of 3 November 2004
establishing a catalogue of activities in the Security Corps
The Government orders pursuant to § 116 (2) of Act No. 361 / 2003 Coll., on the service relationship of members of the Security Corps:
Scope
This Regulation provides for a catalogue of activities in the service of the Customs Administration of the Czech Republic, the Prison Service of the Czech Republic, the Police of the Czech Republic, the Fire Department of the Czech Republic and the General Inspection of Security Corps.
Definition of certain terms
For the purposes of this Regulation:
(a) coordination - activities consisting of active action on components of the system defined by an example of activity (disciplines, agendas, activities) to achieve their consistency;
(b) reinsurance - activities with full responsibility for carrying out tasks defined by an example of activity;
(c) complex activities - activities involving all parts of the whole (system) defined by an example of the activity;
(d) methodological guidance - determining uniform generally applicable ways of achieving a specific objective;
e) the concept - the leading idea, the curriculum of thought and leadership,
(f) field of study - a comprehensive field of social, technical or natural teaching, which is generally the content of the study of accredited study programmes; and
(g) agendas - a summary of the activities related to matters forming a comprehensive part of a particular field, including links to other agendas of that field.
Activity Catalogue
The catalogue of activities in the performance of the service in the Customs Administration of the Czech Republic, the Prison Service of the Czech Republic, the Police of the Czech Republic, the Fire Rescue Corps of the Czech Republic and the General Inspection of Security Corps is set out in the Annex to this Regulation.
Efficacy
This Regulation shall enter into force on 1 January 2007.

Catalogue of activities in the performance of services in the Customs Administration of the Czech Republic, Prison Service of the Czech Republic, Police of the Czech Republic, Fire Rescue Corps of the Czech Republic and General Inspection of Security Corps
1. Specific activities
1.1. Customs administration of the Czech Republic
2. tariff class - Chief Official
1. Basic acts in the supervision and control of the customs authorities of the Czech Republic (hereinafter referred to as the "customs authority").
2. Measures under supervision and control under the responsibility of the customs authorities under the authority of the competent customs authorities.
3. Armed transport of courier consignments within the customs and financial authorities of the Czech Republic.
3rd tariff class - assistant
1. Implementation of professional supervisory or control activities within the scope of the customs authorities under the respective individual agendas linked to other agendas.
2. Implementation of control activities in the infrastructure performance charging system or control of highway coupons. Implementation of control activities in the framework of state professional supervision in road transport.
3. Armed escort of designated goods under the supervision of customs authorities.
4. Execution of assistance activities with the exception of the armed transport of courier consignments.
5. Disclosure and settlement of offences within the competence of customs authorities and their handling in block proceedings.
4th tariff class - Senior Assistant
1. Provision of an agenda for supervision or control within the competence of the customs authority in departments with a defined territorial scope, including specialised supervisory and control activities using control technical means.
2. Ensuring an agenda in the context of a tax or customs procedure phase or the administration of an individual type of tax, customs duty, fee or other similar cash performance.
3. Separate implementation of the tasks of detecting and documenting customs and tax offences, offences and the execution of criminal proceedings and of the performance of tasks in these areas laid down by specific provisions and international conventions within the scope of the customs authorities.
4. Performance of basic customs cynological activities.
5th tariff class - inspector
1. Ensuring the agenda of the customs procedure associated with the tariff classification of goods, establishing the customs value, the amount of the security of the customs debt or the provision of the agenda of the tax management stages or the administration of several types of taxes, duties, charges or other similar cash transactions.
2. The exercise of basic activities in the operational deployment unit with national competence or the exercise of basic operational search activities.
3. Ensuring a complex of operational activities and, where appropriate, deciding on emergency measures in the exercise of supervision and control within the competence of the customs authorities of the department with a defined territorial scope.
4. the provision of specialised criminalistic technical activities using technical means for departments with defined territorial scope.
5. Separate implementation of special control activities in the transport and transport of goods subject to special control regimes or in the transport and transport of highly dangerous goods.
6. Enforcement of criminal proceedings in the detection, documentation and investigation of facts and legal complex crime within the competence of customs authorities.
7. Carrying out analyses of commercial cases, the effectiveness of the measures taken in carrying out supervision and control, the basic analysis activities and the preparation of management and decision-making documents in departments with a defined territorial scope.
8. Implementation of subsequent verification of the origin of the goods.

