DECLARATION
of 20 March 2003
amending Decree No 341 / 2002 Coll., on the approval of technical competence and on technical conditions for the operation of vehicles on the road
The Ministry of Transport (hereinafter referred to as "the Ministry ') provides, pursuant to § 91 (1) of Act No. 56 / 2001 Coll., on the conditions for the operation of vehicles on the road and amending Act No. 168 / 1999 Coll., on liability insurance for damage caused by the operation of a vehicle and on the amendment of certain related laws (Act on the Insurance of Car Liability), as amended by Act No. 307 / 1999 Coll., (hereinafter referred to as" the Act') to implement § 2 (5) to (8), § 76 (1), § 78 (1), § 79 (5) and § 87:
Decree No 341 / 2002 Coll., on the approval of technical competence and on technical conditions for the operation of vehicles on the road, is amended as follows:
1. In Paragraph 7 (3), the words "the district office 'are replaced by the words" the municipal office of the municipality with extended scope'.
2. in Article 14 (7) (a), the word "unbraked" shall be inserted after the word "immediate weight."
3. In Paragraph 14 (7) (b), "M3 and N3 'is replaced by" M1G and N1G';
4. in Article 16 (1) (c), point 4, the text under (c) shall be deleted.
5. in Article 16 (1) (c) in point 5, the figure "18,00" is replaced by "18,75."
6. In Article 24 (1) (b), the words "the district office 'are replaced by the words" the municipal office of the municipality with extended competence'.
7. In Article 24 (1) (d), the words "the district office 'are replaced by the words" the municipal office of the municipality with extended competence'.
8. in Paragraph 24 (1) (e), the words "district office" shall be replaced by the words "municipal office of the municipality with extended competence."
9. Paragraph 24 (7) reads as follows:
"(7) Special warning devices emitting blue light may be fitted on the vehicle with a maximum of one pair of additional special warning lamps emitting an intermittent luminous flux of a blue colour of the type approved at the front of the illuminating and symmetrically placed on the longitudinal vertical plane which are placed at their lowest point of active illuminating surface not less than 400 mm and at its highest point of active illuminating surface not more than 1500 mm above the ground plane. A special blue-colour warning device shall always be accompanied by a special audible warning device emitting a sound signal with a continuous variable tone height (siren). The frequency of tone height changes may be variables. '

12. in Article 35, "Directive 93 / 947 / EEC" is replaced by "Directive 93 / 94 / EEC";
13. Annex No 1 shall read as follows:
"Annex No 1 to Decree No 341 / 2002 Coll.
Technical requirements for the construction of vehicles of categories M, N and O and an overview of the ECE and EEC / EC certification regulations applicable to vehicles of all categories
1. This Annex applies to all vehicles of categories M and N powered by an internal combustion engine or an electric motor intended for use on the road, whether completed or not, having a maximum design speed exceeding 25 km.h-1 and to vehicles of categories O, whether completed or not. For vehicles having a maximum design speed of not more than 25 km.h-1, the approval authority shall determine, as appropriate, the range which of the requirements of this annex shall apply to such vehicles.
This part of the decree shall also apply to all vehicle systems, separate technical units and components fitted to or intended to be fitted to the above vehicles.
For vehicles of categories M, N, O, the approval and approval shall be valid according to the table in Article 2. The type-approval of special purpose vehicles shall be subject to approval in accordance with the tables in Article 22 (the vehicles are defined in the relevant tables).
For vehicles of categories M, N, L, O, T and S, the approval rules of the United Nations Economic Commission for Europe and the technical documents (Directives, Decisions and Regulations) of the European Community which form the regulatory basis shall apply. If the name of the technical regulation does not indicate the category of vehicle, it shall be the one applicable to all categories of vehicles.

For table valid
(a) Where there is an empty field in the columns of the validity of the special Regulation for each category of vehicle, this means that the object of the special regulation is not mandatory for that category of vehicle (in the case of the table in Article 5, it is not intended for that category of vehicle). If the manufacturer intends to apply the subject matter of such a special Regulation to this category of vehicle, the approval authority shall decide whether the manufacturer may use it and whether it will then require compliance with the requirements of this special Regulation or whether it will specify other requirements.
