on the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Poland on the exchange of students and graduates of universities
On 26 April 1967 the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Polish People's Republic on the exchange of students and graduates of universities was signed in Prague.
Pursuant to Article 14 of the Agreement, the Agreement entered into force on 8 September 1967, as contained in the letters exchanged on the occasion of the signing of the Agreement between the Agents of the two Governments.
The Czech version of the Agreement and the Annexes shall be published simultaneously.

AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the Polish People's Republic on the exchange of students and graduates of universities
The Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Poland, conducted by an effort to further deepen cooperation in higher education and science, convinced that one of the effective routes leading to this goal is the exchange of students and graduates of universities and wishing to adapt the principles of this exchange, decided to conclude this agreement and appointed to that end their agents:

who, following the exchange of their full powers, found in good and proper form, have agreed as follows:
The Parties shall, on the basis of the arrangements of their competent authorities, receive students of the other Party for the proper study and graduates of the other Party's universities to enhance and disseminate expertise or to obtain scientific degrees at universities and research institutes of universities and academics.
1. The training of persons seconded to study will be carried out according to the study plans and regulations in force in the beneficiary State.
2. The competent authorities of one of the Contracting Parties may, with the agreement of the competent authorities of the other Contracting Party, send persons to study according to individual study plans.
1. Before 31 October each year, the competent authorities of the Contracting Parties shall submit preliminary proposals to the number of persons to be seconded in the following school year. The implementation plans of the Cultural Cooperation Agreement or the Additional Protocols thereto shall include the number of study posts to be provided by the Contracting Parties for persons to be seconded to study in the following school year.
2. The competent authorities of the Contracting Parties shall exchange the following information by 15 January each year at the latest:
(a) in the case of university graduates, name and surname, age, educational attainment, scientific rank, place of work and place of work, method of study in the recipient State, list of own publications (on secondment to the study of artistic guidelines also certified by the institution concerned, completed work or photographs), subject to scientific work and individual study plan, degree of knowledge of the language of the recipient State and knowledge of other foreign languages;
(b) for students, the number and fields of study;
(c) for all persons proposed to be seconded to study, the expected length of study.
3. The competent authorities of the Contracting Parties shall, by 15 May each year, communicate their opinions on the proposals referred to in paragraph 2 and, by 31 July each year, the names of the students, specifying the fields of study and, where appropriate, their changes and the level of knowledge of the language of the receiving State.
1. The conditions for admission to study are:
(a) for university graduates, the presentation of a diploma on the termination of higher education;
(b) in the case of students seconded to the 1st year of higher education, the presentation of a certificate of graduation and confirmation of compliance with the conditions of admission to a university in the sending State, of students proposed to study at a university of art in addition to the composition of a talent test in the receiving State;
(c) for students seconded to higher education, the submission of a certificate of the tests carried out in the sending State. Tests corresponding to their content to the study plans in force in the beneficiary State shall be recognised;
(d) for all persons seconded to study, the presentation of a health certificate allowing successful study abroad.
2. The change in the field of study of the seconded person shall require the consent of the competent authorities of the sending State.
1. Persons sent to study will study in the language of the beneficiary State.
2. College graduates may, in agreement with the competent authorities of the Contracting Parties, submit and defend scientific work in order to obtain scientific degrees in the Russian, English, French or German language.
The competent authorities of the Contracting Parties shall inform each other of the benefits of students at least once a year within one month of the end of the school year.
1. Upon completion of the study, the seconded persons shall receive documents established in the beneficiary State. Such documents shall be mutually recognised by the Contracting Parties as equivalent under their national rules.
2. Persons seconded pursuant to Article 2 (2) of this Agreement shall receive an appropriate certificate on completion of their study stay.
3. The list of universities in the Czechoslovak Socialist Republic and the Polish People's Republic to which persons may be seconded under this Agreement, indicating the names and titles as well as the scientific qualities that can be achieved in the Czechoslovak Socialist Republic and in the Polish People's Republic, is annexed to this Agreement. Amendments to the list shall be notified in writing to the competent authorities of the Contracting Parties.
Persons adopted under this Agreement shall ensure:
1. Sending State
(a) a scholarship and an amount to cover the costs of accommodation for the entire period of study in the beneficiary State at the level specified by the sending State;
(b) reimbursement of travel expenses to and from the place of study, according to its rules;
(c) students carrying out scholarship studies in the beneficiary State and the amount to cover the costs of accommodation throughout the period of that practice;
2. beneficiary State
(a) free study;
(b) accommodation in tracks, exceptionally in other facilities, the cost of accommodation will be paid by the posted persons,
c) for students discounted meals in student canteens, the cost of meals will be paid by students,
(d) payment of travel expenses on its territory required to fulfil the study plan;
(e) free health care under the conditions applicable to citizens of the beneficiary State.
1. Each Contracting Party may accept for study citizens of the other State, with the written consent of the competent authorities of the sending State for their own cargo, under the conditions set out in Article 4 of this Agreement and without obligation to grant scholarships and accommodation on rails.
2. Citizens of a second State who have passed a graduate degree in the beneficiary State may be admitted to study in the recipient State if they fulfil the conditions of the admission to university in accordance with the rules of the recipient State.
The provisions of this Agreement shall also apply to persons seconded to study in the other State before the entry into force of this Agreement.
The competent authorities of the Contracting Parties may directly discuss matters arising from the implementation of this Agreement.
Articles 3, 4 and 6 of this Agreement may be amended by agreement of the competent authorities of the Contracting Parties. These changes will be made by exchange of notes.
This Agreement shall be concluded for a period of five years. It shall be extended for a further period of five years each time if no Contracting Party denies it in writing not later than six months before the expiry of the current period.
This Agreement shall be subject to approval under the constitutional provisions of both Parties and shall enter into force on the date of the exchange of notes on such approval.
Written in Prague on 26 April 1967 in two copies, each in the Czech and Polish languages, the two texts being equally authentic.
In evidence of the above-mentioned agents signed this agreement and sealed it.

