of 12 July 1960
on the Rules of Procedure and Conditions of Employment of the National Assembly
The National Assembly of the Czechoslovak Socialist Republic decided on this law:

Část I

Preliminary provisions
§ 1
The National Assembly is the highest body of state power and the only national legislature in the Czechoslovak Socialist Republic. It is a matter of fundamental matters of internal and foreign policy of the State, with all its activities and the work of its institutions and Members of the National Assembly actively acting to carry out the tasks of the Socialist State (Article 39 (1) and Article 40 of the Constitution).
§ 2
(1) The Rules of Procedure and Conditions of Employment of the National Assembly lay down the principles of his work. It provides for the rights and obligations of Members and bodies of the National Assembly and external contacts of the National Assembly, in particular with the government and central authorities.
(2) The National Assembly shall, within the framework of these Rules of Procedure and the Conditions of Employment, regulate its internal circumstances and other rules of procedure by its own resolution.

Část II

§ 3
Meeting of the National Assembly
(1) The meeting of the National Assembly shall be convened by the President of the Republic at least twice a year. Meetings must be convened if at least a third of the Members so request.
(2) The President of the Republic declares the sitting closed.

Část III

Establishment of meetings of the National Assembly
§ 4
The Bureau of the National Assembly shall convene the newly elected National Assembly for a constituent meeting no later than 4 weeks after the election date.
§ 5
(1) Before the election of the new Bureau of the National Assembly, the founding meeting shall be chaired by the President or a member of the current Bureau of the National Assembly.
(2) The President shall take the oath of Members and have the Bureau elected.
§ 6
Once the new Bureau has been elected, the newly elected chairman of the meeting shall take over and the selection of verifiers and the selection of the mandate committee may be made.
§ 7
The President of the former National Assembly or one of its Bureau members shall then report on the Bureau's activities during the period from the end of the last meeting of the National Assembly.
National Assembly Meeting
§ 8
The National Assembly shall in particular:
1. elect the President of the Republic;
2. Negotiates draft laws which are based on members of the National Assembly, its committees, its Bureau, the President of the Republic, the Government and the Slovak National Council;
3. discuss long-term plans for the development of the national economy of the Republic and reports by the Government on the implementation of the annual plans;
4. Negotiates reports by the Government on the activities of national committees, reports on monitoring and monitoring the implementation of the Constitution and other laws;
5. Negotiates the State Budget and the State Final Account;
6. Negotiates international agreements of a general nature, of an economic nature and of which the law is required;
7. Negotiates the programming declaration submitted by the Government to the National Assembly after its appointment;
8. Negotiates reports and initiatives of the President of the Republic;
9. Negotiates the Government's proposals, statements and reports;
10. Negotiates the proposals, initiatives and reports of the Bureau, the President and the Committees of the National Assembly;
11. Negotiates proposals, initiatives and questions from Members;
12. It is about reports by the Supreme Court and the Attorney General on the state of socialist legality,
13th watch over constitutional preservation. It may repeal the Law of the Slovak National Council, regulations or resolutions of the Government and generally binding regulations of the Regional National Committees, if they contradict the Constitution or any other law (Article 41 (2) of the Constitution),
14. Elects and withdraws the National Assembly bodies;
15. Elects the Supreme Court and may dismiss its members.
§ 9
The National Assembly shall, on a proposal from its Bureau, set out the agenda and the way in which each item of the agenda is to be discussed.
§ 10
(1) The speakers shall take the floor with the President if the end of the debate is not reached or if they do not give the final word to the rapporteur.
(2) Speakers are generally given the floor in the order of their applications.
(3) Every speaker has the right to speak in his mother tongue.
§ 11
A Member who deviates from the present case or violates the rules or the seriousness of the National Assembly's proceedings calls the President to order.
§ 12
(1) The National Assembly is eligible for a resolution if an absolute majority of all Members are present. The consent of an absolute majority of Members present shall be required for the validity of the resolution.
(2) The adoption or amendment of the Constitution, the resolution on the declaration of war, the change of state borders and the election of the President of the Republic require the consent of three fifths of all Members.
§ 13
Voting by raising your hand. The President may add up the votes if there are doubts as to the outcome of the vote.
§ 14
(1) Members may propose a change in the manner and order of vote.
(2) The National Assembly shall decide on these proposals by simple voting without debate.
(3) If the order of vote has not been so decided, it shall be determined by the President.
§ 15
After determining the method and order of vote, the vote shall be on the subject-matter of the hearing, first voting on amendments.
§ 16
(1) National Assembly meetings are essentially public.
(2) The National Assembly may decide by simple voting without debate that the meeting is not public.
§ 17
The Act announces the Bureau of the National Assembly within 14 days of their approval by the following sentence: "The National Assembly of the Czechoslovak Socialist Republic has decided on this Act."
§ 18
The resolutions of the National Assembly shall be signed by the President and the verifier.
§ 19
(1) Minutes shall be drawn up for each meeting of the National Assembly, indicating in particular who managed the meeting, how many Members were present, what proposals were made, who attended the debate and what the vote was. The minutes shall be verified by the Chairman and the verifier.
(2) Verbatim minutes shall also be drawn up for each meeting.