(b) If the third column of the table (EEC Basic Directive) is mentioned.... /... this means that a proposal is prepared which will be issued soon as a EC Directive.
(c) In cases where a particular ECE Regulation or EEC / EC cannot be applied to a given type of vehicle, which is determined by the scope laid down in each of these Regulations, only the provisions applicable under their scope shall apply.
3. Where vehicle systems, separate technical units or components which are not between mandatory points in the table in Article 2 or Article 21, or where such systems, separate technical units or components are retrospectively fitted to the vehicle, they shall themselves be homogenised in accordance with ECE or EEC / EC regulations or approved in accordance with the technical Annexes to the Directives relating to the case in question and listed in the table in Article 5. If there are systems, separate technical units or components on the vehicle which are not listed in both of these tables, they shall themselves be approved and comply with the requirements laid down by the approval authority as appropriate.
4. Where systems, separate technical units or components which are not retrofitted between the mandatory points in the table in Article 2 or Article 21 are fitted retrospectively to the vehicle, their installation shall be carried out in a manner and with the particulars specified by the relevant ECE Regulation or by EEC / EC, where this special Regulation so provides.
5. A table of systems, separate technical units or components which may be fitted on the vehicle subject to compliance with Articles 3 and 4. Article 2 shall also apply to the table.

6. For category vehicles N with an undivided box body shall be a bulkhead behind the last row of seats separating the passenger compartment from the cargo compartment. This bulkhead shall be at least 500 mm above the "H 'point of those seats in full material design and above that height shall be in such a way as to prevent large objects (of at least 50 x 50 mm size) entering the passenger compartment. In the case of vehicles with an enclosed cargo compartment and equipped with windows and windows, these windows may be glazed with safety glasses or glazing material, which shall comply with the conditions laid down in the specific regulation and shall be approved accordingly. These windows shall be protected by a rigid and rigid barrier (e.g. a grate with a maximum aperture of 50 x 50 mm) against accidental damage to the load transported from the side of the cargo compartment (excluding glazing in the rear door or rear wall). The installation of such a barrier may not be in the case of a vehicle sliding door, unless the design of that door makes it possible.
The following inequality shall be met for the classification of an undivided vehicle in category N1
P- (M + N.68) > N.68 where
P = technically permissible maximum laden mass in kg
M = service mass
N = number of seating positions except for the driver, the seating position being considered as the seating position for which seat anchorages are available in the vehicle. An anchorage which can be used for fitting the seat shall be considered as available. In order to prevent any anchorages from being considered available, their use must be mechanically prevented, e.g. by cooking cover plates or by assembling similar permanent covers which cannot be removed by commonly available tools.
If the above inequality is not met, the vehicle shall be classified as M1.
When deciding to change the classification of a vehicle in category N1 previously classified in category M1 by reducing the number of seating positions, the operating mass of the original M1 vehicle shown on the vehicle technical licence in the case of individual approval or in the basic technical description of the vehicle (hereinafter referred to as "ZTP ') shall be taken into account for the application of the type approval prior to the modification for category N1. Any alternative equipment mentioned in the ZTP note, or the mass of seats removed or the mass of the bulkhead, shall not be considered for the application of the formula.
7. The requirements for barrier-free treatment allowing the transport of persons with reduced mobility in vehicles of categories M2 and M3 of Class I (urban bus) are set out in Directive 2001 / 85 / EC of Annex VII.
8. Electrical Installation
(a) the electrical installation for the prescribed illumination of the trailer shall be connected to the towing vehicle by a seven-reel electrical line with a seven-pole socket on the towing vehicle and corresponding to the black (dark) colour plug on the towed vehicle; the socket and plug for other purposes (supplementary) shall be white (bright) colour resolution. The sockets and sockets for the design, colour and position shall comply with the conditions laid down in the technical standards ISO 1724 Sedmipole connection of the electrical line between the towing vehicle and the trailer for the 6 V or 12 V (N-normal) network, ISO 3732 Sedmipole connection of the power line between the towing vehicle and the trailer for the 6 V or 12 V (S-supplementary) network, ISO 1185 Sedmipole connection between the towing vehicle and the 24 V (N-normal) network trailer, ISO 3731 Seven-pole connection between the towing vehicle and the 24 V (S-supplementary) trailer. Vehicles with an electrical installation of 24 V designed to tow trailers of categories O1 and O2 shall be equipped with a suitable device (transition part) to enable the connection of 24 V sockets and plugs with 12 V sockets and plugs, formerly used also for 24 V voltage. Disconnect the rear fog lamp of the towing vehicle by pulling the trailer plug is not permitted.
