DECLARATION
Ministry of Energy and Water Management
of 23 December 1959
adjusting the electricity tariffs
The Ministry of Energy and Water Management declares, pursuant to § 10 (2) of Decree No. 60 / 1959 Coll., on the competence in the field of planning, pricing and pricing:
(1) In the case of the supply of electricity in large-scale networks of the Ministry of Energy and Water for Economic Organisations other than Economic Organisations referred to in Article 2 (1), in addition to the active (watt) electricity, jale electricity shall normally be measured, which shall not be charged or credited to good, provided that from 1 January 1960 electricity is delivered at the neutral value of the performer (cos) 0,9, i.e. the number of reactive kiloltameral hours (kVArh) 48% of active kilowatt hours (kWh).
(2) In the event of a deterioration of the power factor, i.e. if, from 1 January 1960, the number of kVArh exceeds 48% of active kWh, the amount invoiced for electricity (i.e. for the supply of kWh at the daily rate, as well as for the basic pay per wattage, but not for other items, e.g. for the delivery of kWh at the night rate, for the increased fixed salary, for the rental of the package) shall be charged in the relevant invoicing period in the form of a premium, the amount of which is a percentage of which is shown in Annex 1 to this Decree.
(3) In the event of improvement of the power factor, i.e. if the number of kVArh has not reached 48% of active kWh since 1 January 1960, a discount shall be granted for the amount invoiced for electricity, the percentage of which is shown in Annex 1 to this Decree.
(1) When electricity is supplied in large-scale networks of the Ministry of Energy and Water for the economic organisations of the ministries of fuels, the metallurgical industry and the ore mines, the chemical industry, the construction industry and the Central Association of Production Cooperatives are generally measured in addition to active (watt) electricity, which is not charged or credited to good if electricity is delivered from 1 January 1960 at the neutral value of the performer (cos?) 0,88, i.e. when the number of reactive kilowoltamper hours (kVArh) 54% of active (watt) kilowatt hours (kWh).
(2) In the event of a deterioration of the power factor, i.e. if, from 1 January 1960, the number of kVArh exceeds 54% of active kWh, the amount invoiced for electricity (i.e. for the delivery of kWh at the daily rate, as well as for the basic pay per wattage, but not for other items such as the delivery of kWh at the night rate, at the increased fixed rate, for the rental of the package) shall be charged in the relevant invoicing period in the form of a premium, the amount of which is shown in Annex 2 to this Regulation.
(3) In the event of an improvement of the power factor, i.e. if the number of kVArh has not reached 54% of active kWh since 1 January 1960, a discount shall be granted for the amount invoiced for electricity, the percentage of which is shown in Annex 2 to this Decree.
(1) The premium or discount for the power factor referred to in Articles 1 (2) and (3) and 2 (2) and 2 (3) shall be charged or credited only if the supply of reactive power is permanently measured by an electrometer, in the case of a two-way reactive power meter, or in the case of a single-rate reactive power meter with a switch off (e.g. with a voltage coil at night), only during a period of between 6 and 22 hours, but not at night between 22 and 6 hours, whereas for a single-rate reactive electricity meter without switching off the voltage coil over 24 hours.
(2) The calculation of the power factor value shall be done by means of reactive brake electrometers, the data of which shall be collected at the same time as the data of the active electric meters (watts).
(3) The number of kVArh collected by the customer on the primary side of transformers in the relevant invoicing period is divided by the number of active kWh collected during the same period. This proportion, which indicates the value of tg, shall be calculated to three decimal places. According to Annex 1 or Annex 2 to this Decree, the value of tg is determined by the relevant value of the performer (cos) and provides for a premium or discount for the impaired or improved performer compared to the determined neutral value. In the case of double-jase electrometers or single-rate electrometer with off-mode, it shall be used to calculate the power factor of the values measured for both active and reactive electrometers only during the daily period from 6 to 22 hours.
(1) Compensation facilities for customers (static capacitors, synchronous compensators etc.) can be installed only with the consent and following the instructions of the energy distribution companies subordinate to the Ministry of Energy and Water (hereinafter referred to as the supplier). If the supplier does not agree to install the compensation facility on a customer whose performance is below the set neutral value, it shall not charge the customer a premium for the acquisition of reactive electricity.
(2) The supplier is entitled, with the agreement of the Ministry of Energy and Water Management, to designate individual customers connected directly from the power plant or generally for the electrical traction of the ČSD, the reduced neutral value of the performer, if the possibility of improving the power factor is used for the purpose of efficient electricity management, if the installation of special compensation facilities is not authorised due to an excess of reactive power and if the cost of compensation would be disproportionately high in relation to the installation. For this reduced value or for a higher value of the power factor than that determined by the supplier, no premium shall be charged to customers or a discount shall be added to the electricity tariff. In the absence of the actual effect on customers of this particular value, a premium shall be charged to customers in accordance with Annex 1 or Annex 2 to this Decree.
(1) If the reactive (capacity) supply of reactive electricity to the supplier's networks is not separately measured, it shall not be taken into account in principle either for the calculation of the power factor or for the calculation of the premium or discount. If this supply of reactive electricity to the supplier's networks is measured by a separate brake electrometer, it is invoiced to the customer by the electricity distribution company for a price of 0,02 CZK / kVArh for 24 hours a day.
(2) The regular supply of reactive electricity to the supplier's networks may only be made with the consent of the supplier.
(3) In those cases where reactive electricity is more frequently supplied to the supplier's networks, two reactive electricity meters with brakes against reverse for separate measurement of reactive electricity, taken from networks and delivered to the supplier's networks shall be installed.
The premium for the deterioration or discount for the improved performer compared to the set neutral value shall be invoiced in one electricity invoice, at which reactive electricity shall be reported in the separate, markedly marked item "Increased (reduced) progressive rate for the collection of reactive electricity above (below) the specified standard '.
In the case of large-scale electricity supplies to budgetary organisations and for foreign electricity supplies, the premium for the deterioration or discount on the improved power factor shall not be charged or credited against the neutral value set. Budget customer organisations, as well as economic organisations for which the supply of reactive electricity is not measured continuously by an electric meter, are obliged to take measures to compensate for the efficiencies of their collection up to a specified neutral value, but in any case at least to ensure compensation for the reactive power of the transformer.
(1) The premium or discount on reactive electricity pursuant to § 1 and Annex No 1 to this Decree is first charged or credited to good from those recorded on the active and reactive electricity meter at the beginning of the invoicing period
(a) for January 1961, for the economic organisations of the ministries of fuels, metallurgical industry and ore mines, construction and the Central Association of Production Cooperatives;
(b) for July 1960 for economic organisations of the Ministry of Chemical Industry,
(c) for January 1960 for economic organisations of other central offices and bodies.
(2) For the economic organisations of the ministries of fuels, the metallurgical industry and the ore mines, the chemical industry, the construction industry and the Central Association of Production Cooperatives, for the first time, shall be charged or credited to the benefit of the stocks recorded on the active and reactive electricity meter at the beginning of the invoicing period for January 1960.
The Decree of the Ministry of Energy No 185 / 1957 of the Ú. l., which regulates the electricity tariffs, is hereby repealed.
This Decree shall take effect from 1 January 1960.
