The Ministry of Foreign Affairs states that an Agreement between the Government of the Czech Republic and the Government of the Socialist Republic of Vietnam on the abolition of the visa requirement for holders of diplomatic passports of the Czech Republic and for holders of diplomatic passports of the Socialist Republic of Vietnam was negotiated in exchange for the note of 15 December 1999.

The Embassy of the Czech Republic shows respect for the Ministry of Foreign Affairs of the Socialist Republic of Vietnam and has the honour to propose an exchange of notes between the Government of the Czech Republic and the Government of the Socialist Republic of Vietnam on the visa waiver for holders of diplomatic passports of the Czech Republic and for holders of diplomatic passports of the Socialist Republic of Vietnam as follows:
The Government of the Czech Republic and the Government of the Socialist Republic of Vietnam (hereinafter referred to as the "Parties'), in an effort to strengthen friendly relations between the two States, have agreed as follows:
Citizens of the States of the Contracting Parties holding valid diplomatic passports may enter the territory of the other State and stay there for up to 90 days without visas.
1. Citizens of the States of the Contracting Parties holding a valid diplomatic passport and members of a diplomatic mission or consular post of one State in the territory of the other State may stay in the territory of the other State for the duration of their secondment without a visa.
2. Family members, living in the common household with persons referred to in paragraph 1, may stay without visas in the territory of the other Contracting Party for the duration of their secondment, provided that they are also citizens of the States of the Contracting Parties and holders of diplomatic passports.
Persons referred to in Articles 1 and 2 may cross national borders at all border crossing points for international contact.
Citizens of a State of one Contracting Party shall be obliged to comply with its legislation when staying in the territory of the State of the other Contracting Party.
This arrangement shall be without prejudice to the right of the competent authorities of each Contracting Party to refuse entry or residence of persons whose presence in the territory of the other Contracting Party is undesirable.
1. Each Contracting Party may temporarily suspend the implementation of this Arrangement in whole or in part for reasons of security, protection of public order and health.
The introduction and the repeal of these measures shall be notified immediately by diplomatic channels to the other Contracting Party and shall take effect on the date of notification of such notification.
1. The Contracting Parties shall exchange, by diplomatic means, the specimen travel documents referred to in Article 1 together with the information on their applicability no later than 30 days after the date of exchange of notes.
2. In the event of a change in the travel documents in force, the Contracting Parties shall send each other their new designs together with details of their applicability by diplomatic means no later than 30 days before their introduction.
This arrangement shall be for an indefinite period. Each Party may denounce them in writing by diplomatic means. The arrangement shall expire 90 days after the date of receipt of the written statement to the other Contracting Party.
The Embassy of the Czech Republic proposes, under the authority of the Government of the Czech Republic, that this note and note of the Ministry of Foreign Affairs of the Socialist Republic of Vietnam, confirming the consent of the Government of the Socialist Republic of Vietnam to the above proposal, constitute the Arrangement between the Government of the Czech Republic and the Government of the Socialist Republic on the abolition of the visa requirement for holders of diplomatic passports of the Czech Republic and for holders of diplomatic passports of the Socialist Republic of Vietnam, which will enter into force at the end of 60 days from the date of the exchange of notes.
The Embassy of the Czech Republic uses this opportunity to reassure the Ministry of Foreign Affairs of the Socialist Republic of Vietnam with its deepest respect.

