Ministry of Education, Youth and Sports of the Czech Socialist Republic
of 1 September 1989
on schools in nature
The Ministry of Education, Youth and Sports of the Czech Socialist Republic provides according to § 45 paragraph 2 of the Act of the Czech National Council No. 76 / 1978 Coll., on educational establishments, and pursuant to § 14 paragraph 2 (a) of the Act of the Czech National Council No. 77 / 1978 Coll., on State Administration in Education:
§ 1
Sending children and pupils to schools in nature
(1) Children from all types of nursery schools, pupils from the second to fourth year of primary school, pupils from the fourth to eighth year of primary school for youth requiring special care and special schools (hereinafter referred to as "schools") are sent to schools from one time during school attendance and one time during school attendance. The stay of children and pupils ("pupils') lasts 14 days. From areas where healthy development of children's organisation2) (hereinafter referred to as" affected areas') is particularly threatened, all pupils in all school years are sent to school in nature in each school year. The National Committee may organise stays of pupils from affected areas in school in nature twice per school year, of which once during winter; pupils' stay in school in nature may be extended by up to seven days.
(2) The consent of parents or other legal representatives (hereinafter referred to as "legal representatives") is necessary to include a pupil in school in nature.
(3) Teachers whose health status could be compromised in a school in nature, and pupils who would endanger the health of other pupils, cannot be sent to the school in nature on the basis of an opinion of the school health doctor. 3)
(4) Legal representatives must submit a written statement before sending to school in nature that the district hygienist or attending physician has not ordered the pupil to take a quarantine measure and that they are not aware that the pupil has come into contact with persons who have had a communicable disease in the last week, 3) and that the pupil has no signs of illness; This medical certificate must not be more than 3 days.3)
(5) If a student does not participate in a school in nature, the principal of the sending school shall provide his / her replacement.
§ 2
Organisation and management of schools in nature
(1) The transmission and residence of school pupils in schools in nature is provided by a national committee, which has technical knowledge of the school (4) (hereinafter referred to as the operator).
(2) In order to qualify for a school stay in nature, the district hygienist responsible for the place where the school stays in nature shall be authorised. 3) Pupils in schools in nature stay:
(a) in the premises managed by the national committees serving the mission on a permanent basis;
(b) in premises leased, serving this mission temporarily.
(3) The hygiene requirements for the objects referred to in § 2 (2) are laid down in a separate Regulation. 3) The National Health Institute is responsible for the care of pupils in school in nature, in whose district the school is located in nature. 3)
(4) The operator is obliged to provide at school in nature such a number of auxiliary educators, health care professionals, 3) technical and economic workers, workers of the workers' professions and canteens, so that they can be given a continuous rest during the week and between shifts. 5)
(5) The operator ensures the transport of pupils to school in nature.
(6) The operator shall approve the curriculum of the school to be broadcast.
(7) An operator may, for serious family reasons, agree to the residence of the worker's child at the school in nature even if his child is not a pupil of the class. The same conditions apply to this child as to other pupils.
(8) When pupils are present in a school in nature, the principal of the sending school, if they are pupils from one school, or the operator, if they are classes from different schools, one teacher will be entrusted by the school's management in nature (hereinafter referred to as "the manager ').
(9) The school in nature shall be managed by its Director pursuant to Article 2 (2) (a). It publishes the school's internal rules which specify the details of the school's operation in nature.
§ 3
Organisation of educational activities
(1) Teaching in school in nature is arranged within 6 days of the week. The class takes 40 minutes.
(2) Employment at the school in nature is arranged within six days of the week.
(3) In the absence of teaching, compulsory training is carried out and in the range of at least 5 hours a day in the nature of physical, sports, industry, tourism, recreational activities and walks.
§ 4
School workers in nature
(1) With each grade of kindergarten, two teachers are sent to the school in nature. The number of pupils in the classroom in the school in nature corresponds to the number of pupils in the classroom in the sending school. One teacher with full weekly hours and one assistant teacher with half weekly working hours shall provide support education and night care for pupils until every 20 pupils.
(2) With school pupils, at least one teacher, one educator and one assistant educator shall be broadcast with each class.
(3) An operator is obliged under difficult conditions of a school in nature to provide additional assistant educator to provide auxiliary education and night care for pupils or night-time emergency.
§ 5
Meals
(1) Teaching6) and working7) in schools in nature is governed by specific regulations.
(2) The financial standard for the purchase of food at school in nature per pupil and per day is at retail (calculation) prices:
pro žáky mateřských škol 15,00 Kčs,
pro žáky 1. stupně 17,50 Kčs,
pro žáky 2. stupně 18,60 Kčs.
(3) The financial standard for the purchase of food at school in nature for pupils from affected areas per pupil and day is at retail (calculation) prices:
pro žáky mateřských škol 19,40 Kčs,
pro žáky 1. stupně21,80 Kčs,
pro žáky 2. stupně 23,00 Kčs.
(4) The financial standard for the purchase of food in schools in nature pursuant to Article 2 (2) (a) for adult diners is 23,00 CZK per person per day at retail prices.
§ 6
School management, fees
(1) All school expenditure in nature is provided by the operator in its budget under its allocated budget.
(2) The expenditure of the operator shall be borne by the staff seconded to the school in nature in accordance with a special rule. 7)
(3) When sending pupils to schools referred to in § 1 (1), legal representatives of pupils shall pay for travel, accommodation and meals expenses within the agreed time limit before sending pupils to school in nature. An operator shall grant a allowance for the cost of meals of 10 CZK per pupil per day.
(4) When sending pupils from the affected areas to schools in nature, the operator shall cover all expenditure. The legal representatives of pupils contribute 5 CZK per pupil per day to cover the cost of meals.
(5) The operator shall determine how contributions from legal representatives are to be paid.
(6) The transport of a sick pupil from a school in nature, as decided by the doctor, is carried out in accordance with a special regulation.8) If the legal representative takes the pupil out of the school in nature on the basis of a doctor's recommendation, the operator shall pay the student and the accompanying person the costs associated with the transfer at the level of the fare for the public mass transport. According to the agreement of the head of the school in nature or the director of the permanent school in nature, legal representatives may, in exceptional cases, remove a pupil from the school in nature at their own expense.
(7) If the student leaves the school in nature for serious reasons earlier, the operator shall reimburse the legal representatives for the cost of meals for each whole day of his absence.
§ 7
Repeal
They shall be deleted:

instructions from the Ministry of Education of the Czech Socialist Republic dated 8 May 1981 No 19 548 / 81-201, which provides details on the organisation and educational activities of schools in nature.
§ 8
This Decree shall take effect on 1 October 1989.