(b) for vehicles of categories M, N and O, an electrical socket and plug socket (passenger cars and lorries with a 12 V system) or a 15-pole (vehicles with a 24 V system) may be used to connect the electrical installation of the socket and plug, the execution of which shall comply with the international regulations of ISO 11446. If a towing vehicle is equipped with a 13-pole or 15-pole socket and a 7-pole plug trailer, then a reduction clutch from 13 or 15 to 7-pole shall be used to connect these vehicles, and its design shall be approved.
9. Vehicles of categories M2, M3, N2, N3, O2, O3, O4 may be equipped with two pairs of front and two pairs of rear end-outline marker lamps of an approved type.
10. Vehicle dimensions
(a) the largest authorised dimensions of vehicles of categories M, N and O and their combination are given in Section 16;
(b) the fixed parts of the vehicle (except for vehicles with bodywork and buses) shall not exceed the loading gauge for carriage by rail (according to the recommended technical standard ČSN 28 0312);
(c) specific legislation applies to the use of vehicles which, including cargo, exceed the specified dimensions on the road.
11. Mass of vehicles and combinations
(a) the provisions of Article 2 of this Annex, points 44 or 48 of the table shall apply to the mass of vehicles. These provisions exclude combinations of vehicles in national traffic whose maximum authorised mass may be 48,00 t and the condition set out in point 4.3 of Annex I to Directive 96 / 53 / EC shall not apply,
(b) the maximum authorised masses of vehicles of categories M, N and O and their combination are given in Section 15;
(c) for the use of vehicles and sets the immediate weight of which exceeds the maximum authorised mass laid down in (a) or for which the axle mass exceeds the mass laid down therein, special legislation shall apply.
12. Engine
(a) the engine power of vehicles of categories M and N and their combination, except for special vehicles (e.g. heavy road tractors, etc.), shall be determined by the special regulation referred to in Article 2 (48) of the table (Directive 97 / 27 / EC, Annex I, Article 7.10). The engine power shall be measured according to one of the technical regulations referred to in Article 2 (40) of the table. The provisions of this paragraph shall not apply to electric vehicles.
(b) positive ignition petrol engines of vehicles shall be designed for unleaded petrol.
13. Vehicles of categories M and N shall have steering on the left side of the vehicle, except for a vehicle intended for special use requiring steering on the right side or in the centre.
14. Wheel covers and anti-slip chains
(a) the provisions of the technical regulation referred to in Article 2 (37) of the table shall also apply to vehicles of category N1. These vehicles may have spray-suppression devices. In this case, they shall be approved in accordance with the technical regulation referred to in Article 2 (43) of the table.
(b) for vehicles of categories M2, M3, N2 with a maximum authorised mass of not more than 7,50 tonnes and vehicles of categories O1 and O2, the following provisions shall apply.
(ba) all the wheels shall be fitted with effective guards (fenders, underpasses) and, at least, at the last axle wheels, with effective dirt traps which, to a sufficient extent, prevent the spray of the impurities to the rear of the vehicle.
(bb) fenders, buoys and dirt traps of the vehicles referred to in (b) shall overlap the width of the tyre tread and shall be rounded to the outer side of the fender; for the front wheels of the trailer, the superstructure (trailer bodywork) may be considered as such covers; in the case of axles placed immediately behind each other, a common wheel cover is sufficient. In the case of vehicles, the tipping body shall be sufficient if the rear guards are fitted with the wheels of the last axle on their rear side.