Část IV

Bureau of the National Assembly
§ 20
(1) The national assembly shall elect a Bureau of 30 members from among its number. The Bureau shall consist of the President of the National Assembly, the Vice-Presidents, the Chairpersons of Standing Committees and other members of the Bureau.
(2) The Bureau shall be elected for the entire term of the National Assembly. He shall remain in office even after the end of his term of office until the newly elected National Assembly elects its Bureau.
(3) The Bureau of the National Assembly shall be responsible for its activities to the National Assembly, which may be dismissed at any time by its individual members.
(4) The Bureau of the National Assembly shall act by an absolute majority of its members.
§ 21
The Bureau of the National Assembly shall meet as necessary, at least once a month, to effectively plan and manage the work of the National Assembly and its bodies.
In doing so, it must ensure that the work of the National Assembly, in particular its committees, is coordinated and fully developed in order to enable Members' initiative in the spirit of the Constitution to lead to the deepening and strengthening of our socialist democracy, to ensure that the entire work of the National Assembly and its institutions is a guarantee of respect for our socialist legality and to actively fulfil the tasks of the Socialist State. It shall provide all-round information to Members of the National Assembly, in particular on the important resolutions of the Party and Government and on the work of the National Assembly and its Committees, to enable them to work successfully in the National Assembly, in districts and regions.
§ 22
The Bureau of the National Assembly shall in particular:
1. exercise the powers provided for in Article 60 of the Constitution;
2. It shall be decided on a work plan of the National Assembly bodies, drawn up in particular on the basis of proposals from committees and the Council of Members, which shall guide and guide the work of the National Assembly and its bodies;
3. discuss and manage the international contacts of the National Assembly;
4. examines the effectiveness of the bills submitted by Members, the National Assembly Committees and the Slovak National Council. If the proposal is rejected, the appellants may request that the proposal be placed on the agenda of the next meeting of the National Assembly, which shall decide on such a request by simple voting without debate,
5. Commands draft laws to the relevant committees,
6. give a binding interpretation of the Rules of Procedure and the Conditions of Employment,
7. Determines when the National Assembly will meet and propose a agenda for the meeting,
8. Determines the order in which the Vice-Presidents represent the President,
9. It shall be decided on the draft budget of the National Assembly,
10. elect its verifiers;
11. assists in exchanging experience and providing the necessary information in developing the activities of regional associations of Members of the National Assembly as well as the work of Members of the National Assembly in the districts, in particular with regard to their preparation for activities in the National Assembly and its bodies,
12. the organisation of the Office of the National Assembly and its Conditions of Employment shall be decided upon;
13. Negotiates initiatives, proposals, complaints, etc., and, if it does not deal with them itself, decides on how they are handled,
14. Delegates Members who are not members of the Committee to committee meetings on individual issues,
15. It shall decide on Members' applications for leave.
§ 23
Chairman of the National Assembly
The President of the National Assembly shall in particular:
1. Manages meetings of the National Assembly, meetings of the Bureau of the National Assembly and the Council of Members;
2. represents the National Assembly externally,
3. Signs the laws and regulations of the Bureau of the National Assembly,
4. The National Assembly shall report to the Bureau pursuant to Article 60 (2) of the Constitution.
§ 24
Verifiers
The verifiers shall verify the accuracy and completeness of the resolutions of the National Assembly and the minutes of meetings of the National Assembly and its bodies and shall assist in determining the results of the votes.
Committees
§ 25
(1) The National Assembly establishes permanent committees for the main sections of state and social activity as its working and initiative bodies.