6. tariff class - Chief Inspector
1. Coordination and direction of supervision and control within the competence of customs authorities in departments with defined territorial scope.
2. Enforcement of activities of customs authorities in the detection, documentation and investigation of crime in the field of violation of customs and tax legislation.
3. Specialised professional activities in the operational deployment department with national competence or the pursuit of specialised professional operational search activities.
4. Separate provision of specialised criminalist and criminalist activities, provision of special operationally technical work in the deployment of operational equipment and professional work in the framework of operational search activities, implementation of operational documentation, evaluation of data in the accounting information systems.
5. Separate implementation of post-release checks or demanding analyses and analyses of the effectiveness of comprehensive supervisory and control measures.
6. Coordination of customs clearance activities, issuing customs and guarantee documents under international agreements.
7. Coordination and direction of customs valuation, tariff classification and origin.
8. Separate implementation of system specialised activities in the areas of special customs procedures, including coordination and guidance.
9. Separate implementation of system specialised activities in the field of customs supervision support, in the field of specialised measures concerning import, export, re-export, transport and transport of goods, protection of the internal market, post-release checks and controls by customs authorities under the legislation.
10. Coordination of operational activities carried out in a national branch.
11. Coordination of the implementation of the tax management phase agenda in the context of the management of an individual type of tax, customs duty, charge or other similar cash supply.

7th tariff class - Commissioner
1. Coordination and methodological guidance of the decisive directions for the administration of taxes, duties, fees or other similar cash transactions, supervision and control, or customs procedure or tax proceedings in a department with a defined territorial scope or their provision at a national authority, organisation of the service including cooperation with other authorities.
2. Separate implementation of complex analyses and the development of risk profiles in supervisory and control areas, including risk analysis.
3. Ensuring system activities in the areas of violation of customs and tax legislation, search, detection of criminal offences, criminal proceedings or criminal technical expertise.
4. Comprehensive exercise of specialised activities in the field of taxes, duties, fees or other similar cash transactions, or complicated tax or administrative proceedings, or cases between legal, economic and personnel-related bodies of a national branch.
5. Separate provision of specialised criminalist, criminalist, technical, expert and expert activities in a national unit. Methodological management of criminalist technicians on subordinate services.
6. Implementation of highly specialised professional activities in the operational deployment unit with national competence. Ensuring and coordinating special operationally technical work in the deployment of operational equipment or in the implementation of operational documentation.

