ORDER
GOVERNMENTS OF THE CZECH REPUBLIC
of 18 March 2020
on the adoption of crisis measures
Following the Government Resolution No 194 of 12 March 2020 by which the Government, in accordance with Article 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, issued emergency measures for the purposes of Article 5 (a) to (e) and § 6 of Act No. 240 / 2000 Coll., on emergency management and amending certain laws (Crisis Act), as amended, for the resolution of the crisis situation, the adoption of crisis measures, by virtue of the provisions of § 5 (c) and § 6 (1) (b) of the Crisis Act.
Government
I. prohibits, with effect from 19 March 2020, all persons from moving and staying at all places outside their residence without breathing protection (nose, mouth) such as respirator, mask, mouthpiece, scarf, scarf or other means preventing the spread of droplets;
II. orders all persons who have an exception for cross-border workers (pendlers) to restrict movement within the territory of the Czech Republic to essential needs. Exemptions under the Government Resolution of 15 March 2020 No 215 according to point:
(a) I / b (necessary trips to family or loved ones),
(b) I / d (trips strictly necessary to ensure the needs and services referred to in (c) for another person (e.g. volunteering, neighbourhood assistance);
(c) I / f the second part of the sentence (travel to deal with urgent official matters, including the necessary accompanying of relatives and loved ones),
(d) I / h (outdoor or park stay)
do not apply to such persons;
III. Points out that the persons referred to in point II of this resolution are subject to all measures resulting from all other resolutions (in particular the obligation to wear breathing protection);
IV. Orders all persons referred to in point II of this Resolution (pendlers) to continue to carry out checks on the symptoms of an infectious disease when crossing the national border and, if symptoms of an infectious disease are detected, to provide the necessary synergy to health professionals in carrying out a biological sample to detect the presence of COVID-19.
