on the Cultural Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Kingdom of the Netherlands
On 3 August 1972 the Cultural Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Kingdom of the Netherlands was signed in Prague.
Pursuant to Article 16 thereof, the Agreement entered into force on 11 May 1973.
The Czech translation of the Agreement is announced simultaneously.

CULTURAL AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the Kingdom of the Netherlands
The Government of the Czechoslovak Socialist Republic and the Government of the Kingdom of the Netherlands, wishing to deepen their cooperation in the fields of education, science and culture and convinced that such cooperation would contribute to a better understanding between the two countries, have decided to conclude a cultural agreement and agree on the following:
The Parties will develop cooperation in the fields of education, science, culture, including art, social activity, mass media, sport and tourism.
The Parties shall encourage the exchange of visits and other contacts between important cultural personalities, such as writers, composers, architects, artists, art critics and journalists, museum workers, galleries and libraries, social activities, mass media, cultural education, youth and sport education.
The Parties shall support:
(a) the organisation of exhibitions of cultural and information character;
b) organizing concerts, theatre performances and performances of artists as well as the presentation of dramatic works of the other country.
The Parties shall assist in the translation and publication of the literary and scientific works of the other country. They will promote the exchange of books, magazines and other publications of a cultural, scientific and technical nature, as well as gramophone recordings and similar tools between libraries and other institutions of both countries.
The Parties shall facilitate:
(a) the organisation of radio and television transmissions and the exchange of radio and television material;
(b) the screening and presentation of scientific, educational and artistic films.
The Parties shall promote the participation of cultural, art, science, education and social activities experts in congresses, conferences, seminars and other professional meetings organised in the territory of the other country.
The Parties shall support:
(a) contacts and exchanges between higher education teachers, scientists and students and experts in the social activity sector, as well as cooperation between higher education and other scientific institutions;
(b) the establishment of departments and lectorates for the teaching of languages, culture and civilisation of the other country at their universities and other educational and research establishments;
(c) cooperation between institutions and experts in primary and secondary education and vocational education.
The Parties shall provide the citizens of the other State with scholarships to study at their scientific, educational, cultural and social activities, as well as for study visits, including participation in summer courses.
The Contracting Parties shall determine, on the basis of mutual consultations, the value that may be attached to the certificates and academic titles awarded by the authorities of the other country.
The Parties shall facilitate access to libraries, archives, museums, galleries and cultural and scientific institutions for experts in the fields of culture, art, science, education and social activities.
The Parties shall promote cooperation between sports organisations and sports associations.
The Parties shall promote tourism facilitating contacts and other actions that may contribute to a better understanding of the life, work and culture of both countries.
The Parties agree that all exchanges and other forms of cooperation under this Agreement shall be made on the basis of reciprocity and in accordance with the laws and regulations in force in the countries concerned.
(a) the Contracting Parties shall establish a Joint Commission for the implementation of this Agreement, which shall have a maximum of 12 members; each Contracting Party shall appoint the same number of members.
(b) The Joint Commission shall draw up a draft implementing plan for a period of two years. This implementation plan shall include the terms and conditions of the financial collateral of each action. Each Contracting Party shall express its agreement on the draft implementation plan and the proposal of the Joint Commission to the other Party through diplomatic channels.
c) The Joint Commission will in principle meet every two years, alternately in Czechoslovakia and the Netherlands. The meetings of the Joint Commission may be attended by diplomatic representatives of both Parties as well as by a limited number of experts. Meetings will be chaired by a member of the committee of the country where the meeting will take place.
With regard to the Kingdom of the Netherlands, this Agreement shall apply to the Kingdom of Europe.
This Agreement shall be subject to approval under the constitutional provisions of each Contracting Party and shall enter into force on the day on which the Contracting Parties notify each other of such approval.
This Agreement replaces the Agreement on Intellectual and Artistic Relations between the Czechoslovak Republic and the Kingdom of the Netherlands, negotiated by exchange of notes of 20 May and 25 May 1937.
This Agreement shall remain in force for five years. If no Contracting Party has declared this Agreement six months before the expiry of the period of validity, it shall be extended to an indefinite period of six months by written notice to the other Contracting Party.
In evidence of the undersigned, the agents have negotiated this agreement.