8th tariff class - Chief Commissioner
1. Creation of rules on the determination of origin, customs value and tariff classification of goods. Coordination and carrying out of consultancy and consultancy activities in the field of customs in a national branch.
2. Separate comprehensive expert methodological management and guidance of the performance of the customs authorities, including the preparation and development of internal regulations, creative solutions to demanding and complex analytical, methodological and conceptual tasks within the national body.
3. Performance, coordination and management of criminal proceedings in the detection, documentation and investigation of criminal offences in fact and in law.
4. Establishment of uniform methodological principles and coordination of the activities of subordinate customs administrations in a national branch of the tax, customs, customs or other similar cash performance section, or integrated controls with implications for public budget revenue, where appropriate, in cooperation with other administrations, self-governing bodies and other bodies.
5. Coordination in the field of securing the customs debt or in the field of the protection of intellectual property in a department of national competence.
6. Coordination of the system of customs tariff assessments and application of the results of the international tariff negotiations.
7. Separate management and coordination activities in the areas of supervision and control, search, criminal proceedings, intelligence and operational search activities, including coordination of cooperation with other state bodies, and international cooperation in a national branch.
8. Performance of methodological, coordination and standardisation activities in the field of organisation, territorial competence of customs authorities and typology of the functions of the Security Corps in a national capacity.
9. Separate creative solutions and implementation of the most demanding risk analysis and evaluation of methods, forms and efficiency of comprehensive measures for conceptual and legislative outputs.
(10) Coordination of operational activities in a national branch in the exercise of management, control, supervision and search in the field of customs duties, taxes and other similar cash transactions and other exclusive and shared competences of customs authorities, including coordination of cooperation with other State bodies and international cooperation. Coordination and methodological guidance of emergency and crisis measures in the framework of the Customs Administration of the Czech Republic and independent implementation of methodological technical supervision and highly demanding controls in the field of operational centre activity.
11. Coordination of specific activities and ensuring synergies in the framework of international customs cooperation in a national branch.
9th tariff class - council
1. The creation of a concept of long-term development of customs administrations, their organisation and internal structure, or a concept of specialised fields of competence of customs authorities with a legally and factually complex issue, system specialised activities in specialised fields of customs authorities, coordination of the performance of customs authorities.
2. Production of Integrated tariff.
3. Creation of the concept of search, criminal proceedings, operational search activities in the field of detection of organised crime, including the establishment of guidelines for cooperation with other national authorities, with competent authorities of other States and with international organisations and institutions. Solving or coordinating extremely complex criminal cases with a national or international impact.
4. Creating the concept of economic protection of the State in the field of customs authorities, including international cooperation.
5. Creation of the concept of security of the Customs Administration of the Czech Republic.
6. Determination of the concept and basic guidelines of the development of the Customs Administration of the Czech Republic in its various fields of competence including assessment of links to other social systems and international connections. Evaluation of significant legislative, organisational, competence and other changes in the tax, customs, fees or other similar cash transactions.
7. Creating a strategy for implementing customs policy and tax policy.
8. Comprehensive management and establishment of guidelines for the development of the activities of a customs authority with a territorial scope.
9. Establishment of procedures and proposals for a comprehensive solution to international customs cooperation.
10. Provision of the Information Security Management System (cyber security manager), the design and implementation of security measures (cyber security architect) or the audit of cyber security (cyber security auditor) for controllers and information or communication system operators of critical information infrastructure.
11. Complete performance of tasks of the Data Protection Officer in the Customs Administration of the Czech Republic.

1.2. Prison Service of the Czech Republic
1. tariff class - referee
1. Performance of guard service on guard towers.
2. The performance of a watch service when accompanying vehicles or persons inside a detention centre, prison or detention centre (hereinafter referred to as the Institute).
3. The performance of guard duty in the guard and intervention patrol under professional guidance.
4. The service of judicial guards at the entrance to the courthouse, prosecutors or ministries and at the service of documents.
5. Transport of prisoners or inmates.
2. tariff class - Chief Official
1. Performance of guard and escort service under professional guidance.
2. Performance of supervisory services in detention, prison or institute under professional guidance or direction.
3. The performance of the guards' service of the judicial guards under professional guidance.
4. Transport of prisoners or inmates with partial performance of escort activity.
5. Treatment of service dogs and dogs prepared for service use.
3rd tariff class - assistant
1. Staff of the guard services at the guards' posts in the detention prison, prison or institute or at the external security office, and of the escort service in escorting prisoners and inmates outside the detention prison, prison or institution.
2. Separate performance of supervisory services in the demonstration of prisoners in prison or prison.
3. The performance of a guard's service in demonstrating prisoners in prison or prison.
4. The exercise of watch service in the buildings of courts, prosecutors or the Ministry of Justice and other places of service of judicial guards.
5. Performance of basic service tasks with a service dog or basic training of dogs prepared for service use.

4th tariff class - Senior Assistant
1. Providing control of persons or vehicles at the entrance or entry or in a defined section of a detention facility, prison or institute or in a defined section of an external guarded workplace or production zone and carrying out a guard's service in escorting particularly dangerous persons (exceptional and life imprisonment, organised crime, etc.) or carrying out activities in a unit of intervention under uniform command.
2. The exercise of the supervisory service in relation to the provision of the rights of prisoners, including their demonstration in detention or prison.
3. Provision of guard services for the demonstration of prisoners in prison, prison or the demonstration of inmates in the institution.
4. Coordination of transportation of prisoners and inmates.
5. Provision of guard services in the buildings of courts, prosecutors or the Ministry of Justice and other places of service of judicial guards.
6. Performance of cynological activities in prison, prison or institution.

