Decree of the Ministry of Education of the Slovak Socialist Republic on the organisation and educational activities of pioneers' and youth houses, young technicians' stations, young naturalists' and young tourist stations

Ministry of Education of the Slovak Socialist Republic
of 3 August 1979
on the organisation and educational activities of pioneers' and youth houses, young technicians' stations, young naturalists' and young tourists' stations
The Ministry of Education of the Slovak Socialist Republic, in agreement with the Slovak Central Committee of the Socialist Youth Association and the Slovak Central Council of the Pioneers' Organisation of the Socialist Youth Association, provides, pursuant to § 45 (2) of the Slovak National Council Act No. 78 / 1978 Coll., on school establishments, and under § 14 (2) (a) of the Slovak National Council Act No. 79 / 1978 Coll., on state administration in education:
§ 1
Professional home and station management
(1) Pioneers' and youth homes (hereinafter referred to as "homes") and young technicians' stations, young scientists' and young tourists' stations (hereinafter referred to as "stations") establish and abolish national committees in accordance with the specific regulations (1) in agreement with the competent authorities of the Socialist Youth Union. The professional management of local and district houses and district stations is involved in the district committees of the Socialist Youth Union, in the professional management of regional houses and stations of regional committees of the Socialist Youth Union.
(2) The Central House of Pioneers and Youth Klement Gottwald in Bratislava is a directly managed organisation of the Ministry of Education of the Slovak Socialist Republic; the mission and tasks of this house, as well as the manner in which it is managed, shall lay down the Statute of the Central House of Pioneers and Youth Klement Gottwald, Bratislava.
(3) The Director is responsible for the operation of the house or station to the National Committee.
(4) The ideal and content content of the work of houses and stations under the responsibility of the national committees shall be determined by the National Committee, which shall lead them professionally, in cooperation with the competent authority of the Socialist Youth Union (hereinafter referred to as "SSM") .2.
(5) The operation of houses and stations is governed by an annual activity plan approved and evaluated by the National Committee and the competent authority of the SSM. The national committees and the competent authorities of the SSM shall jointly, as appropriate and separately, monitor the educational activities of homes and stations by mutual agreement; they shall inform each other of the outcome of the check.
(6) On interest and methodological activities, the individual houses and stations are accompanied by simple documentation, which they store in the archive of houses and stations when the activity is completed.
(7) The national committee shall conclude a contract of employment with home and station workers and shall have an employment relationship with them. if the Director and the training staff are involved, after consultation with the competent authority of the SSM.
§ 2
Organisation of houses and stations
(1) National Committees in Regional and District Houses (3) establish the following departments:
(a) methodological;
(b) a school of pioneer workers;
(c) social sciences;
(d) natural sciences;
(e) techniques;
(f) aesthetic education,
(g) gym and sport;
(h) tourism and industrial education;
(i) economic.
(2) The Department of Technology, the Department of Natural Sciences and the Department of Tourism and the Sectoral Education of Regional or District Houses can be located in an extended workplace; in which case they are referred to as stations and are part of the house.
(3) For operational reasons, and in the interests of more efficient organisation of educational activities of the house, the Regional National Committee may set up as a separate facility a regional station for young technicians, a regional station for young scientists and a regional station for young tourists. In the same way, the District National Committee may set up as separate facilities a district station for young technicians, young naturalists, young tourists. Separate stations can serve multiple homes.
(4) Young technicians' stations established pursuant to paragraph 3 shall, as a general rule, have:
(a) techniques;
(b) radiotechnicians, electrical engineering, cybernetics,
(c) modelling,
(d) transport education and motoring;
e) photo and film.
(5) As a general rule, young science centres set up under paragraph 3 shall have:
(a) general biology;
(b) zoology and breeding;
(c) botany and cultivation;
(d) working with inanimate nature;
(e) chemistry,
(f) mathematical-physical.
(6) As a general rule, young tourist stations established under paragraph 3 shall have:
(a) hiking;
(b) water tourism;
(c) cycling and motor tourism;
(d) ski and mountain tourism;
(e) professional education.