(bc) wheel covers and dirt traps shall meet the following additional conditions:
- in the case of the service mass of the vehicle, the wheel covers (except for rear fenders of vehicles with folding bodies) shall cover the wheels so that the front and rear edges of the wheel cover are not more than 150 mm above the horizontal plane passing through the centre of the wheel,
- the rear cover on the rear of the vehicles with the folding bodywork shall be at least as high as the highest tyre point at the vehicle's total mass and the lower edge below the centre of the wheel at its unladen mass,
(bd) the dirt trap shall be a lower edge so low that the plane intersected by the theoretical point of contact of the tyre at the total mass of the vehicle and the lower edge of the trap is at an angle of not more than 20 ° with the ground plane;
(be) in the case of vehicles of categories M2 and M3 for which wheel underruns and related parts of the bodywork ensure the effect of dirt traps, these traps are not mandatory;
(c) vehicles of categories N2 with a maximum authorised mass exceeding 7,50 t, N3, O3, O4 may comply with the requirements of Article 14 (b) of this Annex until type-approval pursuant to Directive 70 / 156 / EEC has taken effect.
(d) in the case of vehicles of categories M and N, it shall be possible to install anti-slip chains on the wheels of the driving axle (s), as specified by the vehicle manufacturer. In the case of the use of an anti-slip chain in a double wheel assembly, such a vehicle and chain structure shall be guaranteed to avoid overloading of the outer tyres in the double-track assembly when used. The space between wheels and wheels, bodywork, vehicle frame, etc., shall be so large as to provide sufficient clearance between the fixed parts of the vehicle and those with non-slip chains for both the service and the maximum technically permissible mass of the vehicle.
15. Tyres
(a) on a vehicle of category M, N or O only tyres may be used in accordance with the provisions of the technical regulation referred to in Article 2 (46) of the table of this Annex (92 / 23 / EEC, Annex IV). The use of tyres on the vehicle shall be approved in accordance with that Regulation or the technical annexes thereto.
(b) additional provisions for in-service tyres are set out in Section 21 of this Decree.
16. A vehicle intended for the transport of long unsplit material (rods, columns, tubes, logs, etc.), with the exception of board or edged cutting material which, by moving on sudden sudden sudden braking or impact, may endanger the safety of persons in the driver's cab, shall be so designed or equipped that it itself or its protective equipment complies with these conditions.
(a) they must maintain an evenly distributed force of 7850 N from each tonne of vehicle load started;
(b) prevent at least the full width and height of the driver's cab from moving the vehicle's load.
For the transport of bars or tubes of iron material it is permitted to use steel sheet with a minimum thickness of 5 mm for the inner wall of the front of the vehicle's cargo compartment or for a protective device.
17. Vehicle bodies
(a) the entrance doors of vehicles of categories N and O with bodywork shall be fitted with a fixed or removable device for safe and convenient entry and exit into that bodywork;
(b) in the case of trolleybuses and other electric vehicles, the boarding and exit steps and handrails shall be electrically insulated from the bodywork housing;
(c) if the bus is equipped with a ladder to climb to and off the roof, the ladder must be on the right side or the rear of the bus, if the ladder is located on the side of the bus, it must be removed.
18. Materials containing asbestos shall not be used for any parts.
19. Motor vehicles with a maximum permissible mass exceeding 3,50 tonnes may be equipped with an additional audible warning device located on the rear of the vehicle, which, when the engine is engaged, emits an intermittent audible warning signal. The sound pressure level of this device, measured in the median longitudinal plane of the vehicle at 1.20 m above the ground and 2,00 m behind the rear of the vehicle, shall be higher than the external noise behind the rear of the vehicle at the engine speed of 3 / 4 of the highest engine power speed, but not more than 85 dB (A). The frequency (f) of interruption of the audible signal shall be in the range of 2 to 4 Hz and shall not be longer than 0,6 s, vehicles of other categories may be equipped with this device if the sound pressure level of this device does not exceed 2,00 m behind the rear of the vehicle does not exceed 85 dB (A).
20. Vehicles of categories M and N whose maximum design speed does not exceed 30 km.h-1 and their trailers (so-called "slow vehicles") shall be marked with a special marking when operating on the rear road (i.e. at the rear of the last vehicle of the combination). This marking shall comply with the requirements of ECE Regulation No 69 referred to in Article 2 (X3) of the table and shall be approved accordingly. The vehicle shall comply with the requirements of Annex 15 to this Regulation for the location and installation of these markings.