(2) The National Assembly shall establish standing committees: mandates, constitutionally legal, for the plan and budget, industrial, agricultural, foreign, cultural, health and other standing committees, as appropriate.
(3) The National Assembly may set up temporary committees to discuss certain issues.
(4) Each committee may meet at joint meetings in order to be able to discuss certain common issues in general.
§ 26
The National Assembly shall elect the chairpersons and other members of the Committees from among its members.
§ 27
(1) The Chairman of the Committee shall manage the work of the Committee and inform the Bureau of the National Assembly thereof.
(2) In its constituent meeting, the Committee shall elect a Vice-President who shall represent the Chair in the Committee at the time of his absence and his verifier.
§ 28
The National Assembly committees monitor and discuss the performance of the tasks of economic and cultural construction and give incentives to the activities of state authorities. This is done in particular in close cooperation with members of the Government.
National Assembly Committees shall discuss draft laws and legal measures of the Bureau of the National Assembly and shall monitor and monitor their implementation. They discuss all the serious issues in the sections of the State Administration for which they have been established, and with their conclusions they refer to the competent authorities. When discussing these issues, committee members make comments and submit proposals to citizens and their own, obtained in contact with workers.
Members who are not members of the Committee may be present at the Committee's deliberations. They have an advisory vote.
§ 29
(1) The National Assembly Committees rely on cooperation with workers and their organisations in their activities.
(2) The committees shall, in addition to representatives of state bodies, recruit scientists, improvements, technicians and other leading workers of economic and cultural life to discuss serious questions.
§ 30
The National Assembly committees may carry out on-the-spot surveys for a proper and detailed examination of the issues under consideration.
§ 31
National Assembly Committees may submit initiative bills. Each draft law is accompanied by a budget on the financial scope of the syllabus and a proposal for the reimbursement of the required cargo. Such a budget and a proposal must also be attached to its initiative bill by Members.
§ 32
National Assembly Committees have the right to invite members of government and representatives of other state bodies to their meetings and to request information and reports from them.
§ 33
The committees, with their resolutions, shall refer to the competent authorities of the Member States, which shall make their views known within 30 days.
§ 34
The committees are also active at a time when the National Assembly does not sit down.
§ 35
The Committee shall be able to act if an absolute majority of its members are present. An absolute majority of the members present shall be required to be in force.
§ 36
The Committee may declare its conduct private or secret.
§ 37
In order to discuss a draft law, legal measure or other subject matter, the committee chairman or, if objections are raised, the committee shall set up a resolution by the rapporteur.
§ 38
Proposals of laws and legal measures shall be printed and circulated to all Members of the National Assembly.
§ 39
When discussing a draft law or legal measure, the committee shall conduct a debate on the draft.
§ 40
(1) Following the examination of a draft law or legal measure, the Committee of the Rapporteur shall establish an oral reporting report to the National Assembly, where appropriate, by its Bureau.
(2) The Committee also submits a report in writing on the draft laws to the National Assembly if it has made any changes to the draft law.
§ 41
(1) If the same bill or legal measure is ordered to discuss several committees, the committees may discuss such a proposal at a joint meeting.
(2) Committees may agree on a joint rapporteur for the National Assembly or its Bureau, even if the committees have not discussed the proposal in a joint meeting.
§ 42
Committees which have discussed the draft law shall, after a reasonable period has elapsed since the publication of the law, examine its operation.

