance with socialist legality and labour and technological discipline in all organisations, establishments and establishments. When organising half-yearly and annual public checks on the implementation of collective agreements, emphasis will be placed on monitoring the performance of the economic and social development plans, together with an evaluation of the workers' initiative. Organise the control to encourage workers to actively address the problems associated with the implementation of the plan and to make use of their ideas and comments on the detection of reserves in order to successfully secure all planned tasks.
22. Control the implementation of the plan to focus in particular on the uniform performance of tasks in accordance with the planned guidelines for social use (in particular exports and deliveries to market funds), increasing efficiency, quality and economy. To regularly evaluate the process of implementing the tasks of the technical development plan, increasing the proportion of products of a high technical and economic level from the total production volume, developing losses from poor production, using basic resources, reducing the consumption of materials, raw materials, fuels and energy, reducing the share of live work and overtime and other costs. Assess the performance of tasks in the implementation of national target programmes, comprehensive socialist rationalisation programmes, investment construction and supply-customer relations.
23. Ensure a continuous monitoring of the implementation of the Human and Social Development Plan; 5) increased care on issues of working conditions and working and environment, in particular safety and health at work.
24. The economic and trade union authorities shall ensure that, on a quarterly basis, the results achieved in all contexts and limits of the economic and social development plans and plans are explained to the workers at production meetings monthly, member meetings and conferences, and that proposals are made to address identified deficiencies, including drawing concrete conclusions against those who fail to fulfil their tasks.
25. The trade union authorities are actively involved in the analyses of economic activity, in particular in the evaluation of workers' initiative, the implementation of collective agreements, plans for personnel and social development, the implementation of economic measures, etc. The analyses carried out, together with proposals for measures to improve economic activity, shall be discussed by the trade union body and shall deliver an opinion on them. The representative of the trade union body shall take part in the final procedure in which he applies this opinion. The joint task of organisations, medium-sized management articles and relevant trade unions is to ensure that workers are made aware of the results of the annual economic analysis and of the corrective measures taken, which will be developed in all areas where deficiencies have been identified, including the way in which they are checked.
V.
Final provisions
26. These principles will be developed by the central authorities with the relevant trade union committees, regional national committees and the National Committee of the City of Prague and the National Committee of the SSR of Bratislava with regional trade unions, the Prague Trade Union Council and the Bratislava Trade Union Council and will ensure joint measures to implement them on the specific conditions of the sector in the production and non-production sector.
27. The principles apply to all economic management bodies, organisations and national committees.
28. In accordance with these principles, the special techniques and production economic organisations of the Federal Ministry of Defence shall be implemented in compliance with the relevant provisions on the protection of state, economic and professional secrecy.
29. The conflicting views of the trade unions on the proposals for economic plans, the changes in the annual economic plans and the analyses of economic activity are dealt with by the superior state or economic authority after consultation with the relevant higher trade union body.
30. The central authorities, together with the competent trade unions, shall carry out checks on compliance with the principles in relation to the evaluation of the annual results of the implementation of the plan in the sectors and the central management bodies and the organisation, together with the relevant trade unions, at the same time as the analysis of economic activity.
31. Principles take effect on the day of publication. At the same time, the principles approved by the Government Resolution 401 / 1980 published in the Collection of Laws under No. 14 / 1981 Coll.
1) For the purposes of the principles, they shall mean sectoral central authorities, regional national committees, the National Committee of Prague and the National Committee of SSR Bratislava.
2) Principles of the Government of the CSSR and the Office for the conclusion, content and control of collective agreements approved by the Government of the CSSR Resolution No. 255 / 1985.
3) The economic and state authorities reply to the opinions in writing at the level of: - ZV ROH - organisation - ZV (PV) ROH - authority of the Central Article of Procedure - OV ROH - Regional National Committee of Prague, National Committee of the City of SSR Bratislava - Regional Trade Council, Prague Trade Union Council, Bratislava Trade Union Council - Central Authorities of ČSR and SSR - Czech Trade Union Committee, Slovak Trade Union Committee - Central Authorities of the Federation - Central Committee of the Trade Union.