(7) The national committees in urban and local houses (3) establish the following departments:
(a) social sciences;
(b) natural sciences;
(c) techniques;
(d) aesthetic education;
(e) physical, tourism and industrial education.
(8) With the agreement of the national committees, houses and stations can be used by basic organisations of social organisations that develop activities with children and youth. The principles of cooperation between home, station and basic organisations of social organisations shall be established by an agreement concluded between home, station and social organisations approved by the National Committee.
Activity of homes and stations
§ 3
(1) Houses and stations work with pioneers, members of the SSM and with other children and young people usually under the age of 18 (hereinafter referred to as "children and youth").
(2) Houses and stations develop regular and occasional interest activities.
(3) An interest activity shall be carried out on a regular basis in the various sections of the houses and stations in the interest services (interest rings, clubs, files, sports cooperatives, etc.), which work throughout the year according to the approved activity plan as well as in short-term interest courses (hereinafter referred to as the "interest service ').
(4) The interest unit shall be set up with a minimum of 15 candidates and shall be filled up to 30 applicants. The interest unit shall be cancelled or merged with another unit if the number of members falls below 10. Exemptions from the specified number of members of the interest services shall be authorised by the head of the house or station, with the agreement of the national committee which provides economic security for the installation.
(5) Occasionally, as a one-time or cyclical activity, houses and stations organize in the form of competitions (Olympics), shows, races, lectures, meetings, walks etc.
(6) Houses and stations organise permanent or travelling camps, tours during the holidays, on days off and provide travel routes.
(7) Standing camps shall be organised for a minimum of 30 participants and tours for a minimum of 15 participants. The number of participants in travelling camps shall be determined by the head of the house or station, taking into account the type of camp. Permanent camps last one to three weeks, travelling camps one to two weeks and tours for no more than four days.
§ 4
(1) Standing camps are organised as:
(a) camps with a professional focus on social sciences, science, technical and artistic as the culmination of the year-round activities of interest services;
(b) training camps organised as the culmination of activities for members of physical, tourism, industry and, where appropriate, certain technical interest services;
(c) professional concentration of socialscience, science, technical, artistic, physical, tourism and industry for selected individuals and communities in order to improve in the relevant field;
(d) reciprocal exchange camps for members of interest services carried out on the basis of cooperative agreements with pioneers' and youth homes of socialist and friendly states.
(2) Travelling camps of a pedestrian nature or for means of movement (water, biking, motorist, ski, etc.) with a professional thematic focus on the social sciences, science, technical, artistic, physical, tourism and industry are organised as:
(a) advance camps with accommodation in their own tents at campsites, rented premises or public hostels;
(b) star camps with accommodation in their own base, in rented buildings or in public hostels, travelling around and returning to the bases.
(3) The tours are organised as:
(a) professional excursions and training tours for members of interest services;
(b) meetings with the character of meetings organised as an interest, occasional for members of the Pioneers' Organisation of the Socialist Youth Association (hereinafter referred to as "the SSM") and the SSM,
(c) meetings with the character of professional concentration;
(d) excursions of a recreational nature.
§ 5
(1) Houses through the Pioneer Workers' Schools (§ 2 (1) (b)) participate in the education of pioneers, as required by the competent authorities of the SSM.
(2) The houses organise for the authorities of the POS are the professional concentration of the Pioneer asset - the chairmen and members of the Group or Partition Councils, the leading star sparks, the members of the Pioneer's staff, the professional central communal asset - the instructors of the PO SSM.
(3) Houses and stations are methodically assisting post-SSM, SSM, primary schools, basic nine-year-olds, youth schools requiring special care and secondary schools, and, under the authority of the National Committee, lower level houses and stations.
(4) Methodological assistance to the POS provide homes mainly through methodological departments and schools of Pioneer workers, in particular in the education and preparation of Pioneer assets, instructors of the PO SSM and pioneer workers and in the content preparation of the PO SSM activity.
(5) The methodological assistance to schools referred to in paragraph 3 and the SSM are provided by houses and stations in particular in the development of interest activities and the organisation of various events.
