LEGAL MEASURES
Bureau of the National Assembly
of 5 January 1963
on the Central Administration for the Development of the Local Economy
The Bureau of the National Assembly of the Czechoslovak Socialist Republic has decided pursuant to Article 60 (2) of the Constitution on the following legal measure:
§ 1
(1) The central administration for the development of the local economy is a central administration. its main task is to centrally ensure that the local economy managed by the national committees develops in line with other sectors of the national economy and is increasingly better at meeting the needs of workers.
(2) In the local economy in Slovakia, the Commission operates the Slovak National Council for the development of the local economy, which it sets up, its composition and scope are regulated by the Slovak National Council by law.
§ 2
The central management for the development of the local economy, in close cooperation with the national committees and their bodies, shall in particular carry out the following tasks:
(a) prepare and discuss the draft plan on the local economy and monitor its implementation; address key issues of local economy organisation; manage its material technical supply and disposal; ensure a high level of professional leadership and organise its technical development; provide training for apprentices and assist in the training of technical cadets; manage research and development and the introduction of new types of products and services; exercise the competence of the central authority in matters of methodology, price and wage, standardisation and typing;
(b) ensure the economical management and maintenance of residential property, the issuing and implementation of rules on housing management and non-residential rooms and the determination of rent and secondary salaries;
(c) ensure that all raw materials are collected to the extent laid down by the Government.
§ 3
The central administration for the development of the local economy is managed by its manager, appointed and withdrawn by the President of the Republic on a proposal from the Government.
§ 4
The scope and organisation of the Central Administration for the development of the local economy shall be further adapted by the Government.
§ 5
In order to ensure its tasks, the Central Authority for the Development of the Local Economy may issue generally binding legislation on the basis of laws and government regulations and their implementation.
§ 6
(1) The central administration for the development of the local economy shall be established from the national committees' national central office, which shall be repealed.
(2) From the other responsibilities of the Central Office for National Committees, matters in the field of national territorial division, the provision of socialist order by national committees, voluntary social organisations and assembly, the organisation of technical preparation of elections and issues related to the systemisation of the apparatus of national committees.
§ 7
The legal measure of the Bureau of the National Assembly No. 85 / 1961 Coll., on the establishment of the Central Office of National Committees is hereby repealed.
§ 8
This legal measure shall take effect on the date of its publication.