21. ECE Regulation No 70 (referred to in Article 2 (X2) of the table in this Annex) shall apply to the categories of vehicles listed in Annex 15 to this Regulation. The provisions of Annex 15 to this Regulation shall also apply to the arrangement and location of the marking on the vehicle.
22. Tables of approval and approval required for special purpose vehicles referred to in Article 1.
For the tables in the following points (a) to (d), Article 2 (a) to (c) shall apply.
For systems, separate technical units or components which are not between mandatory points in the tables in the following points. (a) to (d) and are fitted to the vehicle either in primary production or retrospectively, the provisions of Article 3 shall apply.

SIGNIFICANT SYMBOLS IN TABLES
A: Exceptions are permitted if the special destination does not allow full compliance. The manufacturer shall demonstrate to the satisfaction of the approval or approval authority that the requirements for specific purposes cannot be met.
B: The application is limited to doors with access to seats designed for normal use when driving on the road and where the distance between the R point of the seat and the centre plane of the door surface, measured perpendicular to the vehicle's median longitudinal plane, does not exceed 500 mm.
C: The application is limited to the part of the vehicle in front of the rearmost seat, designed for normal use when driving on the road and also limited to the area of impact of the head as defined in ECE Regulation No 21 or Community Directive 74 / 60 / EEC.
D: The application is limited to seats designed for normal use when driving by road.

The vehicle shall be equipped with an adequate system in front.

Q: Modification of the exhaust system length behind the last silencer / catalyst is permitted without further testing if not exceeding 2 m. Homologation granted to the most representative base vehicle remains valid regardless of changes in reference mass.
R: Where registration plates of all Member States can be fitted and these tables are visible.
S: The light transmission factor shall be at least 60%, the angle covered by the "A 'column shall not exceed 10 °.
T: Test only for complete / completed vehicle. The vehicle may be tested in accordance with Directive 70 / 157 / EEC, as last amended by Directive 1999 / 101 / EC. In relation to point 5.2.2.1 of Annex I to Directive 70 / 157 / EEC, the following limit values shall be used:
- 81 dB (A) for vehicles with an engine power less than 75 kW,
- 83 dB (A) for vehicles with an engine power greater than or equal to 75 kW but less than 150 kW,
- 84 dB (A) for vehicles with an engine power greater than 150 kW.
U: Only to be tested for complete / completed vehicle. A vehicle equipped with up to four axles shall comply with the requirements laid down in Directive 71 / 320 / EEC. Derogations shall be permitted for vehicles with more than four axles provided that:
- are justified by the relevant design,
- all braking characteristics laid down in Directive 71 / 320 / EEC for parking, service and emergency braking are met.
V: Compliance with Directive 97 / 68 / EC may be accepted.
X: No exceptions other than those mentioned in the individual directives.
Y: Provided that mandatory lighting and light-signalling devices are fitted.
Ø Directive is not applicable (no requirements).
23. Pending the entry into force of the approval of a vehicle type pursuant to Directive 70 / 156 / EEC for vehicles of categories M2, M3, N2 and N3, these categories of vehicles shall be equipped with an anti-unauthorised device according to ECE Regulation No 18 referred to in Article 2 (13) of the table and shall be approved accordingly.
24. Vehicles of category M1 shall be equipped with an immobiliser which complies with the requirements of the special regulations referred to in Article 2 (13) of the table and shall be approved or approved accordingly. Vehicles of other categories M and N may be equipped with an immobiliser which shall comply with the requirements of the previous sentence and, if equipped with it, be approved or approved from that point of view.
25. Vehicles of categories M and N may be equipped with an alarm device which complies with the requirements of the special regulations referred to in Article 2 (13) of the table. If they are equipped with it, they shall be approved or approved from this point of view.