(6) The houses and stations, on the basis of an editorial plan approved by the National Committee, issue methodological materials for the needs of home and station workers, leading interest services, non-teaching staff and, after consulting the competent authority of the SSM, also materials for the needs of pioneer workers.
(7) Houses and stations, under the responsibility of the National Committee, participate in the management of the political and professional growth of lower-level homes and stations, organise meetings, seminars and training for them, carry out training and consultation.
(8) On the basis of the mandate of the National Committee and the competent authority of the SSM, regional houses shall monitor and analyse basic indicators on the activities of district, urban and local houses and district stations to the extent set by the Regional National Committee and the competent authority of the SSM.
§ 6
Reimbursement of operating costs
(1) Only children and young people for whom parents or other legal representatives (hereinafter referred to as "parents") undertake to pay part or all of the costs of the activity are participating in the regular, permanent and travelling camps and tours; the amount and method of reimbursement of the costs shall be agreed with in advance by the Director in accordance with the instructions of the National Committee which provides the house or station with economic security.
(2) The obligation to pay part or all of the costs of the activities of children and youth referred to in paragraph 1 shall be assumed by the parents by signing the application.
(3) The application shall indicate the obligation of the parents to pay the costs of the interest activities referred to in paragraphs 4 and 5 or the costs associated with permanent or travelling camps, tours or other costs which the parents are obliged to pay and the date for payment of the partial or full remuneration.
(4) In all the interest services of houses and stations, parents contribute to the partial payment of the consumed material with a disposable amount of 10 Kcs, which is due when registered in the interest department. The sum of 10 CZK does not return to the member, even if he is early to terminate his work in the pet department.
(5) Material and raw materials consumed in sewing and cooking and in girls' clubs are fully covered by parents, provided that the manufactured goods remain in the personal ownership of the member of the service.
(6) Parents pay by contribution
(a) for permanent and travelling camps in the Czech Republic, the cost of food and fare and, where applicable, the admission fees when visiting the places where the admission fee is levied;
(b) for meetings of the nature of professional concentration, for excursions and training trips, all costs except transport costs;
(c) in the case of occasional activities of interest of the tourist or sports character of the meeting, in recreational trips, in exchange camps and travelling camps abroad, all costs;
(d) when visiting performances and events at which admission, public means of transport and admission are collected.
(7) The other costs associated with the operation of the house or station shall be borne by the national committee which shall ensure the installation economically.
(8) The funds received from parents by paying the costs referred to in paragraphs 1, 4 and 6 shall be the income of the national committee which provides economic security for houses and stations.
§ 7
Home and station operation
(1) Houses and stations organise activities from 1 September to 31 August of the following year. Interest services begin their activities at the end of September and usually end on 15 June. Houses and stations also develop on Saturdays and Sundays and during school holidays; in the evening they work mainly with the youth.
(2) The organisation of the operation and operation of houses and stations shall be governed by the internal rules issued by the Director after approval by the national committee.
§ 8
Health and safety of children and youth in the operation of homes and stations
(1) In ensuring the health and safety of children and young people, home and station workers are governed by special regulations.4)
(2) Houses and stations are governed by health care regulations when organising permanent and travelling camps. 5)
(3) During the period of activity in houses and stations, children and young people are insured against accidents. 6)
§ 9
Repeal
They shall be deleted:
1. the Directive of 22 November 1958 No 25 709 / 58- A- I / 1 on the contribution to the reimbursement of material in the interest-bearing houses and centres of pioneers and youth (Pošti PŠK 1958, Journal 19-20 and Collection of Directives for National Committees, reg. 168 / P-1958),
2. the Organisational Directive of 1 February 1971 No 3773 / 71- I for the operation of the houses of pioneers and youth and youth centres of young technicians, naturalists and tourists in Slovakia (Lifts of MŠ and MK SSR, 1972 a workbook 2 as amended by the Directives of 17.7.1973 no. 7939 / 1973- I (Lifts of MH and MK SSR 1973, workbook 8).
§ 10
Efficacy
This Decree shall take effect on 1 October 1979.
