Regulation establishing the Central Administration of Geodesia and Cartography

Government Regulation
of 23 December 1953
establishing the Central Administration of Geodesia and Cartography.
The Government of the Czechoslovak Republic orders, with the consent of the President of the Republic pursuant to § 1 of the Constitutional Act No. 47 / 1950 Coll., on adaptations in the organisation of public administration:
§ 1.
The ever-increasing development of our socialist economy and cultural life, the advancing socialism of the countryside, and the safeguarding of our country's defensiveness impose ever-increasing demands on the geometrical and cartographic service, and the fulfilment of its tasks requires, in particular, the concentration of research, planning, management, control and performance of geometrical and cartographic work.
§ 2.
(1) The Central Administration of Geodesia and Cartography is hereby established as the Central Office for Geodesia and Cartography. It's run by a chairman named by the government.
(2) The central administration of geodesy and cartography is subordinate to the Minister for the Local Economy.
§ 3.
(1) The central management of geodesy and cartography is exercised in Slovakia through the regional authority, which is the management of geodesy and cartography in Slovakia. It shall be managed by the Chairman appointed by the Board of Authors.
(2) The management of geodesy and cartography in Slovakia is subordinate to the local economy.
§ 4.
(1) At the Central Administration of Geodesia and Cartography, the existing competence of the Ministry of Construction in the field of public measurement and mapping and the granting of mandates and the declaration of authorisation for the exercise of geodetic, topographic and cartographic works is transferred.
(2) The central management of geodesy and cartography is mainly responsible for:
management of geodetic, topographical and cartographic works,
issuing the necessary regulations,
the supervision and control of all bodies engaged in executive activities in the field of geodesy, topography and cartography.
(3) Advisory Councils may be set up for the Central Administration of Geodesia and Cartography to address various expert issues.
(4) The scope of the Central Administration of Geodesia and Cartography does not apply to the branch of the Ministry of National Defence.
§ 5.
The scope of the Central Administration of Geodesia and Cartography will be detailed in the Statute approved by the Government. The Statute shall also provide for synergies with the Ministry of National Defence.
§ 6.
(1) The central administration of geodesy and cartography exercises its competence directly or by its authorities, which are national and regional institutes established for one or more regions. Regional institutes include district metering centres set up for one or more counties.
(2) On 1 January 1954, the national committees in the field of public measurement and mapping were transferred to the regional institutes of geodesy and cartography.
(3) The Minister for the Local Economy shall establish national and regional institutes on 1 January 1954 as a public administration establishment. The details of the scope, organisation and legal situation of the institutes shall be determined by their status as issued by the Minister for the Local Economy in agreement with the ministers involved.
§ 7.
(1) By the establishment of national institutes (§ 6), the State Geoměřický and Cartographic Institute and the Slovak Geoměřický and Cartographic Institute are to die.
(2) Government Decree No 43 / 1950 Coll. on the organisation and competence of the State Geographic and Cartographic Institute and on the Technical Advisory Council on Public Measurement and Mapping, is hereby repealed on 1 January 1954.
§ 8.
This Government Regulation shall enter into force on the day of its publication. They shall be implemented by the Minister for the Local Economy and Construction in agreement with the Ministers involved.