2. Coordination and control of the exercise of watch service in the buildings of the courts and in ensuring order and security at the places of service of the judicial guards.
3. Coordination, provision and control of the performance of the supervisory service in the exchange and comprehensive provision of the supervisory service in the provision of rights and obligations of prisoners in the detention, prison or institution.
4. Self-ensuring the operation of an operational and supervisory operational centre in a detention facility, prison or institution.
5. Separate performance of special cynological activities, for example when searching for narcotic drugs and psychotropic substances or other commodities in detention, prison or institution.
6. Coordination and methodological guidance of cynology or methodological management of teaching and training of service dogs, methodological management of dogs and the processing of training programmes in prison, prison or institute.
7. Comprehensive performance of supervisory services at an unguarded workplace outside a detention or prison.
6. tariff class - Chief Inspector
1. Comprehensive coordination and control of guard or escort services or judicial guards.
2. Self-ensuring the rights and obligations of the accused, the exercise of disciplinary authority over the accused and the handling of disciplinary offences against the accused.
3. Methodology of teaching and training of service dogs, preparation of dogs and cynologists by specialization and categories of service dogs in the training centre of the service cynology.
4. Performance of professional activities in the security, preparation and use of technical and other means of service in the Czech Prison Service, for example in the field of security and special communication technologies.
5. Comprehensive coordination and methodological guidance of cynology or methodological management of teaching and training of service dogs, methodological management of dogs and the processing of training programs in prison, prison or institute.
6. Coordination of the control team, drawing up draft plans for control actions and standards for the operation of the internal control system. Ensuring synergies with external control authorities and the execution of the activities of the file service agenda at the Directorate-General.
7. Comprehensive coordination, methodological management and control of the supervisory service in the exchange.

Coordinating the performance of the tasks of the entrusted authority of the Czech Prison Service and carrying out the activities of the entrusted authority of the Czech Prison Service according to specific legislation in the prevention, detection, documentation and verification of the facts and legally highly complex criminal activities of persons in the exercise of custody, custodial sentence and security detention, committed in prison, prison or institution.
2. Coordination and direction of direct performance of prison guards in detention, prison or institution or judicial guards at the place of service.
3. Coordination and determination of the way in which the detention or prison sentence is to be enforced. Coordination and determination of the way in which the performance of security detention is implemented in the Institute.
4. The execution of conceptual and coordination activities and the share of the setting of guidelines for the exercise of custody, the execution of a custodial sentence and the execution of security detention or the performance of the service of prison and judicial guards.
5. Coordination of the security, preparation and use of technical and other means and the creation of technical and other conditions for the performance of the service in the Czech Prison Service, for example in the field of security and special communication technologies.
6. Coordination of activities in the provision of short-term protection or special protection and assistance to vulnerable and protected persons in the exercise of their custody or in the execution of a custodial sentence, including coordination of synergies with other entities.
7. Ensuring the protection of classified information in the Czech Prison Service. Methodological and control activities on the section protecting classified information in the Czech Prison Service.
9th tariff class - council
1. The independent performance of the activities of the entrusted authority of the Czech Prison Service and the coordination of the tasks of the entrusted authority of the Czech Prison Service according to specific legislation in the prevention, detection, documentation and verification of the criminal activities of persons in custody, imprisonment and detention detention, committed in detention, prison or institution.
2. Self-execution of activities related to the processing of the concept and coordination and direction of the exercise of custody or the execution of a custodial sentence and security detention.
3. Separate execution of activities related to the processing of the concept and coordination of the guidelines for the performance of the prison and judicial guards.
4. A separate exercise of activities related to the processing of concepts and coordination and comprehensive provision of activities in detention, prison or institute.
5. Processing of the concept and coordination of the guidelines for the performance of the Czech Prison Service in the field of technical and other means.
6. Specialised professional preventive, diagnostic and therapeutic work in the protection of animal health.
7. Comprehensive coordination of activities in the provision of short-term protection or special protection and assistance to vulnerable and protected persons in the exercise of their custody or in the execution of prison sentences, including the most demanding procedures and methods of such protection.
8. Comprehensive protection of classified information in the Czech Prison Service. Creation of the concept of protecting classified information including the establishment of binding methods and procedures for the Czech Prison Service. Provision of the information security management system (cyber security manager), design and implementation of security measures (cyber security architect) or audit of cyber security (cyber security auditor) with controllers and information or communication system operators of critical information infrastructure.