Designation, titles and scientific rank:
1. A university graduate will be awarded a degree in which he or she has a degree in higher education. The diploma shall include the title awarded to the graduates referred to in paragraph 3.
A diploma shall be awarded to a graduate of a university which has carried out a rigoregional examination in accordance with the provisions of paragraph 4. This diploma will include the relevant degree and science in which the rigorical examination has been performed.
2. A student who graduated from a university is a "graduate of a university."
3. Universities in the Czechoslovak Socialist Republic grant the following degrees:
(a) to graduates of medical studies, the title "Doctor of Medicine" ("MUDr.");
(b) graduates of higher education in the technical, economic and agricultural direction, with the exception of graduates of veterinary studies, the title "engineer" or "architect engineer" ("Ing."),
(c) to graduates of veterinary studies, the title "Doctor of Veterinary Science" ("MVDr.");
d) Graduates of the studies of painting, sculpture and architecture at the universities of artistic direction entitled "academic painter," "academic sculptor" and "academic architect."
4. Graduates of higher education institutions, other than graduates referred to in paragraph 3 (a), who perform the prescribed rigorous examination of the chosen scientific field and its wider basis on the faculties listed in the rigorous order shall be awarded the degrees "Doctor of Rights" ("JUDr.") or "Doctor of Science" ("RNDr.") or "Doctor of Philosophy" ("PhDr.").
5. Scientific degrees shall be awarded in two stages:
(a) rank of candidate for science ("CSc.")
(b) Doctor of Sciences ("DrSc.").

Diplomas and degrees of university graduates and scientific degrees
I. Universities issue graduate diplomas for graduation, giving the following titles:
1. University, University of Economics, Education, Music, Fine Arts, Theatre and Physical Education - title "Magister";
2. polytechnics - title "magister inžynier";
3. engineering university - title "inžynier";
4. agricultural universities - graduates of veterinary faculties - the title "lekarz weterynari" and graduates of other faculties - after four years of study the title "inžynier" and after five years of study the title "magister inžynier";
5. medical academy - graduates of medical faculties and dentistry - degree "lekarz," degree "master pharmacy."
II. The following scientific degrees are recognised:
1. the rank of "doctor" of the relevant field or scientific discipline;
2. the rank of professor or scientific discipline.

Dear Comrade Minister,
in the context of the discussion of the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Poland on the exchange of students and graduates of universities signed today, I would like to propose that the provisions of Article 1 of this Agreement on the admission of university graduates of the other Contracting Party to research centres of universities and academies of science be extended at the earliest possible time to other research sites of the Czechoslovak Socialist Republic and the Polish People's Republic.
If the Polish Party can accept this proposal, I propose that Article 1 should read as follows:
"The Parties shall, on the basis of the arrangements of their competent authorities, receive students of the other Party for the proper study and graduate of the other Party's universities to enhance and disseminate expertise or to obtain scientific degrees at universities and research centres. ';
I think the agreement on this change could then be made in exchange for a note.

"In the context of the discussion of the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Poland on the exchange of students and graduates of universities, signed today, I would like to propose that the provisions of Article 1 of this Agreement on the admission of university graduates of the other Party to research institutes of universities and academies of science be extended at the earliest possible time to other research sites of the Czechoslovak Socialist Republic and the Polish People's Republic.
If the Polish Party can accept this proposal, I propose that Article 1 should read as follows:
"The Parties shall, on the basis of the arrangements of their competent authorities, receive students of the other Party for the proper study and graduate of the other Party's universities to enhance and disseminate expertise or to obtain scientific degrees at universities and research centres. ';
I think the agreement on this change could then be made in exchange for note. "
I will present your proposal to the Government of the People's Republic of Poland for examination. In connection with this, I will allow myself to return to your proposal at the earliest possible time. In the event that the Government of the People's Republic of Poland accepts your proposal, I agree that the agreement on this change should be made by exchange of notes.