26. Vehicles of category M and N for which the maximum authorised mass of the vehicle, including, where applicable, a trailer or semi-trailer, exceeds 3,50 t, shall be equipped with a tachograph or electronic recording device with a driver's work registration, approved in accordance with Council Regulation (EEC) No 3821 / 85. This obligation shall not apply to vehicles covered by the relevant derogations of Council Regulation No 3820 / 85. Tachographs or electronic recording equipment referred to above, where they are approved in accordance with the abovementioned Regulations and are required to be used, shall be verified no later than once every two years by the Institute responsible for Technical Standardisation, Metrology and State Testing and by the Ministry of Registration and shall be sealed including their propulsion. Where such tachographs or electronic control recording equipment are installed in vehicles where their use is not prescribed, they shall be verified by the Technical Standardisation, Metrology and State Testing Office no more than once every five years.
In national transport, such equipment may be replaced by another control recording device of an approved type which fulfils at least the conditions for electronic control recording equipment with registration of the driver's activity of Council Regulation No 3821 / 85 but which is not approved under this Regulation.
The vehicle put into service shall comply with the performance in which it was approved, unless otherwise specified by previous legislation.

"TC1 ', equivalent to" TC', but the tachograph and its propulsion shall be capable of being sealed for vehicles of all categories.
"EC '- tachograph approved in accordance with Council Regulation No 3821 / 85 and marked by the homologation mark shall be verified at least once every two years by the workplace designated by the Technical Standardisation, Metrology and State Testing Office and by the registered Ministry and shall be sealed including its propulsion. If this tachograph or electronic recording equipment is installed in vehicles where its use is not prescribed, it shall be verified by the Technical Standardisation, Metrology and State Testing Office at least every five years.
vehicles not covered by tachograph equipment
(a) vehicles intended for the carriage of goods, the maximum authorised mass of which does not exceed 3,50 tonnes, including the maximum authorised mass of the trailer or semi-trailer;
(b) passenger vehicles which, according to their type of construction and their equipment, are intended for the carriage of not more than 9 persons, including the driver;
(c) vehicles used for the carriage of passengers on scheduled lines where the length of the line does not exceed 50 km;
(d) vehicles with a maximum permissible speed not exceeding 30 km.h-1;
(e) vehicles used or controlled by the armed forces, civil defence, fire protection units and the police of the Czech Republic;
(f) vehicles used for special purposes, i.e. maintenance and repair of sewerage, water, gas and electricity, maintenance and control of roads, removal and disposal of waste, telegraph and telephone services, transport of mail, radio and television broadcasting and detection of radio and television transmitters and receivers;
(g) vehicles used in emergency or rescue operations;
(h) specialised vehicles used for medical purposes;
(i) vehicles carrying a circus and a carnival;
(j) special emergency vehicles;
(k) vehicles used in road driving tests for development, repair or maintenance purposes and new or rebuilt vehicles not yet put into service;
(l) vehicles used for the non-commercial carriage of personal goods;
(m) vehicles used for the transport of milk from farms and the re-transport of milk containers or milk products intended for farm feeding.
27. In the design and manufacture of vehicles of categories M1 and N1 and their components, manufacturers shall take the measures provided for in Directive 2000 / 53 / EC on end-of-life vehicles, in particular the materials used, the marking of codes on the relevant parts and the determined average percentage of parts intended for reuse and recycling.
28. Manufacturers of M1 vehicles shall ensure that all sales points in the Czech Republic offering their new types of M1 vehicles receive data on CO2 emissions and fuel consumption, which are included in the certificate of approval of the vehicle type in accordance with one of the specific regulations referred to in Article 2 (39) of the table, so that these sales places are available to meet the requirements of Directive 1999 / 94 / EC for informing consumers about fuel consumption and CO2 emissions when offering new passenger cars.
29. A Class A50-X coupling device fitted to a vehicle shall not cover the space for the rear registration plate or impair the readability of the rear registration plate. If this is not the case, the part with the coupling ball shall be removable without the use of tools or tools, where appropriate, with the tools mandatory in the vehicle. A vehicle equipped with a towing device approved with a removable coupling ball without the use of tools shall have the ball withdrawn if it is not used for connection to the trailer or any other device.
30. In the case of rapid medical assistance vehicles, other than off-road vehicles, the clearance of the space intended for the transport of the patient shall be at least 1700 mm.
31. The outlet of the exhaust pipe shall not be on the right and the centreline of the end of the exhaust pipe, except for the pipes directed upwards and above the vehicle, shall be either parallel to the horizontal plane or inclined towards the ground plane.
