Government Regulation
of 27 December 1951
implementing the Law on the financing of national and municipal enterprises.
The Government of the Czechoslovak Republic, taking into account the necessity and urgency of further consolidation of financial, credit and cash discipline in the national economy and the better use of funds for the construction of the socialist economy, mandates pursuant to Section 13 of Act No. 106 / 1951 Coll., on the financing of national and municipal enterprises:
§ 1.
Ministries, their main administrations and businesses, as well as other authorities, are obliged to maintain the greatest economy in their management, make the best use of all internal resources, continuously reduce their own costs and ensure that accumulation is achieved.
§ 2.
The main task of ministries, their main administrations and businesses is to respect the production sales prices established by the State Office of Planning and to consistently reduce the production sales prices established by the ministries and companies.
§ 3.
(1) In its financial management, the Ministry is governed by its annual and quarterly financial plans drawn up on the basis of direct relations with the State budget as regards their main administrations and businesses.
(2) Main administrations and undertakings are governed by their financial management mutatis mutandis by their financial plans drawn up on the basis of the Ministry's financial plan.
§ 4.
(1) The financing plan of the Ministry is to determine revenue from all the economic activities of the Ministry, its main administrations and undertakings, all expenditure relating to the economic activities of the Ministry, its main administrations and undertakings, all other revenue and expenditure, as well as relations with the State Budget.
(2) The financial plans of the main administrations and undertakings are determined by the revenue from all economic activities of the main administrations and undertakings, all expenditure linked to the economic activity of the main administrations and undertakings, all other revenue and expenditure as well as the interaction with the Ministry's financial plan and hence the State budget.
(3) In agreement with the Minister for Finance, the Minister for Finance sets out the models of the ministries' financial plans, their main administrations and businesses and the models of auxiliary tables.
§ 5.
(1) Expenditure on the apparatus of ministries, their main administrations and other offices is set out in their budget. The financing of these expenditure shall be made from the State budget. All the revenues of the ministries and other offices flow to the state budget.
(2) The financing arrangements for expenditure referred to in the preceding paragraph shall be determined by the Minister for Finance.
(3) The expenditure and revenue of economic ministries and their main administrations referred to in paragraph 1 shall be included in the financing plans of those ministries.
§ 6.
(1) The draft financial plans are submitted by the ministries to the Government at the same time as the draft economic plans, in the manner and within the deadlines set for the submission of the draft economic plans.
(2) Copies of the financial plans with the relevant auxiliary calculations and justification shall be submitted to the Ministry of Finance and to the State Office of Planning.
(3) On the basis of the approved national national economic plan and the government's adopted draft state budget, all ministries in agreement with the Ministry of Finance will specify the proposals for their financial plans, confirm them and place them on the main administration and place them on the main administration.
(4) On a quarterly basis, the Ministry of Finance, the State Office, the Planning Office and the State Office submit statistical reports on the implementation of the financial plans.
(5) The State Statistical Office, in agreement with the Ministry of Finance and the State Planning Office, sets out models and indicators for enterprises and ministries for the monthly implementation of financial plans.
§ 7.
(1) The Minister of Finance is obliged to ensure that all funds and resources are mobilised as much as possible in the draft state budget in order to ensure that the national national economic plan is met.
(2) The Ministry of Finance is drawing up a draft annual state budget divided into quarters at the same time.
(3) The Ministry of Finance shall submit to the Government and the State Office planning reports on the implementation of the State Budget for each quarter within the deadlines set by the Government.
§ 8.
(1) The Ministry of Finance shall submit to the Government for approval a draft quarterly short-term credit plan 12 days before the beginning of the quarter.
(2) The State Planning Office submits observations to the Government on the draft quarterly loan plan of the Ministry of Finance.
(3) After approval of the loan plan by the government, the ministries will write down the loan plan for enterprises and the Ministry of Finance and the State Bank will write down the loan plans for branches of the bank, the Investment Bank, the National Enterprise, and the constitution of the people's money industry.
§ 9.
(1) The Ministry of Finance shall submit to the Government for approval a draft quarterly cash plan 12 days before the beginning of the quarter.
(2) The State Planning Office submits observations to the Government on the draft quarterly treasury plan of the Ministry of Finance.
(3) The approved treasury plan will be broken down by the Czechoslovak State Bank to its branches, to the Investment Bank, to the National Company, and to the constitution of the people's money industry.
§ 11.
This Regulation shall enter into force on 1 January 1952; All members of the government will do it.
