of 20 January 1956
establishing a State Committee on Construction, Central Administration for Housing and Civil Construction and Regional Administration for Housing and Civil Construction in Slovakia.
The Government of the Czechoslovak Republic orders, with the consent of the President of the Republic pursuant to § 1 of the Constitutional Act No. 47 / 1950 Coll., on adaptations in the organisation of public administration:
A State Building Committee is hereby established as a central body of the State Building Administration. The State Construction Committee is an objective body of the Government on economic, technical and artistic issues of construction; is subordinate to the government.
(1) The State Building Committee consistently ensures high economy, technical progress and cultural level of investment construction and technical development of construction based on the widest overview of the needs of investment construction.
(2) In particular, the State Building Committee on the Construction Sector draws up proposals for a comprehensive technical development plan for construction, proposals for a typical work plan and proposals for a scientific and research work plan, approves proposals for state standards and guidelines of a national nature, established by the state standardisation work plan, and methodically manages and coordinate the project and survey work of all departments.
(3) In order to ensure its tasks, the State Building Committee may issue general legislation.
The State Building Committee shall consist of the administrative chair of the State Building Committee, its Deputy Directors and other members. The State Building Committee has the necessary apparatus to work on its tasks.
(1) The State Building Committee is headed by the Minister-President of the State Construction Committee, which manages the work of the State Building Committee and the activities of its apparatus.
(2) Deputy Directors of the State Construction Committee and other members of the State Construction Committee are appointed and withdrawn by the Government.
(1) The Minister-President of the State Building Committee is responsible for the proper functioning of the State Building Committee.
(2) Individual members of the State Building Committee are directly responsible to the Government for taking an opinion when deciding on the State Building Committee on the basis of full and professional knowledge of the matter and in accordance with the laws and directives of the government's economic policy.
Details of the organisation and competence of the State Building Committee shall be laid down by the Government.
(1) The Central Administration for Housing and Civil Construction is hereby established as a central office.
(2) The Head of the Central Administration for Housing and Civil Construction is the President appointed and withdrawn by the Government; The President shall be subordinate to the Minister-President of the State Building Committee.
(1) The Central Administration for Housing and Civil Construction is primarily responsible for the management of urban planning, planning, design and complex construction of cities and villages, for carrying out architectural inspection, for monitoring architectural monuments in terms of urban and rural development and for verifying the utility and artistic level of mass products for indoor residential and civil buildings.
(2) The Central Administration for Housing and Civil Construction directs the activities of the National Committees and subordinate project organisations.
(3) In order to ensure its tasks, the Central Administration for Housing and Civil Construction may issue general legislation.
(1) The Central Administration for Housing and Civil Construction exercises its competence in Slovakia through the Regional Administration for Housing and Civil Construction in Slovakia.
(2) The Regional Administration for Housing and Civil Construction in Slovakia is headed by the President, appointed and dismissed by the Board of Authors on a proposal from the President of the Board of Authors, with the agreement of the Administrative President of the State Construction Committee. The President of the Regional Administration for Housing and Civil Construction in Slovakia is also responsible for its activities by the Board of Authors.
(3) The President of the Central Administration for Housing and Civil Construction directs the activities of the Regional Administration for Housing and Civil Construction in Slovakia by directives and guidelines which it gives to the President of the Regional Administration for Housing and Civil Construction in Slovakia.
Details of the organisation and competence of the Central Administration for Housing, Civil Construction and Regional Administration for Housing and Civil Construction in Slovakia are laid down in the Statutes; The Statute of the Central Administration for Housing and Civil Construction will be issued by the Government, the Statute of the Regional Administration for Housing and Civil Construction in Slovakia will be issued by the Board of Authors, acting on a proposal from the President of the Board of Directors, with the agreement of the Administrative President of the State Committee for Construction.
(1) The Government Construction Committee, established by Government Regulation No 28 / 1952 Coll., on project and budgetary documentation of investments, is hereby repealed. its competence under the rules on planning and pricing is transferred to the State Building Committee.
(2) The Ministry of the Local Economy in the field of spatial planning, planning and construction of cities and villages has transferred to the Central Administration for Housing and Civil Construction.
This Regulation shall enter into force on 1 January 1956; All members of the government will do it.
