on national committees in Ústí nad Labem district
The Bureau of the Czech National Council has acted pursuant to Article 121 (3) of Constitutional Act No. 143 / 1968 Coll., on the Czechoslovak Federation, on the following legal measure:
(1) In the city of Ústí nad Labem is the National Committee of Ústí nad Labem; is managed by the North Bohemian Regional National Committee.
(2) The territory of the city of Ústí nad Labem is divided into urban districts in which the district national committees operate, which are managed by the National Committee of Ústí nad Labem.
(3) The municipal districts of Ústí nad Labem will be set up by the Municipal National Committee in Ústí nad Labem before the general election of the National Committees in 1986 after discussion with the North Bohemian Regional National Committee and the Regional National Committee in Ústí nad Labem.
(4) Local national committees do not operate in Ústí nad Labem.
(1) The national committees in the city of Ústí nad Labem establish the number of their Members, having regard to the population and scope of their responsibilities, so that:
(a) the National Committee of Ústí nad Labem has at least 80 Members;
(b) the national district committees have at least:
- 30 Members in districts of up to 5 000 inhabitants,
- 40 Members in districts up to 10 000 inhabitants,
- 60 Members in districts of up to 20 000 inhabitants,
- 80 Members in districts over 20,000 inhabitants.
(2) The Council of the National Committee of Ústí nad Labem has 15-18 members. The Council of the District National Committee in this city has 8-15 members.
There is no district national committee in Ústí nad Labem; The National Committee of the City of Ústí nad Labem and the Circular National Committees shall have that competence in the territory of Ústí nad Labem.
(1) Unless otherwise provided for in this legal measure, the National Committee of the City of Ústí nad Labem and the Circumstantial National Committees in that city shall be subject to the provisions of the Law on National Committees and to the provisions of generally binding legislation governing the establishment of trade unions and other departments of national committees, public order inspections of national committees, regional planning, territorial planning and building procedures, 1) which apply to the National Committees of the cities of Brno, Ostrava and Plzeň and the District National Committees in those cities.
(2) The election to the National Committee of the City of Ústí nad Labem is managed by the City Electoral Commission of the National Front and the election to the District National Committees in this city by the Local Electoral Commission of the National Front.
(3) Where the national committee of the city of Ústí nad Labem is responsible for the responsibility of the regional national committee under the special rules, 2) it shall only carry out it on the territory of the city of Ústí nad Labem.
(1) Until such time as the authorities of the National Committee of the City of Ústí nad Labem and the authorities of the District National Committees are elected or established, their tasks shall be carried out by the authorities of the existing Municipal National Committee in Ústí nad Labem and, in matters falling within the competence of the Regional National Committee in Ústí nad Labem, by the authorities of the existing Regional National Committee.
(2) The decisions of the Municipal National Committee in Ústí nad Labem, issued before the application of this legislative measure, are reviewed in accordance with the Administrative Rules (3). North Bohemian Regional National Committee.
This statutory measure shall take effect on the date of the general election to the national committees in 1986, with the exception of the provisions of Sections 1 (3) and 4 (2), which shall take effect on 1 February 1986.