32. The outer surface of the vehicles shall not have pointed or sharp projections pointing outwards which increase the risk of injury to persons by their shape, dimensions or hardness.
33. In the case of vehicles with a separate box bodywork, the rear and side doors in a completely open state shall not exceed the width of the vehicle by more than the actual thickness of the door and shall be securely secured in this open position.
34. The computers of the distance travelled installed in the vehicles shall reliably and clearly indicate the distance travelled by the vehicle to an accuracy of at least ± 5 per cent of the measured value.
35. Each vehicle shall be adequately conditioned, with the possible use of shock absorbers and stabilisers.
Technical requirements for compressed gas vehicles
36. CNG propulsion equipment means a set of all the components on the vehicle used for the operation of the CNG engine, in particular those for filling, tanks or cylinders, pipes, hoses, fittings, all valves, mixers or injection valves, regulating, locking and control bodies.
37. Parts of CNG propulsion equipment which are the subject of ECE Regulation No 110 shall be so designed and constructed as to meet the conditions laid down in this Regulation and be approved accordingly for vehicles newly approved from 1.11.2001, for all newly registered since 1.11.2003.
38. The use, installation and operation of the CNG propulsion equipment on the vehicle shall comply with the provisions of:
(a) for the approval of a type of vehicle or a type of vehicle of categories M, N of the UNECE Technical Regulation No 110 and this Regulation;
(b) for individual approval of an individual vehicle or conversion of an individual vehicle under this Decree.
39. The emissions of pollutants in exhaust gases of CNG-fuelled vehicles shall not exceed the values laid down by the technical regulations of this Annex, Article 2, point 2 or 41 of the table, unless otherwise specified by the technical provisions referred to in Article 3 of this Annex.
40. The conditions of Article 37 and Article 38 (a) and the conditions laid down for the type-approval of a vehicle type (mass conversion) driven by an engine operating in CNG shall be fulfilled.
41. The conditions laid down in Articles 37 and 38 (b) of this Annex and the conditions laid down for the approval of the technical capability of an individual vehicle or the conversion of an individual vehicle powered by an engine operating with a CNG shall be met.
Technical requirements for liquefied petroleum gas vehicles
42. LPG propulsion equipment means a set of all the components on the vehicle used for the operation of the LPG engine, in particular those for filling, tanks, pumps, pipes, hoses, fittings, all valves, mixers or injection valves, regulating, locking and control bodies.
43. Parts of LPG propulsion equipment which are the subject of ECE Regulation No 67 shall be so designed and constructed as to meet the conditions laid down in this Regulation and be approved accordingly.
44. The use, installation and operation of LPG propulsion equipment on the vehicle shall comply with the following provisions:
(a) for the approval or conversion of a vehicle type of category M, N, ECE Technical Regulation No 67 and this Regulation,
(b) for the individual approval of an individual vehicle or the conversion of an individual vehicle of category M1, N1 of technical Regulation No 67 and this Regulation.
45. The emissions of pollutants in exhaust gases for LPG-fuelled vehicles shall not exceed the values specified in Article 2 (2) or (41) of the table unless otherwise specified by the technical provisions referred to in Article 44 of this Annex.
46. The conditions laid down in Articles 43 and 44 (a) of this Annex and the conditions laid down for type approval of a vehicle type or mass conversion of a vehicle type fuelled by an engine operating on LPG shall be fulfilled.
47. The conditions laid down in Articles 43 and 44 (b) of this Annex and the conditions laid down for the approval of a single vehicle fuelled by an LPG engine shall be met.
Control of tanks and cylinders for vehicles fuelled with liquefied petroleum gas or compressed natural gas in service
48. Unless otherwise specified by the tank manufacturer, the life of the LPG tank and the CNG tank or bottle shall be 15 years.
Electric vehicles of categories M and N
49. Electric vehicles of categories M and N shall comply with the corresponding requirements for vehicles of those categories in this Annex with the following derogations:
(a) the approval or approval referred to in Article 2 (2), (11) and (41) of the table shall not be required until the application of any of these specific provisions is extended to emissions of pollutants from electric vehicles;