Část V

Cooperation with the Government
§ 43
The Government and its members shall be responsible for their duties to the National Assembly.
§ 44
(1) Members of the Government may attend all meetings of the National Assembly or its bodies. They shall be given the floor whenever they so request, including on statements which are unrelated to the agenda of the meeting.
(2) In meetings of the National Assembly committees, members of the Government may be represented by their Deputy Members.
§ 45
A member of the Government shall be obliged to attend a meeting of the National Assembly, its Bureau or its Committees if the National Assembly, its Bureau or the Committee so requests.
§ 46
The members of the Government or their Deputy Ministers may take with them experts of their office to meetings of the National Assembly bodies to which they will attend.
§ 47
The Minister responsible shall allow designated members of the National Assembly Committees to participate to the widest extent in preparatory work on draft laws and on other issues related to the activities of the National Assembly.
§ 48
The Prime Minister and the other members of the Government shall be obliged to answer questions from Members within 30 days.

Část VI

Council of Members and Regional Association of Members of the National Assembly
§ 49
Organisational assistance to the Bureau of the National Assembly shall be provided by the Council of Members. He is an assistant body of the Bureau of the National Assembly and works only at the time of the National Assembly. It shall be composed of the President and appointed members of the Bureau of the National Assembly and representatives of the regional associations of Members.
The President of the National Assembly shall convene the Council of Members as necessary to ensure serious organisational arrangements.
§ 50
(1) Members of the National Assembly elected in constituencies in the territory of the same region or capital of Prague are joined in the regional association of Members of the National Assembly.
(2) In Slovakia, Members of the Slovak National Council are also members of the Regional Assembly of Members.
(3) The Regional Association of Members of the National Assembly shall elect its President from among its number.
(4) The meetings of the Regional Association of Members of the National Assembly discuss the tasks related to the work of the National Assembly and its bodies (in Slovakia also the work of the Slovak National Council and its bodies) and the activities of the Regional Association of Members in the Circuits. The resolutions, initiatives and comments from the regional associations of Members of the National Assembly are referred to the National Assembly (Slovakia also to the Slovak National Council).
(5) The Regional Association of Members of the National Assembly helps to prepare their members for their activities in the constituencies and bodies of the National Assembly (Slovakia also in the bodies of the Slovak National Council).

Část VII

Members of the National Assembly
§ 51
(1) Members help to unify the creative forces of workers in their efforts to fully develop socialist society and to this end maintain the closest link with them. They are required to file regular accounts and report on the activities of the National Assembly to their constituents. In particular, Members are obliged to explain to voters the importance of the laws approved by the National Assembly and to help the state and economic authorities and citizens maintain the laws. Members verify in daily life how the laws are implemented and how they are proven.
(2) Members are obliged in their work to take into account the proposals, complaints and wishes of citizens and to apply in the National Assembly the experience gained in contact with citizens. They work closely with and in cooperation with the national committees and with the organisations of the working people to help implement the laws and resolutions of the parties and governments, in particular by acquiring citizens of their constituencies to perform the tasks of socialist construction and by developing the creative forces of workers.
§ 52
(1) Members have the right to submit draft laws and other proposals resulting from their activities as representatives of the people to the National Assembly.
(2) Members are entitled to ask questions about the government and its individual members. They have the same right with regard to the Bureau of the National Assembly. Questions may be written or oral.
(3) Members shall have the right to request from the public authorities the explanations necessary for the performance of their duties.
(4) Members of the national committees and all citizens and workers' organisations support and assist the Members of the National Assembly in their work.
§ 53
(1) Members shall be obliged to attend all meetings and works of the National Assembly, in particular to attend meetings of the National Assembly and its committees to which they have been elected.
(2) If a Member cannot attend the meetings of the National Assembly or its bodies, he must apologise.
