of 12 January 1967
on changes in the organisation and competence of certain central authorities
The Bureau of the National Assembly of the Czechoslovak Socialist Republic has decided pursuant to Article 60 (2) of the Constitution on the following legal measure:
Establishment of the Ministry of Education and the Ministry of Culture and Information
The Ministry of Education and Culture and the Ministry of Culture and Information are established.
The Ministry of Education has been transferred to the Ministry of Education and Culture in the management of schools, preschool and extracurricular educational establishments, school and extracurricular education of workers, in social legal care for children, in the field of scientific degrees and in the management of foreign contacts in the field of education.
The Ministry of Culture and Information
(a) the current competence of the Ministry of Education and Culture in the cultural and artistic sectors, in particular the management of cultural educational activities, libraries and theatres, the activities of museums and galleries, concert and entertainment activities, the care of cultural monuments and nature conservation, the activity of copyright, publishing and printing and production in the field of culture;
(b) the management and coordination of cultural contacts with foreign countries;
(c) the current competence of the Ministry of Education and Culture in matters of the Church.
(1) A Committee on Culture and Information (hereinafter referred to as "the Committee") is hereby established as an initiative and coordinating body for fundamental issues in the field of culture and information. The Chairman of the Committee shall be the Minister for Culture and Information.
(3) The Statute of the Committee is approved by the Government.
(1) Central Directors of the Czech Radio, Czech Television and Czech Film are responsible for the activities of the relevant organisation.
(2) The Central Directors of the Czech Radio, Czech Television and Czech Film are appointed and recalled by the Government on a proposal from the Minister of Culture and Information.
(3) The Regional Directors of the Czechoslovak Radio and Czechoslovak Television and the Director of the Czechoslovak Press Office for Slovakia are responsible for the activities of the relevant organisation in Slovakia by the representatives of the Slovak National Council for Culture and Information and the competent central director.
(4) The Regional Director of the Czechoslovak Radio and Czechoslovak Television and the Director of the Czechoslovak Press Office for Slovakia is appointed and dismissed by the Bureau of the Slovak National Council on a proposal from the delegate of the Slovak National Council for Culture and Information.
Establishment of the Ministry of Forestry and Water Management
(1) The Ministry of Forestry and Water is hereby established.
(2) The current responsibility of the Ministry of Agriculture and Forestry in the management of the forestry sector and of the former Central Management of Water is transferred to the Ministry of Forestry and Water Management.
(1) The Ministry of Agriculture and Forestry is turning into the Ministry of Agriculture.
(2) The Central Water Management is hereby repealed.
Establishment of the State Statistical Office
(1) The State Statistical Office is hereby established as a central body of the State Administration.
(2) The Central Commission on Human Control and Statistics is transferred to the National Statistical Office by the Central Commission on Statistics, Records, Accounting, Calculations, Balance Sheet, Economic Classification, Mechanisation and Automation of Economic Information Processing and by the authority to submit reports and analyses on the state and development of the national economy and society to the Government and other managing authorities.
(3) All authorisations and obligations resulting from the provisions of the regulations issued pursuant to Act No. 23 / 1963 Coll., on People's Control and on National Economic Records, as amended by Act No. 93 / 1964 Coll.
The Head of the State Statistical Office is the President, who is appointed and dismissed by the President of the Republic on a proposal from the Government.
(1) A State Statistical Council is hereby established to address fundamental issues related to the activities of the State Statistical Office; its chairman is the Chairman of the State Statistical Office. The Chairman of the Slovak Statistical Office is a member of the State Statistical Board. The other members shall be appointed and withdrawn by the Government.
(2) The Statute of the State Statistical Council is approved by the Government.
The district and county departments of the State Statistical Office are established in the counties and counties and in the capital of Prague, whose head is appointed and removed by the Chairman of the State Statistical Office.
(1) The Slovak Statistical Office is the regional authority of the State Statistical Office and the Slovak National Council is the Slovak Statistical Office; its President shall be appointed and removed by the Bureau of the Slovak National Council on a proposal from the President of the State Statistical Office.
(2) The scope of the Slovak Statistical Office is laid down in the Law of the Slovak National Council.
The State Statistical Office and its departments are independent in their activities from local authorities and from central government authorities; form a single centralised system.
Repeal of the State Commission on Economic and Scientific and Technical Cooperation
The State Commission on Economic and Scientific and Technical Cooperation is hereby repealed.
Paragraph 1 of Act No. 93 / 1964 Coll., on the determination of the fields of state administration in which the delegates of the Slovak National Council are active and on the related changes in the organisation of certain central bodies, as amended by Act No. 113 / 1965 Coll. and Act No. 115 / 1965 Coll. is amended and read:
"(1) The representatives of the Slovak National Council are active in the following fields of government:
(a) education;
(b) in culture and information,
(c) agriculture and nutrition;
(d) in forestry and water management;
(e) in construction,
(f) health care;
(g) in finance;
(h) in justice,
(ch) in a store;
(2) In other fields of government:
a) in planning - Slovak Planning Commission, headed by the President, Vice-President of the Slovak National Council,
(b) in State control - Commission of People's Control of the Slovak National Council, headed by the delegate,
(c) in science, technology and investment construction - Slovak Technical Commission, headed by the delegate. "
Final provisions
(1) The following shall be deleted:
1. provision § 5 of the second sentence and § 7 of Act No. 17 / 1964 Coll., on the Czechoslovak Radio,
2. provision § 5 (2), § 5 (3) second sentence and § 5 (4) of Act No. 18 / 1964 Coll., on Czechoslovak Television,
3. provision of § 16 to 19 of Act No. 113 / 1965 Coll., on the State Commission on Finance, Prices and Wages, State Commission on Technology, State Commission on Economic and Scientific and Technical Cooperation and State Commission on Management and Organisation,
4. the provisions of Sections 4 (2) and 5 (2) of Act No. 123 / 1965 Coll., on the Czechoslovak Press Office,
5. statutory measure No. 37 / 1966 Coll., supplementing Act No. 115 / 1965 Coll., on Changes in the Organisation and Scope of Certain Sectoral Central Authorities.
(2) Paragraph 6 of Act No. 17 / 1964 Coll., on the Czechoslovak Radio is amended and read: "The activities of Czechoslovak Radio in Slovakia are managed by the Central Director through the Regional Director for Slovakia."
(3) Paragraph 5 (1) of Act No. 123 / 1965 Coll., on the Czechoslovak Press Office, is amended and read: "(1) The activities of the Czechoslovak Press Office in Slovakia are managed by the Central Director through the Director of the Czechoslovak Press Office for Slovakia."
This legal measure shall take effect on the date of its publication.
