on private teaching in the field of art and foreign languages
The Ministry of Education and Culture provides, pursuant to Section 33 (4) of Law No 186 / 1960 (Education Act):
(1) In order to enable both workers and young people to learn as widely as possible in the field of art and foreign languages, it is permitted to teach these subjects, in addition to public institutions' educational establishments, for consideration to individual citizens.
(2) Recurrent hours (fitness) provided by pupils and school students to other pupils and students are not considered as private teaching.
(3) At the request of the applicant, the national district committee in whose territory the applicant intends to operate shall grant private education authorisation. The examination of the application shall take into account the interest of workers in private teaching in those fields and their specific requirements.
The right to private education may be granted to a candidate who has the necessary professional competence for them, which is completed for the field of art at the relevant art school, completed for the field of foreign languages of the relevant languages at the university or in both cases proven competence in those fields, such as long-term practical activity in the field of art, successful composition of the state language examination at the language school, etc.
(1) The educator is obliged to use best textbooks and tools corresponding to advanced teaching principles. It shall report once a year to the Regional National Committee on its activities.
(2) Teachers are not entitled to give their pupils a certificate or other documents; However, they may, on request, confirm attendance in private education, its length and the assessment of the pupil.
The district national committee shall supervise private education. He also keeps records of teachers.
The District National Committee may withdraw the right to private education if it finds serious deficiencies in the teaching or fails to fulfil the teaching requirement.
(1) Existing private education permits remain valid.
(2) Decree No. 108 / 1962 Coll., concerning private teaching in the field of art and foreign languages, is hereby repealed.
(3) This Decree shall take effect on 1 December 1965.