Ministry of Foreign Affairs The Socialist Republic of Vietnam takes the liberty of sending its deep respect to the Embassy of the Czech Republic in Vietnam and to say the following: The Ministry of Foreign Affairs of the Socialist Republic of Vietnam received a note from the Embassy number 6310 / 99 of 15 December 1999, the full text of which is as follows:
"The Embassy of the Czech Republic takes the liberty of sending its deep respect to the Ministry of Foreign Affairs of the Socialist Republic of Vietnam and of proposing the signing of the Agreement between the Government of the Czech Republic and the Government of the Socialist Republic of Vietnam on exemption from the visa requirement for persons holding a diplomatic passport of the Czech Republic and for persons holding a diplomatic passport of the Socialist Republic of Vietnam by means of a note exchange. The above agreement shall be as follows:
The Government of the Czech Republic and the Government of the Socialist Republic of Vietnam (hereinafter referred to as "the Parties'), led by the wish to strengthen friendly relations between the two states, have agreed as follows:
The national citizens of the Contracting Parties holding a valid diplomatic passport shall be exempt from the entry visa requirement into the other Contracting Party for a stay not exceeding 90 days.
1. The citizens of the Contracting Parties holding a valid diplomatic passport and members of the diplomatic representative board or consular authority of their country operating in the territory of the other Contracting Party shall be exempt from the visa requirement for the entire duration of their term of office.
2. Family members residing in common as persons referred to in paragraph 1 shall be exempt from the visa requirement for the duration of their term of office, provided that they are citizens of the Contracting Parties and holders of a diplomatic passport.
Persons referred to in Articles 1 and 2 may cross the borders of each State through border crossing points for international contact.
During their stay in the territory of the other Contracting Party, nationals of the first Contracting Party shall respect the laws and regulations of the other Contracting Party.
This Agreement shall not affect the decision of the competent authorities of each Contracting Party to refuse entry or stay to a national of the other Contracting Party if the presence of that person is deemed undesirable.
1. For security, public order and health reasons, each Contracting Party may cancel the implementation of part or whole of this Agreement.
2. The other Contracting Party shall be immediately informed of the implementation or withdrawal of the above measures by diplomatic channels and with effect from the date of submission of the information.
1. The Contracting Parties shall exchange, by diplomatic means, the specimens of the travel documents referred to in Article 1 and the information on the use of such documents, no later than 30 days after the date of exchange of diplomatic notes.
2. In the event of changes to valid travel documents, the Contracting Parties shall, by diplomatic means, exchange new models and information on the use of such models no later than 30 days before the date of their use.
The validity of this Agreement is not limited in time. Each Contracting Party may terminate the Agreement by means of a written communication transmitted by diplomatic means. The Agreement shall be valid for a period of 90 days following the date of dispatch of the abovementioned written notification to the other Contracting Party.
On behalf of the Government of the Czech Republic, the Embassy of the Czech Republic would like to propose: This note and note of the Ministry of Foreign Affairs of the Socialist Republic of Vietnam confirms the consent of the Government of the Socialist Republic to the above proposal to formulate the Agreement between the Government of the Czech Republic and the Government of the Socialist Republic on the exemption from the visa requirement for persons holding a diplomatic passport of the Czech Republic and persons holding a diplomatic passport of the Socialist Republic of Vietnam. This Agreement shall enter into force 60 days after the date of exchange of notes.
On this occasion, the Embassy of the Czech Republic once again allows itself to send to the Ministry of Foreign Affairs of the Socialist Republic of Vietnam its profound respect.

With this note, the Ministry of Foreign Affairs of the Socialist Republic of Vietnam confirms the consent of the Government of the Socialist Republic of Vietnam to the proposal of the Government of the Czech Republic:
The above note of the Embassy of the Czech Republic in Vietnam and this note of the Ministry of Foreign Affairs of the Socialist Republic of Vietnam formulate the Agreement between the Government of the Socialist Republic of Vietnam and the Government of the Czech Republic on exemption from the visa requirement for persons holding a diplomatic passport of the Socialist Republic of Vietnam and persons holding a diplomatic passport of the Czech Republic.
The Arrangement entered into force on 14 February 2000.
The Czech version of the Czech note, the Vietnamese version of the Vietnamese note and its translation into the Czech language are announced simultaneously.
The date of the note exchange is 15. 12. 1999
On this occasion, the Ministry of Foreign Affairs of the Socialist Republic of Vietnam takes the liberty of expressing its deep respect once again.
